RODONDI & SONS RESUBDIVISION REQUEST - LOTS 21, ~, & 23, BLOCK 126: 8:00 p.m. Council Chambers, City Hall The meeting was called to order by Mayor Rocca at 8:03 p.m. Pledge of Allegiance to the Flag was recited, after which Reverend Carl Eo Curtright of the First Assembly of God Church gave the invocation. Present: Councilmen Andrew Rocca, G. J. Rozzi, Emilio Cortesi, Leo J. Ryan and Patrick E. Ahern Absent: None Mayor Rocca asked if there was a motion approving the minutes of the regula: meeting of August 1, 1960, and the adjourned regular meeting of August 8, 1960, as submitted. Councilman Rozzi moved that the minutes of the regular meeting of August 1, 1960, and the adjourned regular meeting of August 8, 1960, be approved as submitted. Councilman Cortesi requested that the min- utes of the adjourned regular meeting of August 8, 1960, be corrected to show that his "no" vote on the resolution approving the salary schedule for the fiscal year 1960-61 was not in opposition to the salary increases but t~ the method and procedure in which the increases were given. The correction having been so ordered, Councilman Ryan seconded the motion which was regu- larly carried. Mayor Rocca then asked if there was a motion approving the regular claims as submitted for payment. Councilman Ahern moved, seconded by Councilman Rozzi and regularly carried, that the regular claims in the amount of $36,641.82 be approved for payment. Council next took separate action on claims which were received as follows: Parking District No. 1: Claim of Enterprise-Journal dated 7/14/60 for legal advertising in the amount of $51o50o Claim of Sciandri Bros. dated 7/29/60 for 4 seal-ails in the amQunt of $4.12. Claim of Precision Stump Extractors dated 7/30/60 for demolishing and/ removing 2 ice houses and refrigeration equipment from Lot 9, Block 14 ~.~/mamount of $250.00. Claim of Wm. Minucciani Plumbing & Heating dated 8/1/60 for discon- necting water lines, Smith & Smith ice houmes, in amount of $7.74. Councilman Rozzi moved, seconded by Councilman Ryan and regularly carried, that the claims for Parking District No. 1 be approved for payment. Ponderosa Hills Assessment District: Claim of O. C. Jones dated 8/4/60 for 4th Progress Payment in amount of $1,318.10. Councilman Ryan moved, seconded by Councilman Ahern and regularly carried, that the claim for Ponderosa Hills Assessment District be approved for pay, There being no public hearings, Council proceeded on to the matter of reso- lutions and proclamations. City Attorney Noonan explained the first reso- lution which had been prepared for Council's attention, after which Council man Ryan introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUT! SAN FRANCISCO FIXING THE AMOUNT OF REVENUE REQUIRED FROM PROPERTY TAXES FOR FISCAL YEAR 1960-61". Roll call vote was as follows: Ayes, Councilme~ Andrew Rocca, G. Jo Rozzi, Leo J. Ryan~and Patrick E. Ahern. No: Councilm~ Emilio CorteSio Councilman Cortesi stated that he would like to vote with the remainder of the Council but again did not agree on the method by whicl the wage increases had been made. The next resolution was then explained by the City Attorney, after which Councilman Ahern introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO FIXING THE TAX RATE FOR THE FISCAL YEAR 1960-61". Roll call vote was as follows: Ayes, Councilmen Andrew Rocca, Go J. Rozzi Leo J. Ryan and Patrick E. Ahern. Abstained: Councilman Emilio Cortesi. City Attorney Noonan at this time explained the proclamation which he had prepared concerning voters' registration month. At this time Mayor Rocca proclaimed the period August 16, 1960, to September 15, 1960, as'VOTERS' REGISTRATION MONTW*. There being no ordinances, Council proceeded to the matter of unfinished business. Inter office memorandum dated August 9, 1960, was received ~om the Planning Commission concerning the resubdivision request of Bo J. Rodondi to resubdivide a portion of Lots 21, 22 and 23, Block 126, South San Francisco Plat #1 into three parcels. This matter was received from the Planning Commission with the recommendation of denial on the basis tha the lots did not conform to the standards of the Zoning Ordinance. Counci man Ryan moved, seconded by Cour~ilman Ahern and regularly carried, that the recommendation of the Planning Commission be approved and accepted. BOLL CALL: Present: Councilmen Andrew Rocca, G. VOTERS ' REGISTRATION MONTH PROCLAMATION: City Attorney Noonan at this time explained the proclamation which he ha prepared concerning voters' registration month. SEVERINO, MARINO & GUILIO DONATI REZONING REQUEST: ("A" STREET) ~_(~i,~( The next item under unfinished business concerned the memorandum as received fro~ the Planning Commission dated August 9, 1960, relative to the amendment petition of Severino, Marino and Guilio ~onati, requesting a rezoning of property on "A" Street. Brief discussio~ followed, after which Councilman Aherr. moved, seconded by Councilman Ryan and regularly carried, that the memorandum from the Planning Commission ~ated August 9, 1960, entitled: "Amen~ ment Pe~tion of Severino, Marino and Guilio Donati" be filed and request be made to the Planning Commission to forward necessary documents for rezoning if it is the intent of the Planning Commission to do so. EXPRESSION OF APPRECIATION TO COUNCIL FROM CAIR: ~'-7~i Council then proceeded on to new busines~s. Communication dated July 14, 1960 was recei~n~Om Californians Against Inequitable Reapportionment, Inc., expressing?~o ~he members of the Council for the adoption of the resolution opposing the so-called Bonelli plan to reapportion the state senate which will appear on the November ballot as Preposition 15. There being no objec- tions, Mayor Rocca requested that the conmunication be accepted and filed. HIGHLANDS BAPTIST CHURCH ANNEXATION - NOTICE FROM SAN MATEO COUNTY BOUNDARY COMMISSION: DIV. OF HIGHWAYS LETTER RE NEW FREEWAY ROUTE: Notice dated August 8, 1960, was received from the San Mateo Boundary Commis- sion notifying of the proposed annexatio~ by the City of South San Francisco of a 1.644 acre parcel lying northwesterly and adjacent to Junipero Serra Boulevard at its intersection with Arroyo Drive. There being no objections, Mayor Rocca ordered the communication accepted and filed. Communication dated August 3, 1960, was received from the Division of Highway~ requesting the City*s cooperation in planning access to the new freeway route on a portion of Highway 239. There being no objections, Mayor Rocca requeste( the communication accepted and filed. RESOLUTION NO. 3058 REQUIRING PAYMENT OF COSTS IN IMPROVEMENT DISTRICT PROCEED- INGS: ~ ~d Inter office memorandum dated August 5, L960, was received from the City At- torney with a recommended resolution to be adopted providing for the collec- tion of costs of administering assessmen~ districts. City Attorney Noonan explained the resolution which had been prepared, after which Councilman Rozzi introduced: "A RESOLUTION OF THE C~TY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO REQUIRING PAYMENT OF ADMINISTRATIVE COSTS IN IMPROVEMENT DISTRICT PROCSEDINGS"o Roll call vote was as follows: Ayes, Councilmen Andrew Rocca, G. J. ~ozzi, Emilio Cortesi, Leo.J. Ryan and Patrick E. Ahern. ASSOCIATED CONSTRUC- TION & ENGINEERING REQUEST FOR PARKING ON SO. AIRPORT BLVD.: (Ho Do LEE CO.) Inter office memorandum dated August 9, L960, was received from the Plan~ing Commission concerning the request of Associated Construction & Engineering Company to use a portion of South Airport Boulevard for parking purposes. Accompanying the memorandum was an inter Office memorandum dated August 4, 1960~ as prepared by the Planning Assistant concerning the use of South Air- port 3oulevard right-of-wa~ requesting t~atit be adopted as a matter of pol- icy. Brief discussion followed, after which City Attorney Noenan stated that in accordance with Council's request he had prepared the following motion: "Move ~hat the H. Do Lee Co. be permitte~ to use the parking strip referred to in ~he I.O.M. dated August 9, 1960, from the Planning Commission Secretary to City Council entitled, "Parking on So. Airport Boulevard R~', upon execu- tion o~an agreement with the City of So~th San Francisco on the terms and conditions set forth in the IoOoM. dated August 4, 1960, entitled, "Use of South Airport Boulevard Right of Way'", from Planning Assistant to the Plan- ning Commission and further subxtantially similar to the terms contained in like agreements between International Inr and City and Pacific Plastic Prod- ucts~ ~nc.