Request of Local 1569 of American Federation of State, County and Municipal Employees AFL-CI0 concerning December 31, 1962, noliday. Mayor Ahern asked if there was anyone present who wished to speak on the matter. Mr. Edward Kenrey, Business RepreSenta- tive for Local 1559 commented on the holiday which most Icl the .]ity employees received on December 31, 1962, as a result of ~ae Governor's proclamation at the time the state became the largest in the nation. He further mentioned that while !the employees who worked on that date received the holiday, 'those ~o were not required to work on the 31st of December did not receive an additional day off. He t~en stated that thos~ who zook the additional day off along with their vacation remain- Lng and were deemed not to have been entitled to it were in- formed they would have to work an extra day to make up the time. Long discussion followed, at which tine at the request oF Coun- c!filman Rocca, City Manager Aiello read the motion adopted at the meeting prior to the holiday grant. Kirker be authorized to revise the plans and specificatiOns for the amount specified. There be- ing none, Mayor Ahem then asked if anyone present in the audience had anything they wished to offer. Mrs. Robert Whitehead of 5 Sonora Avenue read to Council a letter dated May 6, 1963, from the South San Francisco Women's Club, urging COuncil support to the establishment of a North County Branch of the County Mental Health Service, and requesting the Council to urge the County Manager and Supervisors to make such establishment. Mayor Ahem then read a letter as received from the serra High- lands Improvement Association, dated May 3, 1963, urging the same support. City Attorney Noonan asked Council if they wished to adopt a Resolution ur~in~ this matter, to which the Council a~reed. The City Attorney then explained the Resolution title~ after which Councilman Rocca introduced a Resolution entitled: "A RESOLUTION SUPPORTING THE PROPOSAL TO ESTABLISH A NORTH COUNTY BRANCH OF THE SAN MATEO COUNTY MENTAL HEALTH SERVICES". Roll call vote was as follows: Ayes, Councilmen Patrick E. Aheru, Emilio Cortesi, Andrew Rocca, and Frank Bertucelli. Noes, none. Absent, Councilman G. J. Rozzi. 42 DISCUSSION -- OUTDOOR THEATER: AD JOURNMENT: Mr. Tony Montoya, 1125 Miller Avenue, brought to Council atten- tion a request before the Planning Commission of the Town of Colma for the establishment of an outdoor theater to the north of Holly Avenue, opposite Sunshine Gardens. He commented that ~e attended a meeting of the Town of Colma Planning Cow. mission, objecting to the application, and was at this time requesting the support of the City Council and the attendance of Mr. Goss at the next meeting of that Planning Commission on May 16, 1963, so that South San FrancisCo's opposition could be exprel, ssed. Mr. Goss commented that the Engineer for the outdoor theater ~ad contacted him, that he had examined the plans and found that an error had been made in these plans, concerning drainage from ~he area. He further remarked on the steps that should be taken by the theater, statiu~ that he would attend if Council! so de- sired. :City Manager Aiello remarked that this was timely in that it pointed out the effect on the City of drainage from other areas. Mayor Ahern assured Mr. Montoya that the City would do whatever it could in the matter. Mr. Montoya then commented on the number of cars which would be in attendance and the traffic problem which it would create, thanking Council for their attention and consideration ~o his reque s t s. ~' Councilman Bertucelli stated that he had made a personal inspec- tion of the site, remarking that in addition to a serious drain- age problem there would be one of PoLice as well. He commented that Colma only had one Police Officer to handle traffic and any other Police emergency, and that as a result the City's forces would be called on more than once for assistance. He then moved that the Planning Commission of Colma be advised of these prob- lems, all City departments requested to make their survey and report, as well as comments being obtained from the Standard 3uilding Company and the School Distmic$. Further discussion followed, at which time mention was ~de of the adjacent ranches Wnlch were in the business of raising hogs and which presented a .health problem. Ma2o~ Ahem commented that if there were no ob- Jections, in place.~of Councilman ~$ucelli~s motion he would instruct the City Managem to contact all the personnel ~ecessar2 on the ma$$e~ and take the action necessary on the City's par~. No objections were registered. ~ Councilman Rocca suggested that the City Manage~ communicate with ~he Town of Colma concerning the public nuisance of ho2 ranches and ~equest a ~eply as ~o what is going $o be done.
