HomeMy WebLinkAboutMinutes 1960-05-23ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO HELD MONDAY, MAY 23, 1960 TIME: PLACE: ADJOURNMENT OF COUNCIL MEETING FROM COUNCIL CHAMBERS TO STUDY ROOM: RECESS & CALL TO ORDER: ROLL CALL: POLICE CHIEF RETI R~/ENT: RECESS TO DISCUSS NEW PERSONNEL RULES & REGULATIONS: RESOLUTION NO. 3015 PERSONNEL SYSTEM RULES & REGULATIONS: 0 00 MOTION RE HOLDING OF MEETINGS TO DETERMINE NEED FOR FURTHER MODIFICATIONS: (PERSONNEL SYSTEM RULES & REGULATIONS) ? oo0 RESOLUTION NO. 3016 VACATION CREDIT FOR POLICE CHIEF ON RETIREMENT: RESOLUTION NO. 3017 REFERRING PETITION FOR ANNEXATION OF TREASURE ISLAND TRAILER COURT TO PLANNING COMMISSION: . 3l q ADJOURNMENT: 7:30 p.m0 Council Chambers, City Hall City Clerk Arthur Rodondi at the time appointed appeared at the Council Chambers, announced to those present that the meeting scheduled for 7:30 p.m. in t'he Council Chambers was being adjourned from the Council Chambers as originally scheduled to the City Council's Study Room on the first floor of the building, and that anyone present and wishing to attend could do so. The door to the Council Chambers setting forth t~= information was also posted by the City Clerko The City Council at this time recessed in order that a study meeting with the Personnel Board might be held. After the study meeting had been held, Mayor Rocca called the meeting to order at 8:36 p.m. Present: Absent: Councilmen G. J. Rozzi, Patrick Ahern and Mayor Andrew Rocca. Councilmen Leo J. Ryan and ]~a~lio Cortesi. Chief of Police Louis Belloni appeared present and filed with the Mayor an¢ members of the City Council his letter dated May 23, 1960, setting forth his effective date of retirement as May 31, 1960. At this time City Manage Aiello orally reported to the members of the City Council that on the face of the record it showed that the Police Chief did have some accumulated time. The meeting was then again recessed during which time the members of the City Council; City Manager; City Attorney; James Meld1, representing the South San Francisco Municipal Employees' Association; and Philip Scanne11 representing the South San F~ancisco MunicipalEmployees Local No. 1569 of the American Federation of State, County and Municipal Employees, received and discussed at length the new Personnel System Rules and Regulations of the City. The meeting was recalled to order by Mayor Rocca after which Councilman Rozzi introduced: "RESOLUTION NO. 3015 - PERSONNEL .SYSTEM RULES AND REGULA- TIONS OF THE CITY OF SOUTH SAN FRANCISCO". Roll call vote was as follows: Ayes, Councilmen Rocca, Rozzi and Ahern. Absent: Councilmen Cortesi and Ryan. At this time, City Attorney Noonan suggested the following motion for Council's consideration: "Move that the following hold meetings on call of the Personnel Officer to review the Personnel Ordinance and the Rules and Regulations to determine need for further modifications. That upon determining need for such modifications, a draft be made and forwarded to the City Council. 1) Personnel Board. 2) City Manager. 3) Employees~ Association, through the president and two representatives. 4) Local 1569, through the business agent, president and one representative. 5) City Attorney." Councilman Rozzi accepted the City Attorney's motion, so moving, seconded by Councilman Ahern, and regularly carried. City Attorney Noonan then explained the next resolution ready for Council attention, after which Councilman Ahern introduced: "A RESOLUTION OF THE CITY COUNCIL (F THE CITY OF SOUTH SAN FRANCISCO DETERMINING VACATION CREDI~ OF THE CHIEF OF POLICE LOUIS BELLONI UPON RETIREMENT'. Roll call vote was as follows: Ayes, Councilmen Rocca, Rozzi and Ahern. Absent: Councilmen Cortesi am Ryan. City Attorney Noonan at this time mentioned to Council that if they wished to consider at this time the petition ~or annexation of the Treasure Islan~ Trailer Court that he had prepared the resolution. After explanation by the City Attorney, Councilman Ahern introduced: 'A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO REFERRING PETITION FOR ANNEXATI~ TO THE PLANNING COMMISSION FOR REPORT OR RECOMMENDATIONS IN ACCORDANCE WIT] GOVERNMENT CODE 35108". Roll call vote was as follows: Ayes, Councilmen Rocca, Rozzi and Ahem. Absent: Councilmen Ryan and Cortesio There being nothing further, Councilman Rozzi moved, seconded by Councilma~ Ahem and regularly carried, that the meeting be adjourned to June 6, 1960 at 8 p.m. Time of adjournment - 10:07 p.m. FULLY SUBMITTED, posted by the 'CitY' Clerk,- RECESS & CALL TO ORDER: The City Council at this time recessed in order that a study meeting with the Personnel Board might be held.
