PLACE: TIME: ROLL CALL: CHESTNUT A~EIIUE BIDS: Council Chambers, City Hall 8 o$clock ~.m. Present: Councilmen Victor Boido, Chas. K. Elder, Leo Ferko, Adolph Sani, Emilio Cortesi. The meeting was called to order by ~ayor Ferko at 8 o'clock p.m. The City Clerk having forwarded copy of the minutes of the previous meeting to all members of the City Council, Mayor Ferko asked if any errors or amissio~were noted. There being none the minutes were approved as submitted. Motion was made, seconded and regularly carried that bids for the improvement of Chest- nut Avenue be opened. C, Smith Co. being the lowest bidder, Counci~,~n Elder introduced a resolution: awarding contract for the improvement of Chestnut Avenue to L. C. Smith Co. This resolution was adopted by the unanimous vote of all members of the City .Council. BA I"JHORE SIGN: Commanication was received from the Pecks Subdivision Improvement Club asking that the sign at the north entrance to the city on Bayshore Blvd. be installed again. The City Clerk was instructed to advise the Pecks Subdivision Improvement Club that as soon as the road was re-~pened by the Highway Division this matter would be taken care of. GALL FORCES- FIRE DEPARTMF~T: Communication was received from Fire Chief Welte advising that J. Masat and A. Colombo had resigned from the Call Forces ms of July 1st. This communication was ordered filed. SPECIAL OFFICER AND~I~SON: Communication was received from Chief of Police Belloni asking that the appointment of Lester Anderson as Special ~olice Officer be =ancelled effective June 30, 19&9. This communication was ordered filed. STERLING T~ACE NO. & .TENTATIVE MAP: Communication was received from the Planning Commission advising .that tentative map of Sterling Terrace No. & was accepted at their meeting held July 13th. This matter was laid over for further consideration. PLANNING COMMISSION - NICOLA RE: Resolution was received from the Planning Commission recommending that the necessary steps be taken to rezone lots 26 and 27 block 95 owned by Nicola Re. This matter was laid over for two weeks, USE PERMIT- PETE MAZZANTI~~ Communication was received from the Planning Commission recommending the granting of a use permit to Pete Mazzanti to ~r~ct a greenhouse on Parcel ~7 Zone A. Motion was duly made, seconded and carried that the recommendation of the Planning Commission be accepted.~ USE PERMIT - STERLING TERRACE CORP? Communication was received from the Planning Commission recommending the granting of a use permit to Sterling Terrace Corp. to erect a sign on their property at Linden and Hillside Blvd.; this permit to be for one year only. Motion was duly made, seconded and carried that the recommendation of the Planning Commission be accepted. E. B. MOTEL- SIGN: Communication was received from the E. B. Motel owners requesting permission to erect a sign on the Blythe property behind the Commons Garage, Bayshore Highway. This matter was referred to the Planning Commission. ~ HOLMES EQUI~T CORP.- BUILDING PERMIT: CARLRAY CO. - BUILDING PERMIT: Communication was received from the Holmes Equipment Corp. requesting permission to erect a building on Parcel 55 Zone D, Victory Avenue. ~The matter was referred to the Planning Commission. Communication was received from the Carlray Co. requesting permission to erect a building Just.below the underpass on the Old Bayshore Highway. The Planning Commission submitted a communication recommending the approval of this building. The Building Inspector noted that the plans had been checked and same complied with the Building Code and Zoning Ordinance. Therefore, motion was duly made, seconded and carried that the recommendation of the Planning Commission be accepted and that the Carlray Co~ be granted permission to erect building as requested~ ~I~MDM]~T TO RETIRI~IENT BOARD CONTRACT: Communication was received from the State ~mployees' Re~irement System acknowledging receipt of result of election held for the reduction of minim~m~retirement age of City Employees. They advised that the contract should be amended to include the Firemen as well as the PSlicemen and Miscellaneous employees, and that the city should proceed with the adoption of the necessary ordinance. Therefore, ordinance authorizing the amendment to the State Employees' Retirement System contract was read for the first time. INT~NATIC~ALLEAD - BUSINESS LICENSE: Request was received