HomeMy WebLinkAboutMinutes 1962-04-17ADJOURNED REGULAR MEETING OF THE CITY COUNCIL THE CITY OF SOUTH SAN FRANCISCO HELD TUESDAY, APRIL 17, 1962 TIME: PLACE: CALL TO ORDER: PLEDGE OF ALLEGIANCE: ROLL CALL: RESOLUTION NO. 3442 ELECTION RETURNS: 7:00 p.m. Council Chambers, City Hall The meeting was called to order by Mayor Rozzi at 7:10 p.m. Pledge of Allegiance to the Flag was recited. Present: Absent: Councilmen G. J. Rozzi, Patrick E. Ahem, Emilio Cortesi, Andrew Rocca, and Leo J. Ryan. None. Mayor Rozzi remarked that this evening's meeting was being conducted pursuant to Section 2293~ of the Elections Code for the purpose of canvassing the returns of the election held April 10, 1962, and the installation of newly elected officers; and further, pursuant to Section 36801 of the Gov- ernment Code of the State of California, to elect a Mayor and a Mayor pro tempore. City Clerk Rodondi then read in full his certificate on election returns for the municipal election held Tuesday, April IOth, after which City Attorney Noonan remarked that a resolution pursuant to Section 22932 of the Elections Code should be adopted, and that t~e City Clerk should en- ter in the minutes a statement of the resuIts pursuant to Section 22933 of the Elections Cod~. After an explanation of the resolution, Councilman Ryan introduced a resolution entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO CANVASSING RETURNS AND DECLARING RESULTS OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY ON APRIL 10, 1962". Roll call vote was as follows: Ayes, Councilmen G. J. Rozzi, Patrick E. Ahem, Emilio Cortesi, Andrew Rocca, and Leo J. Ryan. Noes, none. Absent, none. RESOLUTION NO. 3442 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO CANVASSING RETURNS AND DE- CLARING RESULTS OF THE GENERAL MUNICIPAL ELEC- TION HELD IN SAID CITY ON APRIL lC, 1962 WHEREAS, a general municipal election was held in and throughout the City of South San Francisco on the lOth day of April 1962, for the election of two (2) members of the City Council of said City, and, WHEREAS, the City Clerk of said City has duly presented to the City Council of the City of South San Francisco all the returns of the votes cast at said municipal election, and, WHEREAS, said City Council has inspected and examined all said re turns. NOW, THEREFORE, BE IT RESOLVED by the City Council of said City that said City Council finds as follows: That the whole number of votes cast in said City of South San Francisco is Five Thousand Five Hundred Eighty-three (5,583). That the names of the persons voted for at said general municipal election for the office of City Councilman are as follows: (a) As regularly nominated candidates: PATRICK E. AHERN ANDREW ROCCA JAMES S. CLAAR PETER A. MARTINEZ ANDY KARABATSOS JOSEPH A. That the votes cast at said general municipal election in favor of said candidates by absentee ballot as shown at the official count are as follows: PATRICK E. AHERN - 4 ANDREW ROCCA - 2 JAMES S. I hereby certify that the foregoing resolution was regu- larly introduced and adopted by the City Council of the City of South San Francisco held in accordance with applicable sec- ~ions of the Election Code requiri~ canvass of returns and issuance of certificates, and further in accordance with ap- plicable sections of the Government Code regarding organiza- tion of the City Council held this 17th day of April, 1962, by the following vote: Ayes, Councilmen G. J. Rozzi, Patrick E. Ahem, Emilio Cor- tesi, Andrew Rocca, and Leo J. Ryan. Noes, none. Absent, none. ATTEST: ARTHUR A. RODONDI City Clerk ~ampaign statements having been filed by both Councilman An- drew Rocca and Councilman Patrick E. Ahem, incumbents elected, the City Clerk delivered a certificate of election to each and administered the oath as required by the Constitu- tion (Section 22934 of the Elections Code). After the oath of office had been administered, Mayor Rozzi then stated that he now declared the meeting open for nomination of Mayor. Councilman Ahem remarked that Cou~%cilman Leo Ryan had served well and faithfully for quite some time, and stated that al- though he could have had this honor of being elected Mayor, and as he felt that Councilman Ryan was destined to go on to higher things if elected to the Assembly, and since he would carry the prestige of the City with him, he nominated Councilman Ryan for the position of Mayor for the coming year. There bein~ no fur- ther nominations, Councilman Rocca seconded the nomination, after which roll calI vote was as follows: Ayes, Councilmen G. J. Rozzi, Patrick E. Ahem, Emilio Cortesi, Andrew Rocca, and Leo J. Ryan. Noes, none. Absent, none. ELECTED MAYOR -- LEO J. RYAN: NOMINATIONS -- MAYOR PRO TEMPORE: REQUEST -- LEAVE OF ABSENCE -- CLIFF WELLS: AD JOURNMENT: Former Mayor Rozzi then expressed his appreciation for the assistance which he received during his tenure of office from the members of the City Council, City Department Heads, and City employees, which assured his success. Elected Mayor Ryan stated that he would attempt to follow the example set by Councilman Rozzi, who served in the position so well, and who, because of this service, would probably be referred to constantly as Mayor Rozzi. He also expressed his thanks to the four Council members for the vote of confidence given to him this evening. Mayor Ryan at this time stated that the nominations for the position of Mayor pro tempore were now open. Councilman Rozzi moved the nomination of Councilman Ahem to be elected to succeed himself in this position. There being no further nominations, Councilman Rocca seconded the nomination. Roll call vote was as follows: Ayes, Councilmen Leo J. Ryan, Patrick E. Ahem, Emilio Cortesi, Andrew Rocca, and G. J. Rozzi. Communication dated April 17, 1962, was received from Cliff Wells, requesting a leave of absence from his duties as a Planning Commissioner from April 23 to July 23, 1962, stating that business trips would take him from the City for periods of from ten to fifteen days. Councilman Rocca moved, seconded by Councilman Rozzi and reg- ularly carried, that the leave of absence as requested be granted. There being nothing further, Councilman Rozzi moved, seconded by Councilman Ahem and regularly carried, that the meetin~ be adjourned to May 7, 196~.
