HomeMy WebLinkAboutReso 26-2015 RESOLUTION NO. 26-2015 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO AUTHORIZING AN APPLICATION FOR THE AFFORDABLE HOUSING AND SUSTAINABLE COMMUNITIES (AHSC) PROGRAM IN THE AMOUNT OF $7,728,625 TO SUPPORT PEDESTRIAN AND BICYCLE LINKAGES FROM DOWNTOWN TO THE RELOCATED CALTRAIN STATION WHEREAS, the State of California, the Strategic Growth Council ("SGC") and the Department of Housing and Community Development ("HCD") has issued a Notice of Funding Availability dated January 30, 2015 ("NOFA"), and amended as of March 19, 2015, under the Affordable Housing and Sustainable Communities Program ("AHSC Program") established under Division 44, Part 1 of the Public Resources Code commencing with Section 75200; and WHEREAS, the City of South San Francisco ( "City") desires to apply for AHSC Program funds for the South San Francisco Complete Streets to Transit and Employment: Pedestrian and Bicycle Safety Improvement Project in the amount of$7,728,625 and submit the Application Package released by HCD for the AHSC Program ("Application Package"); and WHEREAS, as part of the submission of the Application Package, SGC and HCD require the City Council of the City to pass a resolution authorizing staff to submit an application for AHSC Program funding; and WHEREAS, the SGC is authorized to approve funding allocations for the AHSC Program, subject to the terms and conditions of the NOFA, AHSC Program Guidelines, Application Package, and Standard Agreement. HCD is authorized to administer the approved funding allocations of the AHSC Program. NOW, THEREFORE, BE IT IS RESOLVED by the City Council of the City of South San Francisco that the City Council hereby takes the following actions: 1. Authorizes and directs City staff to apply for and submit to HCD the AHSC Program Application Package as detailed in the NOFA dated January 30, 2015, and amended as of March 19, 2015, for the 2014-15 Fiscal Year in an amount not to exceed$7,728,625.00. 2. If the City's Application Package is approved, the City Council authorizes and directs City staff to enter into, execute, and deliver a State of California Standard Agreement (Standard Agreement) in an amount not to exceed $7,728,625.00, and any and all other documents required or deemed necessary or appropriate to secure the AHSC Program funds from HCD, and all amendments thereto (collectively,the "AHSC Documents"). 3. Agrees that the City shall be subject to the terms and conditions specified in the Standard Agreement, that AHSC Program funds are to be used for allowable capital asset project expenditures to be identified in Exhibit A of the Standard Agreement, that the application in full is incorporated as part of the Standard Agreement, that any and all activities funded, information provided, and timelines represented in the application are enforceable through the Standard Agreement, and further agrees that the City will use the funds for eligible capital asset(s) in the manner presented in the application as approved by HCD and in accordance with the NOFA, AHSC Program Guidelines, and Application Package. 4. Authorizes the City Manager to execute in the name of the City the AHSC Program Application Package and the AHSC Program Documents as required by the HCD for participation in the AHSC Program. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the 8th day of April, 2015 by the following vote: AYES: Councilmembers Karyl Matsumoto, Pradeep Gupta, and Liza Normandy Vice Mayor Mark N.
