HomeMy WebLinkAboutReso 37-2015 RESOLUTION NO. 37-2015 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AUTHORIZING A JOINT APPLICATION BY THE CITY OF SOUTH SAN FRANCISCO AND THE PENINSULA CORRIDOR JOINT POWERS BOARD FOR TRANSPORTATION INVESTMENT GENERAL ECONOMIC RECOVERY ROUND 7 (TIGER VII) GRANT FUNDING OF THE SOUTH SAN FRANCISCO CALTRAIN STATION ACCESS AND IMPROVEMENTS PROJECT WHEREAS, the City of South San Francisco ("City") staff is working with the Peninsula Corridor Joint Powers Board ("JPB") to prepare a joint application for the U.S. Department of Transportation's ("DOT") TIGER VII grant funding for the complete Caltrain station relocation and pedestrian tunnel project that has been on hold in need of funding; and WHEREAS, the South San Francisco Caltrain Station Access and Improvement Project ("Project") will include final design, revalidation of environmental findings, and construction of a new platform, track, and station improvements as well as a pedestrian and bicycle undercrossing for the relocated South San Francisco Caltrain Station; and WHEREAS, an application for the same Project was submitted to the DOT's 2014 TIGER VI grant program though was not selected for funding; and WHEREAS, the DOT provided favorable comments about the 2014 application and stated that an updated application in 2015 would have a higher chance of being selected for funding; and WHEREAS, the City's recently adopted Downtown Station Area Plan has enabled significant multifamily residential development in the vicinity of the Caltrain Station, and the DOT prioritizes grant funding toward projects that facilitate public transportation access to such developments; and WHEREAS, City and JPB staff estimate it will cost $59,000,000 to implement the Project scope; and WHEREAS, the City wishes to support and partially sponsor the implementation of the Project; and WHEREAS, at the January 14, 2015 City Council meeting, the City committed $5,900,000 in matching funds toward the estimated $59,000,000 necessary to complete the Project; and WHEREAS, the City and JPB seek a grant in the amount of$10,000,000 from TIGER VII grant funding to contribute to the Project, and -1- WHEREAS, the DOT issued a Notice of Funding Availability for the TIGER VII grant program on April 3, 2015; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco supports and directs staff to submit a joint application by the City and the JPB for the TIGER VII grant funds in the amount of $10,000,000 for the South San Francisco Caltrain Station Access and Improvement Project I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the 13`h day of May, 2015 by the following vote: AYES: Councilmembers Karyl Matsumoto,Pradeep Gupta,and Liza Normandy Vice Mayor Mark N.
