The meeting was called to order by Mayor Smith at 8:06 p.m.
Pledge of Allegiance %~s recited, after which Invocation was given by Reverend
Walter Martin, Pastor Parkwood Methodist Church.
Present: Councilmen Andrew Rocca, Emilio Corsesi, Richard Gamlen, Francis Lucchio,
and Telford Smith. Absent: None.
Mayor Smith, before proceeding on to the firs~ order of business, remarked that
in order for the meeting to proceed as rapidly and effectively as possible without
undue or unnecessary time being expended, requested to know if it was the pleasure
of the Council that the speaking time of any individual be restricted to five minutes.
After a brief discussuiou had taken place~ Mayor Smith remarked that, if it was agreeable~
the Chair would determine the length of time each speaker was to have.
The first order of business taken up was the designation of a Mayor for the coming year.
Councilman Cortesi moved, seconded by Councilman Rocca and regularly carried that
Telford Smith be retained as Mayor. Mayor Smith abstained from voting, after which he
Briefly remarked that it was au honor to be Mayor of the City, was fully aware of the
responsibility, and would continue to act as Chairman, which would lend credit to this
Council.
Mayor Smith then asked if there w~re any corrections to the minutes of the Adjourned
Regular meeting of March RS, 1955, and the Regular meeting of April 4, 1955. Councilman
Gamleu moved, seconded by Councilman Rocca, and regularly carried that the minutes as
mentioned be approved and accepted.
Mayor Smith then asked if there was a motion that the claims be approved for payment,
also remarking that he was bringing to the attention of the Council at this time, one
claim for insurance which had not been ~ncluded this evening, but had been explained to
the Council during the study meeting, being in the amount of some $11,O00. He again
asked if there was a motion that the claims be paid, including the insurance claim.
Councilman Lucchio so moved, seconded by Councilman Gamlen and regularly carried.
Total amount of claims $54,964.03
The first matter taken up under old business concerned the Sunshine Garden Area drainage.
Mayor Smith explained that a definite proposal from the Sunshine Garden Developers had
been received, they having agreed to pay some $51,991, as their portion of the drainage
problem; and that the City also had the agreement with the Stoneson Development Company
tha~ they would pay a percentage of it as well. After a brief discussion, City Attorney
Lyons remarked that the motion should be worded as follows: "That the offer of the
Sunshine Garden Developers and the Garden Development Company be accepted iu the full
amount of $51,991 with the provision that an assessment, if it becomes necessary, concerui~
the portion described in the letter of March 3, 1955, paragraph 3, that they will sign
the necessary petition and get the cooperation of the areas househoulders in the district
tha~ have acquired property and participate in the amount of $10,152 iu the assessment
district and receive credit in that amount against the total of $51,991. He further
remarked that this was rather involved and believed that it could be moved that it be
accepted ou the basis of the letter of March 3, and April 8, 1955 from the Sunshine Gardeu~
Councilman Rocca so moved, seconded by Councilman Gamlen. Mayor Smith remarked that, if
he understood it, this memnt that there would be no homeowners iu the Sunshine Gardens
in this district that would be assessed that have purchased from Sunshine Gardens. City
Attorney Lyons remarked that this was correct. Further discussion took place, after which
mo~ion as ma~e and seconded was regularly carried.
Con~unicat~oudated March 31, 1955, was received from the Recreation Commission regarding
vacancies caused by the resignation of Mrs. Dorothy Hynding and Mrs. E. Hernan, as well as
the ex~iratien of the term of Mrs. Lura Sellick, Secretary of the Commission. Mayor Smith
remarked that it was with pleasure that he again appoint, subject to the Council's
cor. firmation, Mrs. Lura Sellick to the Recreation Commission. Councilman Cortesi so
moved, seconded by Councilman Gamleu and regularly carried. Mayor Smith then remarked
that the Council would consider persons mentioned~ to fill the vacancies and that appoint-
ment would be made at the next regular meeting.
Communication dated March 31, 1955, was received from the South San Francisco Rod and
Gut Club requesting a revocable permit to expire December 31, 1955, for the express
purpose of Membership practice shooting. Request was made for the use of City owned
property, situated adjacent to the Sewage Disposal Plant, ou Airport Boulevard. Mention
%ms also made for permission to hold the Third Auuua~ Turkey Shoot to be held Sunday,
April 24, 1955. Councilman Cortesi moved that the request be granted. Councilman Rocca
remarked that, since this was ou City owned property, he suggested that the use of the
site be limited to Sunday's and Holiday's; and that no alcoholic beverages be sold or
used ou the premises; and also that they carry sufficient property damage and public
liability insurance to protect both themselves and the City. Councilman Gamlen seconded
the motion, after which Mayor Smith remarked on the question, requesting the defination
of alcoholic beverages, asking if it was the Council's wish to include beer and wine
iu 'that classification. Councilman Rocca said he felt this to be correct. Motion as
made and seconded was regularly carried. Mayor Smith then said that the City Manager
had raised the question ou the matter of insurance and that if there were uo objections
frq~ the Council this matter would be referred to the City Attorney tQ set the amounts.
City Attorney Lyons remarked at least $10O,Q~O. and $300,000 public liability and $10,000
proDerty damage be carried. Mayor Smith said it was so ordered.

