Council Chambers, City Hail The meeting was called to order by Mayor Locca at 8:05 p.m. Pledge of Allegiance to the Flag was recited after which in the absence of the Reverend Carl E. Curtright of the First Assembly of God Church, the Reverend John Sara, Jr. of the Grace Covenant Church gave the invocation. Preseat: Councilmen Andrew Rocca, G. J. I~ozzi, Emilio Cortesi, Patrick E. Ahem, and Leo J. Ryan. Mayor Rocca asked if there was a motion approving the minutes of the regu- lar meeting of December 19, 1960, as subm2tted. Councilman Ryan moved, secon/ed by Councilman Rozzi and regularly carried, that the minutes of the regular meeting of December 19, 1960 be approved as submitted. Mayor Rocca then asked if there was a motion approving the regular claims as submitted for payment. Councilman Rozzi moved,"seconded by Councilman Ahem a~d regularly carried, that the regular claims totaling $8,338.95, as submitted, be approved for payment. Parkirg District No. 1: Council then took action on the claim as submitted by the Mark-A-Line I~c,, dated December 14, 1960 in the a~ount of $175.00 for removing and repainting lines and arrows on Parking Lot No. 2. Councilman Ahern moved, seconded by Councilman Rozzi and regularly carried, that the claim as approved for payment be paid. Ponderosa Hills Subdivision Claim: The last claim for Council's attention was the O. C. Jones and Sons Claim, dated November 18, 1960 in the ~mount of $4,259.93 for final contract price in the Ponderosa Hills Subdivision. Cocncilman Ryan moved, Councilman Rozzi seconded and regularly carried, that the claim as approved for payment be paid. There being no public hearings, Council next proceeded to the matter of resolutions and proclamations. The ffkrst resolution was explained by the City Attorney which commended Angeko Canziani for his services as a fireman, upon his retirement, stating that Mr. Canziani was present in the audience this evening. Counc~kman Ryan introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO COMMENDING A~GELO CANZIANI FOR HIS SERVICES TO T3~ CiTY AND AUTHORIZING ISSUANCE TO EIM OF A CERTIFICATE OF RECOG- NITIOn', after which Mayor Rocca and members of the Council publicly commended Mr. Canziani for his long term of service to the City and ex- tend&d' their best wishes to him on his retirement. NO. 1337: CALLAN PARK ANNEXATION: AMENDMENT TO ORDINANCE NO. 412: MONTHLY REPORTS: Communication dated December 28, 1960 was received from Messrs. Frank Bertucelli and D. Gagliani, requesting Council's action on Planning Commission Resolution No. 1159 as applied flor at the regular City Council meeti~ of November 2, 1959. Council~an Rozzi moved, seconded by Councilman Cortesi and regularly carriei that this application and Planning Commission Resolution No. 1159 be referred back to the Planning Commission with the re- quest i.t be reconsidered along with other alley and lane building re- quests and the Planning Commission be advised that this action was delaye~ by the Council with the consent of the applicants pending the alley and lane study. Use Per~it Resolution No. 1333 was received from the Planning Commis- sion, recommending permission be denied for the request of Oliver D. Hamlin to establish a business dealing exclusively in automotive brake service, wheel aligning and motor tune-up in the Winston Manor Shopping Center, CounciLman Rozzi moved, seconded by Councilman Ryan and re~s~lF carried that the recommendation of the Planning Comission be approved and acceptec. Use Pe:~it Resolution No. 1334 was received from the Planning Commis- sion, recommending permission be granted for the request of John H. Wade to erect duplex on the rear of Lot 16, Block 125, zoned as R-3, at 34L-343 Miller Avenue, South San Francisco. Use pe~nit Resolution No. 1335 was received from the Planning Commis- sion, recommending permission be granted for the request of Marcella De Zordo to erect single family dwelling on rear of lot at 720 Commer- cial ~venue and fronting on Second Lane; ~-2 zoning of property. Counc;Lnan Rozzi moved, seconded by Councilman Ryan and regularly carried that the recommendation of the Planning Commission be approved and accepted. Use Pe_-nit Resolution No. 1336 was received from the Planning Commis- sion, recommending permission be granted for the request of the Serra Highlands Improvement Association to