CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE A CONSULTING SERVICES AGREEMENT WITH
HELIO ENERGY SOLUTIONS OF SAN FRANCISCO,
CALIFORNIA, FOR THE SOUTH SAN FRANCISCO/SAN
BRUNO WATER QUALITY CONTROL PLANT WEB-BASED
MONITORING AND PREDICTENERGY ADVANCE
ANALYTICS UPGRADE PROJECT IN AN AMOUNT NOT TO
EXCEED $219,728
WHEREAS, on January 23, 2015, City of South San Francisco ("City") staff issued a
Request for Proposals ("RFP") for the Water Quality Control Plant Web-Based Monitoring and
PredictEnergy Advance Analytics Upgrade Project ("Project"); and
WHEREAS, on March 6, 2015, staff received a proposal from one (1) firm, Helio Energy
Solutions of San Francisco, California; and
WHEREAS, City staff recommends that the City Council authorize the City Manager to
execute the consulting services agreement for the Project with Helio Energy Solutions ("HES")
of San Francisco, California in an amount not to exceed $219,728.00; and
WHEREAS, funding for the Project is included in the City of South San Francisco's
2014-2015 Capital Improvement Program ("CIP").
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San
Francisco that the City Council hereby approves the consulting services agreement for the Water
Quality Control Plant Web-Based Monitoring and PredictEnergy Advance Analytics Upgrade
Project with Helio Energy Solutions of San Francisco, California, in an amount not to exceed
$219,728.00 conditioned on HES's timely execution of the Project contract and submission of all
require documents, including but not limited to, certificates of insurance and endorsements, in
accordance with the Project documents.
BE IT FURTHER RESOLVED that the City Council hereby authorizes the City Manager
to execute the consulting services agreement on behalf of the City upon timely submission by
HES's signed contract and all other documents, subject to approval as to form by the City
Attorney.

I hereby certify that the foregoing Resolution was regularly introduced and adopted by
the City Council of the City of South San Francisco at a regular meeting held on the 8th day of
April, 2015 by the following vote:

Vice Mayor Mark N. Addiego and Mayor Richard A. Garbarino