Conm~mnication dated April 5, 1955 was received from the office of the Director of
Public Works, together with a communication da~ed April 7, 1955 from the office of the
City Manager regarding sewer connection charges for Country Club Manor subdivision.

recommendation be accepted, and that charge be based the same as for Park Haven developers.
Co~r. cilman Lucchio moved that the charges referred to Park Haven be placed ou the next
Council agenda and that the Arco Bmilders Association be put on notice that this will
be brought up again for discussion at that time. Councilman Rocca seconded the motion,
which was regularly carried. Mayor Smith then instructed City Manager Mc Clung to
notif~y the Arco Development Company regarding ~his matter.
CcEmuuication dated March 29, 1955, was received from the office of the City Manager,
accompanied by a communication from the Director of Public Works regarding the appointment
of a Public Works Inspector. Mayor Smith remarked that, if there were no objections,
this matter would be dropped from the agenda at this time. No objections having been
registered, it was so ordered. Brief discussion followed by the Council members and
Mr. Gaudio, Attorney for Mr. Dellepiane.
Reports were received as follows:
1. Monthly reports for the month of March fron the Fire Department, Police Department,
Librarian, Tax Collector, Building Inspector, and the City Clerk.
2. The Librarian's thanks for Police Department cooperation.
3. Planning Commission memorandum ou Co~issiouers expiration terms.
4. County Planning Commission notice for dump operation.
5. Special Police officer appointment at Swift and Company.
6. Loma Liudagradiug.
Mayor Smith asked if there was a motion to accept the ~el~ as submitted, with the
exception of number five, at this time. Councilman G~-m~en so moved, seconded by
Councilman Rocca and regularly carried. Mayor smith then asked if there was a motion
that the Police Chief's recommendation be accepted regarding the appolutmout of the Special
Police officer at Swift and Company° Councilman Cortesi moved, seconded by Councilman
Rocca and regularly carried that the rec~udation of the Police Chief be accepted.
Councilman Lucchio, at this time, briefly remarked again on the matter of school c~ossiug
guards with regard to the problem of earth moving from Loma Liuda subdivision.
The Council then proceeded on to the next item of business concerning Ordinances, taking
up first the matter of the County's request for a uniform food ordinance. Councilman
Gsaleu moved, secouded byCouucilmau Rocca and regularly carried that the City Attorney
drab- up au ordinance and submit it to the Council at one of the regular study meetings.
City Attoruey Lyc~s reported that the City Council had before them this evening the
second reading of the Ordinance making Cypress Avenue a one-way street. He said that a
motion could be made that the reading of the ordinance be waived and that it be introduced
by title only. Councilman Lucchio so moved, seconded by Councilman Cortesi and regularly
carried. City Attorney Lyons then read the title of the ordinance, which was as follows:
"Ar. ordinance establlshiug the entire length of Cypress Avenue between Baden Avenue and
Armour Avenue, Third Lane from Cypress Avenue to Maple Avenue, andFourth Lane from
Cypress Avenue to Maple Avenue as one way thoroughfares, and repealing ordinance No.
of the City of South San Francisco, passed and adopted ou July 9, 1951." Roll call vote
was as follows: Ayes: Councilmen Andrew Rocca, Francis Lucchio~ Emilio Cortesi,
Richard Gamleu and Telford Smith. Noes: None. Absent: None.
Com~nication dated April 4, 1955 was received from Pacific Gaso and Electric Company,
accompanied by a memorandum dated April 14, 1955 from the office of the City Manager
regarding ornamental street lighting systems. Mayor Smith remarked that it was the
recommendation of the Planning Commission that the subdivider furnish the light standards,
the ~uestion being before the Council at this time as to whether or not the City should
own the light standards. After brief discussion, Mayor Smith stated that in discussion
during the study meeting, it was determined that the City should own the standards, and
that they should be ornamental type. He then asked if there was a motion to that effect.
Councilman Gamlen so moved, seconded by Councilman Rocca and regularly carried. Mayor
Smith instructed the City Attorney to prepare ~u ordinance on the subject matter. City
Attorney Lyons suggested that this matter become a part of the subdivision ordinance
which had been held up for this particular reason. Couucilman Rocca moved, seconded by
Councilman Cortesi and regularly carried that it be included iu the subdivision ordinance.
Nex~ taken up w~s the second reading eof the ordinance concerning parking along Spruce
Aven%~ between Railroad and Parkway. Mayor Smith remarked that, inasmuch as the matter
conce~uin~ Loma Linda grading operations had been held over, this matter would likewise
be held over and placed on the agenda when the matter again came before the Council.
City Attorney Lyons then asked the City Council if they would, at this time, consider the
ordinance in connection ~W_th the establishment of the position of Public Works Inspector
under Civil Service, remarki~ that the ordinance was up for second reading. Mayor Smith
answered that this matter would then be taken up at this time. Councilman Cortesi moved,
seconded by Councilman Lucchio that before the ordinance was introduced he wo~ld like to
introduce a new ordinance this evening, and have Councilman Rocca'sOrdinauce tabled
for the present time. This was followed by discussion between Members of the Council
and ~. Gaudio, attorney for Mr. Dellepiaue; after which roll call vote was as follows:
Ayes: Councilmen Francis Lucchio and Emilio Cortesi. Noes: Councilmen Andrew Rocca,
Ric?~rd Gamleu and Telford Smith. Mayor Smith then said that the Council would now
consider the sec°nd reading of the ordinance. Further discussion followed by M~. Gaudio,
after which Councilman Rocca moved, seconded by Councilman Gamlen that the Council have th
second reading of. the ordinance at this time. ~oll call vote ~,as as follows: Ayes:

