CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE A CONSULTING SERVICES AGREEMENT WITH
CSG CONSULTANTS, INC. OF SAN MATEO, CALIFORNIA,
IN AN AMOUNT NOT TO EXCEED $126,556 FOR DESIGN
OF THE JUNIPERO SERRA BOULEVARD AND KING DRIVE
INTERSECTION IMPROVEMENTS PROJECT
WHEREAS, the City of South San Francisco ("City") received a Highway Safety
Improvement Program Federal grant for the Junipero Serra Boulevard and King Drive
Intersection Improvements Project ("Project"); and
WHEREAS, the City followed the federal-aid consultant procurement process for
including establishing a Disadvantaged Business Enterprise ("DBE") participation goal of seven
percent for the project; and
WHEREAS, on February 4, 2015, the City issued a Request for Proposals for the Project;
and
WHEREAS; on February 26, 2015, the City received proposals from five (5) consulting
firms; and
WHEREAS; after reviewing the proposals and interviewing the top three (3) firms, CSG
Consultants was selected as the best qualified based on their project understanding, qualifications
and expertise, interview, and experience; and
WHEREAS, Swinerton Management & Consulting, the City's Program Manager for this
Project, negotiated a fee it recommends as fair and reasonable for the Project scope of work; and
WHEREAS, funding for the consulting services agreement with CSG Consultants is
included in the City's 2014-2015 Capital Improvement Program; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San
Francisco that the City Council hereby approves the consulting services agreement for the
Junipero Serra Boulevard and King Drive Intersection Improvements Project with CSG
Consultants of San Mateo, California, in an amount not to exceed $126,556.00 conditioned on
CSG Consultants' timely execution of the project contract and submission of all require
documents, including, but not limited to, certificates of insurance and endorsements, in
accordance with the contract requirements.
BE IT FURTHER RESOLVED that the City Council of the City of South San Francisco
authorizes the Finance Department to establish the project budget consistent with the information
contained in the staff report.
BE IT FURTHER RESOLVED that the City Council hereby authorizes the City
Manager to execute the consulting services agreement on behalf of the City upon timely
submission by CSG Consultants' signed contract and all other documents, subject to approval as
to form by the City Attorney.
