CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE PLAN REVIEW AND INSPECTION SERVICES
AGREEMENTS WITH 1) CSG CONSULTANTS INC., IN THE
AMOUNT OF $240,000 AND 2) WEST COAST CODE
CONSULTANTS INC., IN THE AMOUNT OF $240,000
WHEREAS, on December 11, 2014, City of South San Francisco ("City") staff issued a
Request for Proposals ("RFP") for the Plan Review and Inspection Services in the Building
Division; and
WHEREAS, on January 16, 2015, staff received six consulting proposals for the various
professional and specialized requested services; and
WHEREAS, of the six consulting responses, CSG Consultants Inc., and West Coast Code
Consultants Inc., were the lowest bidders and most specialized in the requested services; and
WHEREAS, on January 28, 2015, an oral board reviewed the proposals and interviewed five
selected consultants based on their project understanding, example projects, expertise, and
proposals; and
WHEREAS, on April 22, 2015, staff presented the oral board recommendations to the
City Council and the City Council directed staff to conduct a second, independent review of the
five consultant teams; and
WHEREAS, on May 13, 2015, a second independent oral board reviewed the proposals
and interviewed four of the five selected consultants based on their project understanding,
example projects, expertise, and proposal; and
WHEREAS, the fifth consulting firm withdrew from consideration on the day of the May
13, 2015 interview; and
WHEREAS, staff recommends awarding two consulting services agreements for Plan
Review and Inspections Services in the amount not to exceed $480,000 for each year of the three
year contract period to both CSG Consultants Inc., in the amount of$240,000 and West Coast
Code Consultants Inc., in the amount of$240,000; and
WHEREAS, funding for these services will be offset with building permit revenues
expected to exceed $2 million in FY 2015-16.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San
Francisco that the City Council hereby approves of the consulting services agreements for Plan
Review and Inspections Services for the Building Division in a combined total amount not to
exceed $480,000 for each year of the three year contract period for both CSG Consultants Inc.,
and West Coast Code Consultants Inc., respectively.
BE IT FURTHER RESOLVED, that the City Council hereby authorizes the City
Manager to execute the consulting services agreements with CSG Consultants Inc., in an amount
not to exceed $240,000, and with West Coast Code Consultants Inc., in an amount not to exceed
$240,000, for each year of the three year contract period conditioned on CSG Consultants Inc.,
and West Coast Code Consultants Inc., respective timely execution of the signed consulting
services contract agreements and all other documents, subject to approval as to form by the City
Attorney.
BE IT FURTHER RESOLVED, by the City Council of the City of South San Francisco
that the City Council authorizes the City Manager to take any action consistent with the intent of
this Resolution.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by
the City Council of the City of South San Francisco at a regular meeting held on the 27th day of
May, 2015 by the following vote:
AYES: Councilmembers Karyl Matsumoto, Pradeep Gupta, and Liza Normandy
Vice Mayor Mark N. Addiego and Mayor Richard A. Garbarino