erect island type sign on brick planter box to conform with brick walls at entrance to King Drive, 2' x 7' in size, at Junipero Serra Boulevard, subject to certain con- ditions. Councilman Rozzi moved, seconded by Councilman Ryan and regularly carriet that the recommendation of the Planning Commission be approved and accepted. Use Pernit Resolution No. 1337 was received from the Planning Commis- sion, recommending permission be granted flor the request of Coldwell, Banker & Company to relocate existing sign 13' 6" in size, with an overall height of approximately 22' to new location as shown on draw- ings to better advertise property for sale at 710 Dubuque Avenue, South San Francisco, subject to certain conditions. Councilman Rozzi moved, seconded by Counc:lman Ryan and regularly carried that the recommendation of the Planning Commission be approved and accepted. Althoag~ not appearing as an item on the agenda, Council next took up the matter of the Callan Park Annexation. Councilman Ryan commented that there had been considerable discussion concerning the annexation of Callan Park =o the City of South San Francisco and if interest exists for annexation to the City that the developers express their interest by init~ating annexation proceedings. He then moved that the City request the developers file with the San Mateo County Boundary Commission a petition of annexation to the City of So~th San Francisco. Further, that the City Manager request a pre- liminary report or memorandum from all departments of the City as to how t~e annexation will affect their particular department, and also that the economic report of William SpangLe be submitted and made available to all departments and commissions for their information and use in preparing their reports. Councilman Ahern seconded the motion, followed by a brief discussion, after which motion ~as made and seconded was regularly carried. Although not appearing as an item on the agenda and there being no ob- jectiors, Mayor Rocca instructed the City Attorney to prepare an amenc~.ent to Ordinance No. 412 entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO REGULATING TRAFFIC UPON THE PUBLIC STREETS AND THOROUGHFARES OF SAID CITY AND ESTABLISHING TRUCK ROUTES". OF ALCOHOLIC BEVERAGE CONTROL: GOOD AND WELFARE -- USE OF SALES TAX MONIES: SEWER PROBLEM -- COMER SUBDIVISION- PONDEROSA HILLS SUBDIVISION: COMMENTS OF MAYOR ROCCA: ADJOURNMENT: ApplicLtion for transfer of "On Sale General" (Public Premises) as applied for by Elizabeth Firenze and Alfred Firenze (d.b.a. 57 Club) was received from the Department of Alcoholic Beverage Control. There being no objections, this matter was ordered filed. There being nothing further, Mayor Rocca asked if any member of the City Cocncil had anything they wished to offer under Good and Wel- fare. Councill,an Ahern stated he wished to move that the study to determine the best use of Sales Tax Funds be included in the City's budget sessions in order to determine what proportion should be used for tax reduction and what proportion should be earmarked for capital improve- ments so as to finance them~on a pay-as-you-go and save financing costs. Councillan Ryan seconded the motion, after which brief discussion followec. The motion as made and seconded was regularly carried. There being nothing further from any members of the Council, Mayor Rocca ~sked if anyone in the audience had a~ything to offer. Mr. Warren E. Rasnick, 11 Dana Court, asked Council as to the status of the sewer problem, which exists on his p:operty in the Comer Sub- divisior., stating it was his understanding at the previous Council meeting that possibly some solution to the problem might be avail- able at this time. City Attorney Noonan stated that preliminary work was done on the pro- blem but that no answer had been received as yet. He commented that the sewer connection apparently was not inspected and that the Build- ing DepLrtment is attempting to get the plumber who made installation to make the correction. Further discussion followed, at which time City Attorney Noonan stated that as soon as an answer is received, he will notify Mr. Rasnick. Mayor ~occa at this time commented on the p~evious year's activities, stating that he felt the Council's accomplishments had been many and looking forward to another year such as the one that had been finished.