~ and City and further that the I,O.M. dated August 4, 1960, from Planning Assistant to the Planning Commission entitled, "Use of South Airport Boulevard Right of Way", be laid over for study and future action of the City CounciL.' After the motion had been rea~ by the City Attorney, Councilman Ryan so moved, seconded by Councilman Ahem and regularly carried. PLANNING COMMISSION RESOLUTION #1285 RECOMMENDING AMEND- MENT TO ZONING ORD. #353: (NON COMMERCIAL CLUBS) · Planning Commission Resolution No. 1285 was received from the Planning Commis- sion entitled, "A RESOLUTION OF THE PLANNING COMMISSION OF SOUTH SAN FRANCISCO RECOHMENDING THAT THE RESOLUTION OF INTENTION OF THE PLANNING COMMISSION TO AMEND SECTION 3.12 OF ORDINANCE NO. 353 AS AMENDED TO ALLOW PRIVATE NON COM- MERCIAL CLUBS SUBJECT TO CERTAIN CONDITIONS BE APPROVE~'. Brief discussion followed, after which Councilman Rozzi moved, seconded by'Councilman Ahern and regularly carried, that the recommendation of the Planning Commission be approved and accepted and that a public hearing be scheduled for the next regu].ar meeting. IGNATIUS & Planning Commission Use Permit Resolution No. 1286, as applied for by Ignatius PHYLLIS APRILE and Phyllis Aprile, was received from the Planning Commission recommending USE PERMIT RES. #1286: that permission be granted for erection of a seven-unit apartment building ~/ on Lots 21 and 22, Block 135, subject to the condition that garage doors be instal, led on garages facing 8th Lane. Councilman Ahern moved, seconded by Councilman Rozzi and regularly carried, t~at the recommendation of the Plan- ning Commission be approved and accepted. SO. S.F.B.P.O. ELKS LODGE NO. 2091 REQUEST FOR PRIVATE NON CO~ERCIAL CLUB ON PARCEL 8: (RESOLUTION #1287) Use Permit Resolution No. 1287, as applied for by the South San Francisco B.P.O. Elks No. 2091, was received from t~e Planning Commission, recommend- ing that permission be granted to establish a private non commercial club on Portion of Parcel 8, South S. F. Map 23, subject to the condition that Use Permit shall become effective upon adoption by the City Council of Planning Commission Resolution No. 1285. Councilman Ahem moved, seconded by Council- man Rczzi and regularly carried, that the recommendation of the Planning Com- mission be approved and accepted. HANCOCK-OIL COMPANY USE PERMIT RES. #1288 REQUEST FOR POLE SIGN AT 20 LINDEN AVENUE: Use Per, it Resolution No. 1288, as applied for by the Hancock Oil Company, was received from the Planning Commission~, recommending that permission be granted for erection of a pole sign 2 ft. 6 inches by 13 ft. 6 inches and 18 feet in overall height, at 20 Linden Avenue, subject to the condition that sign shall be non-flashing and non-scintiLlating, Councilman Ahern moved, seconded by Councilman Rozzi and regularl? carried, that the recommendation of the Planning Commission be approved and accepted. GOOD & WELFARE: JET PROBLEM - RADIO APPEARANCE OF COUNCILMAN RYAN ON RADIO STATION KFAX: BILL AMABLE' S CON- GRATULATIONS TO COUNCIL RE TAX RATE & POLICE CHIEF APPT. : ADJOURNMENT: R~TFULLY SUBMITTED, Communication dated July 12, 1960, was ~'eceived from the League of Californi~ Cities over the signature of Don Benninghoven, Field Representative, submit- ting six copies of the summary, by-laws and contract for the Association of Bay Area Governments, as well as copies of Richard Carpenter's statement dis- cussing the League's relationship with the Association. City Attorney Noonar explained the resolution which had been prepared authorizing the execution of ~ae agreement, after which Councilmar: Rozzi introduced: "A RESOLUTION OF THE CiTY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO AUTHORIZING THE EXECUTIO5 OF AN AGREEMENT WITH THE ASSOCIATION OF BAY AREA GOVERNMENTS". Roll call vot was as follows: Ayes, Councilmen Andrew Rocca, G. J. Rozzi, Emilio Cortesi, Leo J. Ryan