Lucchio and Emilio Cortesi. Brief discus~ou followed concerning the question of the
second reading, after which City Attorney Lyons read the ordinance in full. Roll call
vote on the adoption of the ordinance: "Au ordinance of the City of South San Francisco
estC~lishing the position of Public Works Inspector as one iu the classified or Civil
Service System," was as follows: Ayes: Councilmen Andrew Rocca, Richard Gamlen and

three resolutions in connection with the industrial Sewer project, relative to correcting the
rsem'd. The first resolution concerned the correcting of the Council minutes of April

The next resolution brought up by City Attorney Lyons concerned the .matter of an Assembly
Bill, proposing that local Municipal Offices become Partisan. After explanation by City
Attorney Lyons, Councilman Lucchio introduced "A Resolution of the City Council of the City
of South San Francisco urging the defeat of Assembly Bill No. 2212, which, if enacted into
law, would make all elective municipal offices partisan." RoLl call vote was as follows:

to enter Into collective bargaining contracts with the Municipal Employees. After e×~lanation
by City Attorney Lyons, Councilman Rocca introduced 'A Resolution of the City Council of the
City of Scuth San Francisco, urging the defeat of Assembly Bill No. 859, No. 860, and No. 862,
which, if enacted into law, would require Municipal Governments to enter into Collective
Barga!nir~ Agreements upon the request of Municipal Employees' Associations." Roll call
vote was as follows: Ayes, Councilmen Andrew Rocca, Francis Lucchio, Emilio Cortesi, Richard
Gs~len, and Telford Smith. Noes, None.

Mayor Smith then proceeded on to the next item which concerned new business, taking up first
the market Use Permits for Safeway Stores, BreutwoodMarket and Quality Poods. Mayor Smith
stated t?mt he understood that the signature ou the assessment district had not been completed
~s yet; a~d that, therefore, this matter should be held over until the adjourned meeting of
April 25, 1955, at 4:30 p. m. CounciLman Rocca so moved, seconded by Councilman Gamlen.
Discussio~ follow~d, at which time, Mr. Miller presented to the Council the petition signed
by Safeway Stores and California Water Service. He Likewise presented a petiou which had
been signed by the BrentwoodMarket. Motion as made and seconded was regularly carried.

FOR REPORT:
Communication ~s received from the Winston Manor Homeowner's Association, Iuc. under date
of April 13, 1955, which concerned correCtive~measu~e~Which were to have been performed
by the Subdivider. Mayor Smith remarked that this had been referred t%the City Attorney
and the Director of Public Works for attention. At this time, he asked for au oral report
from both Director of Public Works Goss and City Attorney Lyons. Director of Public Works
Goss read his communication dated April 8, 1955, which had been ~Titteu to the Stoneson
Development Company; after which, City Attorney Lyons reported that he had ~itten the
Stoneson Development Company, asking that they deposZt the $13,000 recommended by the Dir-
ector of Public Works, and that so far he had not received any reply from them.