from the International Lead Co. for a license at 59 South Linden Avenue for the business of lead smelting. AMENDMENT TO RETIR~NT BOARD CONTRACT: Communication was received from the State Bmployees' Retirement System acknowledging receipt of result of election held for the reduction of minimam~retirement age of Cit~ Employees. They advised that the contract should be amended to include the Firemen as well as the P~licemen and Miscellaneous employees, and that the city should proceed wi the adoption of the necessary ordinance. INT~{NATIONALLEAD- BUSINESS LICENSE: MONTHLY REPORTS: Request was received from the International Lead Co. for a license at 59 South Linden Avenue for the business of lead smelting. ~This was referred to the Planning Commissi¢ Reports for the month of June were submitted by the Police Department, City Judge, Building Inspector, Fire Department, Humane Officer and Department of Public Health az Welfare. On motion duly made, seconded and carried same were approved as submitted. 4O4 CLAIMS: Claims in the amount of $70,921.07 were presented to the Finance Committee for Approval. On motion duly made, seconded and carried all claims as submitted were ordered paid. CHANGE ORDERS - POLICE BUILDING: The following change orders for the Police Headquarters Building were received from Architect Rowe: Installation of a cabinet for teletype equipment $165.32 Electrical connectio~for teletype equipment 35.75 Installation of a d~kroom 656.00 Motio~ was duly made, seconded and carried that these change orders be authorized. DIVISION OF HIGHWAYS ARROYO DRIVE SIGNAL: Communication was received from the Diviaion of Highways advising that the Division was agreeable to preparing the necessary plans and specifications for signals at the intersection of Arroyo Drive and.E1 Camino.Real. It was suggested that arrangements be made to set up funds in .the amount of $1,500.00 to cover the cost of preliminary engineering and field inspection; also that application for the necessary encroachment permit be made at an early date. Motion was duly made, seconded and carried that the city petition the State Highway Division for an encroadhment permit and that $1,500.00 be set up to cover preliminary expenses. REVOLVING FUND -. ORDINANCE: An ordinance establishing a revolving fund for the city clerk was presented and was read for the first time. MOTOR VEHICLE PARKING ORDINANCE: An ordinance providing for .parking moto~ vehicles on sloping streets or highways, was presented and read for the first time. RESOLUTION NO. 1471 APPLICATION JOINT SEWAGE TREATMENT PLANT: RESOLUTION 'NO. 1472 SEWAGE RENTALS: MONSON BROS. CLAIM: Councilman Cortesi introduced .a resolution authorizing application to the Board of Health of the State of CalifOrnia for permission to construct a Joint sewage treatment plant for the cities of South San FranCisco and San Bruno and adjacent territory. This resolution was adopted by the unanim~s vote of all members of the City .Council. Councilman Boido introduced a resolution declaring the city~s intention to adopt an ordinance providing for sewage rentals for use of sewers. This resolution was adopted by the unamtmous vote of all members of the City Council. Communication was received frcm Monson Bros. requesting information on their claim 6~;:$717.&3. This communication was ordered filed. PACIFIC.T~ & TELE~ FIRE ALARM CHARGE: Communication from the Pacific Telephone & Telegraph Co., with reference to cancelling their monthl~ charge of $3.00 covering fire alarm signal services, was taken up. Fire ChiefWelte explained that this had been a charge in conJunction wtth the alarm system serving the Buri Buri Tract which had been in effect since November 19, 1927 and that the Telephone Co. was now discontinuing this charge. This communication was then ordered filed. . PARKING ON BADEN AVE. C~uncilman Elder brought up the matter of parking on Baden Avenue~ He stated that the machines parked on this avenue interferredwith the fire engines when answering calls. After some discussion, mot~ion was duly made, seconded and carried that the City Attorney be instructed to draw up an ordinance prohibiting parking of vehicles on the south side of Baden Avenue between Linden Avenue and Bayshore Highway. ADJOURNMENT: On motion of Councilman Elder, seconded by Councilman Sani and regularly carried the meeting was adjourned to 7:30 p.m., Monday, July 25, 19&9.