and Patrick E. Ahem. Inter office memorandum dated August 10, 1960, was received from the Director of Piblic Works, submitting his report concerning the divided assessment for :he Airport Boulevard Sanitary Sewer as requested by Schlage Lock Company. A public hearing for the next regular meeting was scheduled by the City Council. Inter office memorandum dated August 10, 1960, was received from the office of the City Manager, submitting a compilation of bids received for the yearly reqcirements of gasoline with his recommendations. Councilman Rozzi moved, seconded by Councilman Ahern and regularly carried, that the recommendation of the City Manager be accepted and the contract awarded to Union 0il Company the Low bidder, with the City purchasing the gasoline under a contract with San Marco County and at the same price paid by the County. Inter office memorandum dated August 15, 1960, was received from the Director of PLblic Works, submitting a compilatioa of bids received for the traffic sign&l installation at the intersection of Grand and Orange Avenues, recom- mendiKg that the contract be awarded to ';he low bidder, Abbett Electric Corp. in the amount of $2,993.00. City Attorney Noonan explained the resolution which had been prepared, making the award, after which Councilman Cortesi introduced: "A RESOLUTION OF AWARD OF CONTRACT - GRAND AVENUE AND ORANGE AVENUE TRAFFIC SIGNAL INSTALLATION". Inter office memorandum dated August 9, L960, was received from the Personnel Board submitting the eligible list for the position of Chief of Police. City Attorney Noonan explained the resolution which had been prepared concerning the probationary period for this position, after which Councilman Rozzi introdaced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRAN- CISCD ESTABLISHING TWO YEAR PROBATIONARY PERIOD FOR CHIEF OF POLICE". Roll call vote was as follows: Councilmen Andrew Rocca, G. J. Rozzi, Emilio Cortesi, Leo J. Ryan and Patrick E. Ahern. Councilman Cortesi having voted "aye" ~equested that his vote be changed to "no" since he felt it should be for a one-year period. Councilman Rozzi then moved, seconded by Councilman Ahem and regularly carried, that John V. Fabbri be appointed Chief of Poli:e for the City of South San Francisco with his salary to commence at the step range set for the position of Police Chief. Reports for the month of July 1960 as received from the Police Department, Building Inspection Department, Library and San Mateo County Public Health and WeLfare Department were requested accepted and ordered filed by the Mayor. No objections were registered. The following were received from the Department of Alcoholic Beverage Control: Application for transfer of On-Sale General License as applied for by Paul Lunardl and Raymond L. Carrasco, Jr. for 1144 Mission Road; application for transfer of On-Sale Beer License, as applied for by Enrique N. Ramirez and ConsueLo C. Ramirez for 102 Grand Avenue; application for transfer of Off- Sale Beer & Wine, as applied for by Daric Teani, individually and as guardian of Harold Teani, a minor, for 772 E1Camino Real. There being no objections, they were ordered filed by the Mayor. There being nothing further, Mayor Rocca asked if any member of the Council had a~ything he wished to offer under Good and Welfare. Councilman Ryan brought to Council's attention a request he had received from Radio Station KFAX ~o appear in an interview on the jet problem, the broadcast to be made at 6:30 p.m. August 18, 1960 and again at 6:30 p.m. the following Sunday. He f~rther remarked that he had asked to appear with him the chairman of the Plan~.~ng Commission, Anita Robertson, the Reverend Wynekan and a housewife. There being nothing further from any member of the Council, Mayor Rocca askec if anyone in the audience had anything they wished to offer. Bill Amable of the Serra Highlands Improvement Association congratulated the Council for maintaining the same tax rate as the previous year, also for the appointment of John Fabbri as Police Chief. Councilman Rozzi moved, seconded by Councilman Ahem and regularly carried, that the meeting be adjourned until 8:38 p.m.