Communicstiou was received from the office of the Planning Commission, dated April 13, 1955,
concerning the matter of Serra Highlands Units LB and 3B. Mayor Smith remarked that a recom-
meudatio~ had been received from the Recreation Commflssiou concerning playground sites.
After discussion had taken place, Mayor Smith said that in order to bring the matter to a
decision, the Chair would move that the recommendation of the Recreation Commission be
denied or overruled. CounciLman Rocca seconded the motion, which was followed by further
discussion, after which motion as made and seconded was regularly carried. Councilman Rocca
then moved, seconded by Councilman Gamleu and regularly carried, that the recommendation of
the Planning Commission be accepted. The Planning Commission recommended approval of the
final maps as filed ~ith the City Engineer.
CARNIVAL '_REQUEST
ST. ELIZABETH'S CHURCH:
Communication was received from St. Elizabeth's Episcopal Mission of South San Francisco,
dated April 13, 1955, requesting permission to hold their annual church Carnival, June 3,
4 and 5, 1955. Councilman Lucchio moved, seconded by Councilman Rocca, and regularly carried,
that the permit be granted, license fee be waived, and that they check with the Police Chief
for any further details.

EXTENSION OF TIME memorandum dated April 18, 1955 from the office of the Director of Public Works, and a
INDUSTRIAL SEWER CONTRACT:memorandum dated April ll, 1955 from the office of the City Manager, relative to a request
~--/~ for an extension of time on the industrial Se%~r contract. Councilman Gamlen moved, seconded
by CounciLman Lucchio and regularly carried, that the request for the extension be granted.
Variance and Adjustment Resolution No. 453, as applied for by Ho B. Kappelhof, was received
from the Planning Cmmmission, with the recommendation that it be granted. Councilman Rocca
moved, seconded by CounciLman Cortesi and regularly carried, that the recommendation of the
Planning ~ommission be accepted.

Use Permit Resolution No. 452, as applied for by Victorina Mejorada was received from the
Planning. Commission with the recommendation that it be granted. CounciLman Cortesi moved,
seconded by Councilman Gamleu and regularly carried that the reco~endatiou of the Planning
Commission be accepted.
Communications were received as follows; all of which concerned the request for transfer Of~
b~g~t funds.: Memorandum from the Librarian, dated April 13, 1955, memorandum from the
Fire ChLef, dated April l, 1955, Memorandum from the City Manager, dated April 14~ 1955,
concerning request of Superintendent of Sanitation, memorandum from the Superintendent of
Sauitatuou, dated April 7, 1955; as well as a memorandum dated April ll, and March 15, 1955
from the Superintendent of Sanitation, together with a letter dated, April l, 1955 from the
ProCess~EugiueersiInc~, which was addressed to the Superintendent of Sanitation. Mayor Smith
asked if there was any objections to any of the transfers requested. Councilman Rocca
moved~t~m~ot~ey be approved. Mayor Smith said that if there were no objections~ pe~ission
would be gTauted as requested. No objections were registered., and it was so ordered.
Communication was received from the office of Scampini and Mortora, Attorney's at Law,
under da~e of April 5~ 1955, concerning petitions of the formation of Parkiug District
1955-1 of the City of South San Francisco. Mr. Seampiui spoke iu behalf of the petitioners,
and after au explanation and discussion by him~ concerning the subject matter, Mayor
Smith s-~ted that this matter would be placed ou the agenda for next Monday afteruoou's
meeting~ April 25, 1955, at 4:30 p.m.
Communications were received from the office of the City Mauager dated April 14, !955,'
Chief of Police dated April 5, 1955, and Vincent Biauchini~ Sgt. of Police dated March 31,
1955, aLL of which pertalued~to the storage of wrecked cars within the Cit~. City Attorney
Lyons reported that he hoped to have the necessary ordinance prepared for Study before the
May 2~ L955 meeting. Mayor Smith stated that if there were no objections, it would be re-
moved ~.x~n the agenda, asking if there was a motion to accept and file the reports. Councilman
Gamleu moved, seconded by Councilman Rocca and regularly carried that the reports be accepted
and placed on fi~.
Communication was received from the office of the City Manager, dated April 14, 1955~
together'with a communication dated April 8, 1955 from the Pacific Nurseries, concerning
the trade of nursery stock. After discussion had taken place ou the matter, Mayor Smith
stated ~hat if there were uo objections it would be held over for details and study. No
objections were ~s~ered~a~d ~t;was so,-ord~red.
Mayor Smith then asked if any of the Council members had anything to offer under Good and
Welfare. No Council members offered any subject ma~ter. Mayor Smith then'asked if any ~a~
iu the audience had anything to offer. No subject matter was offered.
Mayor Smith then briefly remarked on the presentatiuu of information for Council action,
requesting that iu order that proper study could be given the subject matter, all items be
submitted prior to the close of business on Wednesday at 5:00, preceding the Monday evening
meeting. He requested public assistance iu getting requests and subject matter items iu
early.

regularly carried that the meeting be adjourned until 4:30 p.m. April 25, 1955.
