CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
RESOLUTION SUPPORTING THE RAILROAD AVENUE
EXTENSION PROJECT, SUBMITTING AN APPLICATION
FOR THE SAN MATEO COUNTY TRANSPORATION
AUTHORITY (TA) MEASURE A HIGHWAY PROGRAM
FUNDING FOR THE PREPARATION OF THE PRELIMINARY
PLANNING AND PROJECT INITIATION DOCUMENT
PHASE, COMMITTING UP TO $70,000 IN NON-FEDERAL
MATCH, AND ASSURING TO COMPLETE THE PROJECT
PHASE
WHEREAS, there are currently only three streets in the City of South San Francisco that
provide east-west accessibility through the East of 101 area across US 101; and
WHEREAS, the Railroad Avenue Extension would provide another roadway link
between the east and west portions of the City, provide direct access to an area designated as the
Eastern Neighborhood, and would in all likelihood attract some traffic that currently uses the
East Grand Avenue overpass to travel to Downtown; and
WHEREAS, it will cost $700,000 to implement the Preliminary Planning and Project
Initiation Document Phase; and
WHEREAS, the City wishes to sponsor the Preliminary Planning and Project Initiation
Document Phase; and
WHEREAS, the City wishes to allocate up to $70,000 of non-federal match grant funds
towards the cost of the preparation of the Preliminary Planning and Project Initiation Document
Phase; and
WHEREAS, the City seeks $630,000 for Railroad Avenue Extension Project; and
WHEREAS, on June 7, 1988, the voters of San Mateo County approved a ballot measure
to allow the collection and distribution by the San Mateo County Transportation Authority (TA)
of a half-cent transactions and use tax in San Mateo County for 25 years, with the tax revenues to
be used for highway and transit improvements pursuant to the Transportation Expenditure Plan
presented to the voters (Original Measure A); and
WHEREAS, on November 2, 2004, the voters of San Mateo County approved the
continuation of the collection and distribution by the TA the half-cent transactions and use tax
for an additional 25 years to implement the 2004 Transportation Expenditure Plan beginning
January 1, 2009 (New Measure A); and
WHEREAS, TA issued a Call for Projects for the Measure A Highway Program funds on
May 8, 2015; and
WHEREAS, TA requires a governing board resolution from the City in support of the
City's application for $630,000 in San Mateo County Transportation Authority Measure A
Highway Program funds for the preparation of the Project Approval and Environmental
Document Phase for the US 101 Produce Avenue Interchange Project; and
WHEREAS, TA requires a governing board resolution from the City committing the City
to the completion of the Preliminary Planning and Project Initiation Document Phase for the
Railroad Avenue Extension Project; and
WHEREAS, should funding be awarded to the City, a Funding Agreement will have to
be executed between the TA and the City to access grant funding; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San
Francisco supports and directs staff to submit an application for San Mateo County TA Measure
A Highway Program Fund for $630,000 for the preparation of the Preliminary Planning and
Project Initiation Document Phase for the Railroad Avenue Extension Project.
BE IT FURTHER RESOLVED by the City Council of the City of South San Francisco
that the City Council authorizes the City Manager to execute a funding agreement with the San
Mateo County Transportation Authority, subject to approval as to form by the City Attorney, to
encumber any Measure A Highway Program funds awarded.
BE IT FURTHER RESOLVED that the City of South San Francisco commits to the
completion of the preparation of the Preliminary Planning and Project Initiation Document Phase
for the Railroad Avenue Extension Project if awarded the requested San Mateo County TA
Measure A Highway Program funds.
BE IT FURTHER RESOLVED that the City of South San Francisco will commit up to
$70,000 of non-federal match grant funds towards the cost of the preparation of the Preliminary
Planning and Project Initiation Document Phase for the Railroad Avenue Extension Project if
awarded the requested San Mateo County TA Measure A Highway Program funds.
BE IT FURTHER RESOLVED, that the City Manager is authorized to take any other
action consistent with the intent of this Resolution.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by
the City Council of the City of South San Francisco at a regular meeting held on the 10`h day of
June 2015 by the following vote:

Vice Mayor Mark N. Addiego and Mayor Richard A. Garbarino
