CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
RESOLUTION SUPPORTING THE US 101 AUXILIARY LANE
PROJECT - BETWEEN OYSTER POINT BOULEVARD
INTERCHANGE AND THE SAN FRANCISCO COUNTY
LINE, SUBMITTING A CO-SPONSORED APPLICATION FOR
THE SAN MATEO COUNTY TRANSPORATION
AUTHORITY (TA) MEASURE A HIGHWAY PROGRAM
FUNDING FOR THE PREPARATION OF THE PROJECT
APPROVAL AND ENVIRONMENTAL DOCUMENT PHASE,
AND ASSURING TO COMPLETE THE PROJECT PHASE
WHEREAS, there is inadequate weaving sections on the mainline on the US 101
Corridor between Oyster Point Boulevard and the San Francisco County line, and
WHEREAS, the US101 Auxiliary Lane Project between Oyster Point Boulevard
Interchange and the San Francisco County line is anticipated to improve weaving operations and
enhance safety, and
WHEREAS, it will cost $8 million for project management and to develop reports and
technical studies required as part of the project approval and environmental document phase, and
WHEREAS, the City/County Association of Governments (C/CAG) and the City of
South San Francisco wish to co-sponsor the Project Approval and Environmental Document
Phase; and
WHEREAS, the City and C/CAG seek $8,000,000 for US 101 Auxiliary Lane Project —
Between Oyster Point Boulevard Interchange and the San Francisco County Line; and
WHEREAS, on June 7, 1988, the voters of San Mateo County approved a ballot measure
to allow the collection and distribution by the San Mateo County Transportation Authority (TA)
of a half-cent transactions and use tax in San Mateo County for 25 years, with the tax revenues to
be used for highway and transit improvements pursuant to the Transportation Expenditure Plan
presented to the voters (Original Measure A); and
WHEREAS, on November 2, 2004, the voters of San Mateo County approved the
continuation of the collection and distribution by the TA the half-cent transactions and use tax
for an additional 25 years to implement the 2004 Transportation Expenditure Plan beginning
January 1, 2009 (New Measure A); and
WHEREAS, TA issued a Call for Projects for the Measure A Highway Program funds on
May 8, 2015; and
WHEREAS, TA requires a governing board resolution from the City in support of the
City's co-application with C/CAG for$8,000,000 in San Mateo County Transportation Authority
Measure A Highway Program funds for the preparation of the Project Approval and
Environmental Document Phase for the US 101 Auxiliary Lane Project; and
WHEREAS, TA requires a governing board resolution from the City committing the City
to the completion of the Project Approval and Environmental Phase for the US 101 Auxiliary
Lane Project; and
WHEREAS, WHEREAS, should funding be awarded to the City, an MOU will have to
be executed between the TA, C/CAG, and the City to define roles and responsibilities; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San
Francisco supports and directs staff to submit an application co-sponsored with C/CAG for the
San Mateo County TA Measure A Highway Program Fund for $8,000,000 for the preparation of
the Project Approval and Environmental Document Phase for the US 101 Auxiliary Lane
Project.
BE IT FURTHER RESOLVED by the City Council of the City of South San Francisco
that the City Council authorizes the City Manager to execute a funding agreement or
memorandum of understanding (MOU) with the San Mateo County Transportation Authority,
subject to approval as to form by the City Attorney, to encumber any Measure A Highway
Program funds awarded.
BE IT FURTHER RESOLVED that the City of South San Francisco commits to the
completion of the preparation of the Project Approval and Environmental Document Phase for
the US 101 Auxiliary Lane Project if awarded the requested San Mateo County TA Measure A
Highway Program funds.
BE IT FURTHER RESOLVED, that the City Manager is authorized to take any other
action consistent with the intent of this Resolution.

the City Council of the City of South San Francisco at a regular meeting held on the 10th day of
June 2015 by the following vote:
