Present: Councilmen Patrick E. Ahem, Emilio Cortesi, Andrew Rocca, G. J. Rozzi, and Frank Bertucelli. Absent: None. Mayor Ahem asked if there was a motion approvin~ the minutes of the regular meetin~ of February 18, 1963, and-the adjourned regular m~eting of February 20, 196B. Councilman Rozzi moved, seconded by Councilman Rocca and regu- larly carried, that the minutes of the regular meeting of Feb- ruary 18, 1963, and the adjourned r~ular meeting of February 20, 1963, be approved as submitted. - Mayor Ahem then asked if there was a motion approving the regular claims as submitted for payment. Councilman Rocca moved, seconded by Councilman Bertucelli and regularly carried, that the regular claims totaling $17,557.18 be approved for payment. Parking District No. 1 Claims: Mayor Ahem then askedI if there Was a motion approving the claims as submitted. Councilman Rocca moved, seconded by Councilman Rozzi and regu- larly carried, that the claims for Parking District No. 1, ~otaling $2,444.81, be approved for payment. Sewerage Treatment Improvement, Plannin~ and Engineerih~ Fund ~laims: I (a) Jeuks & Adamson claim dated February 4, 1963, in the amount of $435.51 for 30 sets of plans for South San Francisco- San Bruno Treatment Works Enlargements -- 30% to be paid by San Bruno. (b) Jenks & Adamson claim dated February 13, 1963, in the amount of $38,216.00 for cousultin~ engineering services (Phase C, Progress Payment No. 3) -- ~0% ~o be paid by San Bruno. Councilman Rozzi moved, seconded bN Councilman Bertucelli and regularly carried, that the claims as submitted for the Sewerage Treatment Improvement, Planning and Engineering Fund be approved for payment. Spruce Avenue Assessment Fund Claiw.: San Jose Steel Company, Inc. claim dated February 20, 1963, in the amount of $1,340.00 for furnishing and installing fences in the Spruce Avenue Drainage Area. Councilman Rocca moved, seconded by Councilman Bertucelli and regularly carried, that the claim as submitted for Spruce Avenue Assessment Fund be approved for payment. South San Francisco Marina Claims: ' (a) Healy Tibbitts Construction Company claim dated January 31, 1963, in the amount of $21,33L.70 for Construction No. 62-11. (b) Hart & Hyndin~ claim dated January 31, 1963, in lhe amount of $29,952.61-for Construction No. 62-3A. Councilman Rozzi moved, seconded by Councilman RoEca and regu- larly carried, that the claims as submitted for the South San Francisco Marina be approved for payment. BID OPENING -- $1,000,000 BOND ISSUE - SEWAGE PLANT BOND BIDS: T~e Mayor announced that this was the time and place fixed for ;'3e receipt of bids on the sale of the First Division of the General Obligation Bonds of the City. Mayor Ahern declared the Public Hearing for the annexation of the California Golf Club opened, asking if any written protests :.ad been received, to which the City Clerk replied none had been reiceived by his office. He then asked if anyone presen~ in the !Udience had any protest they wished to register. NO. 1575: PLANNED COMMUNITY ORDINANCE - PUBLIC HEARING PROCEEDINGS: Sity Attorney Noonan explained the ordinance which waslready for second reading and adoption, stating that a motion could be adopted by Council if they so desired that reading of the ordinance in its entirety be waived and that it be passed and adopted by the reading of title onlN. Councilman Rozzi so moved, seconded by Councilman Rocca and regularly carried. Sity Attorney Noonan then remarked that a motion could be adopted $Council that the ordinance entitled "AN ORDINANCE OF THE CITY SOUTH SAN FRANCISCO APPROVING THE ANNEXATION TO THE CITY OF SOUTH SAN FRANCISCO OF CERTAIN INHABITED TERRITORY DESIGNATED AS *TREASURE ISLAND ANNEXATION*" be read for the second time by title and be passed and adopted, the reading in its entirety having been duly waived. Blume & Associates, E~ineers, submittAng proposal for prelim- inary planning of Day Park Area and preparation of wor~ing draw- ings and specifications for landscaping at the Marina. Councilman Rozzi moved, seconded by Councilman Bertucelli and ~egularly carried, that the proposal be accepted and aAthoriza- tion for the preparation of plans amd specifications be approved subject to the enlargement of Item % on specific landscaping on Daytime Park Area. Claim against the City was received from Pearl and Casper Torp alleging damages in the amount of $$6.91 to their automobile as the result of an accident at E1Camino Real and Orange. Avenue in which a city owned vehicle was i~volved. , Councilman Rocca moved, seconded by Councilman Rozzi and regu- larly carried, that the claim be denied and referred to the City*s insurance carrier. USE PERMIT Resolution No. 1575 was received from the Planning Oommission recommending permission be granted for the request to erect a six-unit apartment building on the corner of Orange Avenue and "A" Street in a C-1 area adjoining a residential area -- Lots 22-24-26, Block 10, Tcwn of Baden, subject to the condition that existing trees be replaced; size, type and loca- tion to be approved by the Architectural Committee. Councilman Rozzi moved, seconded by Councilmar Rocca and regularly carried, that the recommendation of the Planning Commission be approved and accepted. Inter-Office Memorandum dated Febraur2 26, 1963, received from the Planning Commission, submitting the proposed Plan~ed Com- munity and Planned Unit Amendments to the Zoning Ordirance. 396 PLANNED COMMUNITY ORDINANCE - PUBLIC HEARING PROCEEDINGS: (CONTINUED). Guthrie, 'as Engineering Aide. , Councilman Rozzi moved, secanded by Councilman Rocca and regu- larly carried, that the request as submitted be approved. MONTHLY REPORTS: MOnthly Reports were received from: DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL: GOOD AND WELFARE: City Clerk - December, ~962, and January, 1963 Parking District No. 1 December, 1962, and January, 1963 Police Department - January, 196B. There being uo objections, Mayor Ahem ordered the reports accepted and placed on file. The following application was received from the Department of Alcoholic Beverage Control: Schoolhouse Grocery - Application for Retail 0ff-SAle ~eer and Wine, as applied for by Albert and Lola Venturi, at 598 Baden Avenue. There being no objections, Mayor Ahem ordered the report placed on file. , There being nothing further and awaiting the return ofiBond Coun- sel, Mayor Ahern proceeded on to Good and Welfare. , Mayor Ahem commented on the earlier declaration of Bids received on the sale of Bonds, remarking that the residents of the City Should be proud of the low rate of interest bid due to the very fine financial condition of the City. ~ DISCUSSION -- SSF MARINA: RECESS: He then asked if any member of the Council had anything they wished to offer. There being none, he asked if anyone in the audience had anything they wished to offer. Charles Lema of 835 Olive Avenue commented on the fine develop- ment taking place at the Beach, remarking that this was one of the projects he always wished to see accomplished. He then re- quested of Council that consideration be given to the establish- ment of a Swimming Pool for the children of the community and adults as well. Mayor Ahern then explained that in the projected fire,ear plan the Swimming Pool was to be included. ~ A recess was declared at 8:37 p.m. by Mayor Ahern to await the return of Bond Counsel with the compilation of Bonds..~ APPEARING ABSENT - COUNCILMAN CORTESI: SEWAGE'PLANT BOND SALE -- WELLS FARGO: RESOLUTION NO. 3688 AWARDING SALE OF BONDS - SEWAGE PLANT: Councilman Cortesi left ~he meetin~ and did not return. The meeting was recalled to order at 9~27 p.m. by Mayor AHern. Attorney Rooney reported that the highest bid was that of Wells Fargo Bank, Hayden Stone & Co., R. H. Moulton & Compary, Secur- ity First National Bank, Shuman, Agnew & Co., Weeden & Co., Dean Witter & Co., by Wells Fargo Bank Account Manager, at a total interest cost to the City of,$286~567.50, with an effective interest rate to the City of 2.722 B159~. , Attorney Rooney explained the next resolution, after which Coun- cilman Rozzi introduced: "A RESOLUTION AWARDING SALE OF BONDS, MUNICIPAL IMPROVEMENT BONDS OF 1963, $1,000,O00 - FIRST DIVISION".
