NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the
State of California,the City Council of the City of South San Francisco will hold a Special Meeting
on Tuesday,the 12''day of May,2015, at 5:00 P.M., at City Hall in the City Manager's Conference
Room, 400 Grand Avenue, South San Francisco, California.
Purpose of the meeting:

OUTDOOR READING AND PROGRAM ROOM AND EXTERIOR WALKWAY
MODIFICATIONS
RECOMMENDATION
It is recommended that the City Council review revised plans for the Grand Avenue Library
Renovation Project, including modifications of the Outdoor Reading and Program Room and the
exterior walkway.
BACKGROUND
At a March 4, 2015 Study Session to discuss Grand Avenue Library project plans, scope and cost, City
Council reviewed the basic plan consisting of a modest remodel to upgrade paint, flooring, furniture
and technology infrastructure as well as upgrade options developed as part of community outreach
efforts. These upgrade options include:
• exterior and interior wayfinding signage
• efficiencies to the public entrance and staff check-in.areas
• renovation and expansion of restroom facilities
• installation of a sink for children's programs
• addition of a public water fountain
• inclusion of a study/quiet reading and meeting room
• construction of an outdoor reading and program room
City Council was supportive of all upgrade options and requested modifications be made to the design
of the outdoor room. In addition, Council noted concerns regarding the exterior walkway on the east
side of the building, adjacent to the children's room, and requested improvements in this area are
included in the project scope.
Group 4+Architects have provided a revised plan for the outdoor room that incorporates suggestions
from City Council. The location and footprint of the structure remains the same; however, the light
-fixtures have been modified to provide a historic, yet contemporary look, and the Plexiglas covers
between the fixtures have been removed. In addition, a retractable awning has been added to provide
shelter from the sun and rain when necessary. The awning will not be affixed to the historic Carnegie
portion of the Library, but, rather to the children's room addition.

The exterior walkway on the east side of the library, between the current children's room and the
retaining wall beneath the City Hall parking lot, will be upgraded to provide for better access, lighting
and security. The estimated cost for this improvement is $60,000. The changes to the light fixtures and
the addition of a retractable awning are cost-neutral. The following table shows the project budget for
construction and amount needed to deliver the entire project:

FUNDING UPDATE
City Council expressed support for full funding of the Grand Avenue Renovation Project as part of the
20,15-2016 Capital Improvement Program (CIP) Reserves Fund. Staff has applied for a renewal of
Measure A funding and will apply this funding to the CIP budget if/when received. The CIP budget
request for 2015-2016 will be presented to City Council at the June 24, 2015 City Council meeting.
CONCLUSION
The Grand Avenue Library Renovation Project is an exciting upgrade for this much appreciated
community facility. This is our opportunity to upgrade the facility into a more welcoming, dynamic,
community "destination place." Staff would like to receive direction from City Council on proceeding
with the outdoor room modifications and the exterior walkway security upgrade.
