HomeMy WebLinkAboutMinutes 1961-10-09ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO HELD MONDAY, OCTOBER 9, 1961 TIME: PLACE: CALL TO ORDER: ROLL CALL: 5:30 p.m. Council Chambers, City Hall The meeting was called to order by Mayor Rozzi at 5:30 p.m. Present: Absent: Councilmen G. J. Rozzi, P~trick E. Ahem, Emilio Cortesi, and Leo J. Ryan. Councilman Andrew Rocca. LOWRIE-BOTHIN- SWANSON CLAIM: Lowrie-Bothin-Swanson Claim: Council first took up the claim of Lowrie Paving Company dated September 30, 1961 for work performed through Sep- tember 30, 1961 on the construction of Lowrie Avenue, in the amount of $32,377.82. The claim carried the approval of the firm of Wilsey & Haln and Director of Public Works, Louis H, Goss. ' Councilman Ryan moved, seconded by Councilman Ahern and regu- Larly carried, that the claim as submitted be approved for payment. RESOLUTION NO. 3300 PERSON & SWANSON IND. TRACT -- WATER SERVICE RESOLUTION NO. 3301 PERSON & SWANSON IND. TRACT -- SPUR TRACK CROSSING CONTRACT RESOLUTION NO. 3302 PUBLIC WAY #1 -- BID DATE SET OVER RESOLUTION NO. 3303 SMALL CRAF? }{ARBOR -- BID DATE SET OVER City Attorney Noonan at this time explained the resolution which had been forwarded by Mr. WiLson, Attorney for the ~erson and Swanson Industrial Tract, concerning the acquisi- tion of water service in the mentioned subdivision. After explanation, Councilman Ryan introduced: "A RESOLUTION OF THE CITY COUNCIL OF SOUTH SAN FRANCISCO AUTHORIZING ACQUISI- TION OF RIGHT OF SERVICE FOR WATER SERVICE -- PERSON AND SWANSON INDUSTRIAL TRACT". ~oll call vote was as follows: Ayes, Councilmen G. J. Rozzi, 7arrAck E. Ahem, Emilio Cortesi, and Leo J. Ryan. Noes, None. Absent, Councilman Andrew Rocca. ~ity Attorney Noonan then explained the next resolution for Council attention, which also concerned the Person & Swanson Industrial Tract, relative to a spur track crossing, after which Councilman Ryan introduced a resolution, entitled "A RESOLUTION APPROVING CONTRACT WITH SOUTHERN PACIFIC COMPANY FOR IMPROVING SPUR TRACK CROSSING -- PERSON AND SWANSON IN- DUSTRIAL TRACT". Roll call vote was as follows: Ayes, Councilmen G. J. Rozzi, Patrick E. Ahern, Emilio Cortesi, and Leo J. Ryan. Noes, none. Absent, Councilman Andrew Rocca. City Attorney Noonan next explained a resolution to be adopted changing the bid date on Public Way #1 in the Parking District from the original date to October 23rd, 1961. He further re- marked that at their next regular meeting of October 16, 1961, Council could adjourn the meeting to the 23rd at which time the bids received could be considered. After explanation, Councilman Ahern introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO SETTING OVER DATE FOR RE- CEIPT OF BIDS PUBLIC WAY #1 -- PA~<ING DISTRICT 1955-1". Roll call vote was as follows: Ayes, Councilmen G. J. Rozzi, Patrick E. Ahem, Emilio Cortesi, and Leo J. Ryan. Noes, none. Absent, Councilman Andrew Rocca. The City Attorney next explained a resolution changing the bid date on the Small Craft Harbor, South San Francisco Marina, from the original date to November 6, 1961, at 8 p.m., after which Councilman Ryan introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO SETTING OVER DATE FOR RECEIPT OF BIDS RECREATIONAL SMALL CRAFT HARBOR, THE SOUTH SAN FRANCISCO MARINA". Roll call vote was as follows: Ayes, Councilmen G. J Patrick E. Ahem, Emilio Cortesi, and Leo J. Ryan. Noes, none. Absent, Councilman Ardrew Rocca. Rozzi~ PARKWOOD COMMUNITY METHODIST CHURCH -- ANNEXATION -- 2nd READING/ADOPTION HELD OVER SPRUCE AVENUE PROJECT -- SEWER CONDITIONS APPROVED RESOLUTION NO. 3304 MRS. JAMES HAMMON -- SYMPATHY COMMENDATION -- SSF FLOAT DALY CITY PARADE The second reading and adoption of nhe ordinance annexing territory to the City known as Park~ood Community Methodist Church was held for the regular mee':ing of October 16, 1961, pending determination as to whether the capacity interest fees had been paid. At this time Director of Public Works Louis Goss brought to Council's attention his memorandum cared September 25, 1961 concerning Tanforan Tract participation in the Spruce Avenue Iuprovement, remarking that althoug}. Council adopted a reso- lution concerning the matter at the regular meeting of October 22nd, the acceptance of his memorancum had not been made. 2ouncilman Ryan moved, seconded by Councilman Ahern and regu- larly carried that the recommendation of the Director of Public ~orks on the 8 conditions as contair.ed in his memorandum of September 25, 1961 be approved and ~ccepted. Councilman Cortesi questioned whether or not he could vote on the matter inasmuch as he was a property owner in the assess- ment area to be formed. City Attorr.ey Noonan replied that Coun- cilman Cortesi could vote in this matter. Councilman Ryan at this time made mention of the untimely death of Elizabeth Hammon, who was quite ;ctive in civic and County affairs, stating that he wished to introduce a resolution ex- pressing the condolances of the Council. Councilman Ryan then introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO EXPRESSING SYMPATHY TO THE FAMILY OF MRS. ~AMES HAMMON". Roll call vote was as follows: Ayes, Councilmen G. J. Rozzi, Patrick E. Ahem, Emilio Cortesi, ard Leo J. Ryan. Noes, none. Absent, Councilman Andrew Rocca. Councilman Ahem at this time made mention of South San Fran- cisco's having won second place in the recent Daly City Parade. Councilman Ryan requested that the commendations of Council be forwarded to Dave Sumbardo and the staff of the Recreation and Pzrks Department, the participants on the float and anyone else connected with its construction, decoration and entry. ~DJOURNMENT: There being nothing further, Councilman Ryan moved, seconded by Councilman Ahern and regularly carried, that the meeting be adjourned in the memory of Elizabeth Hammon. ~Lme of adjournment -- 5:49 p.m. RESPECTFULLY SUBMITTED, City Clerk APPROVEE:
