UNINHABITED AREA: 2nd Reading/Adoption PETE KARAVOLOS USE PERMIT P.C. RESO. NO. 1639: 7:30 p.m. Council Chambers, City Hall The meeting was called to order by ~yor Patrick E. Ahem at 7:40 p.m. Pledge of Allegiance to the Flag was recited. Present: Absent: Councilmen Patrick E. Ahem, Emilio Cortesi, Andrew Rocca, G. J. Rozzi, and Frank Bertucelli. None. Mayor Ahem asked if the "CONSENT TPLAT PROPERTY WITHIN THE AN- NEXED TERRITORY BE TAXED TO PAY ANY INDEBTEDNESS OR LIABILITY OF THE CITY CONTRACTED PRIOR TO OR EXISTING AT THE TIME OF ANNEXATION" h~d been received, to which the City Clerk replied ~hat it had. Mayor Aherr~ then requested that the record show ~hat the Consent had been received and placed on file. City Attorney Noonan at this time explained the Agreement which had been prepared regarding Park, Recreation, Fire Station and 2ublic Library sites in Westborough, after which he sta!ted that if Council wished or desired to enter into the Agreemeu~t that a 1Fesolution authorizing the execution of the Agreement would be ~n order. Councilman Rozzi then introduced a resolution en- oitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH ~SAN FRANCISCO AUTHORIZING THE EXECUTION OF AN AGBEEMENT ENTITLED AGBEEMENT REGARDING PARK, RECREATI~, FIRE STATION AND PUBLIC LIBRARY SITES IN WESTBOROUGH~". Roll call vote was as follows: Ayes, Councilmen Patrick E. ~Ahern, Andrew Rocca, G. J. Rozzi, and Frank Bertucelli. Noes, Councilman Emilio Cortesi. Absent, none. City Attorney Noonan then stated that the ordinance on She an- nexation of Westborough was now read,v for second reading and :adoption and that a motion was in order that au ordinance en- titled: "AN ORDINANCE APPROVING THE ANNEXATION OF CERTAIN UNINHABITED TERRITORY DESIGNATED ~WESTBOROUGH ANNEXATION~ TO iTHE CITY OF SOUTH SAN FRANCISCO" have its second reading and as part of the second reading and adoption that it be read in Lis entirety. Councilman Rocca so n~oved, seconded by COuncil- man Bertucelli and regularly carried. Councilman Cortesi voted "'No". The ordinance was then read in its eatirety by City Clerk Rodondi, Director of Public Works Goss and City Manager Aiello. Roll call vote was as follows: Ayes, Councilmen Patrick E. Aheru, Andrew Rocca, G. J. Rozzi, and Frank Bertucelli.~ Noes, Councilman Emilio Cortesi. Absent, none. :Council next took up the matter of Use Permit Resolution No. L639 as applied for by Pete Karavolos, requesting permission ~o erect a second single family dwelling facing on 2nd Lane at ~839 Baden Avenue iu an R-2District, which was received from ~he Planning Commission with a recommendation that it be denied. .Councilman Rozzi moved, seconded by Councilman Bertucelli and regularly carried, that the Karavolos Use Permit be granted on ohe following terms and conditions which are set forth in the Inter-Office Memorandum dated October 24, 1963, from the Plan- .uing Commission: 2. Plans be revised when submitted for building permit to show a 20' setback from 2nd Lane. Variance application be filed for a 4'6" encroachment into required 20' rear yard. . Building plans be submitted to the Architectural Committee prior to issuing a building perm. it. The house number (address) be o~ Baden Avenue for the home on the rear rather than 2nd Lane. Plan for entire lot showing remcval of existing building to be carried out in a period ncr to exceed five yeiars after completion of rear buildirg. A complete set icl plans for future addition be submitted to Architectural Committee for approval prior to issuance of a building permit. 487 WESTBOROUGH -- LAND ACKNOWLEDGMENT: DISCUSSION -- WEED CHARGES: DISCUSSION -- WESTBOROUGH LAND/ SEWAGE: AD JOURNMENT: Mayor Aheru at this time expressed hYs thanks to the Westborough developers for the land to be used for Park, Library, and Fire Station sites. There being nothing further, Mayor Ahem asked if any member of the Council had anything they wished to offer under Good and Welfare. Councilman Cortesi commented on a tax bill received by a Mr. Colombo of this City which showed charges for weed cutting. Ke further commented that Mr. Colombo informed him that.he cut his own weeds and that this charge should not have teen,made. Discussion followed, at which time the tax bill was given to the City Manager with a request that he check into the matter. There being nothing further, Mayor Ahem asked if anyone in the audience had anything they wished to offer. Mr. D. W. Ratto registered another protest ou the annexation of Westborough. Mr. Ratto commented on the conference meetings of the previous week but that it still did not disclose full in- formation. He further commented on ~he sites for Library, Park &nd Fire Station, but that there were no figures on the cost involved. Discussion followed ou the disposal of the sewage from the West- borough Subdivision as well as to the money which the Calleus iu their first annexation request were going to pay to the City, to which Mayor Ahem replied that at that time the developers were going to pay for the plant enlargement to accomodate the increased sewage but that since the annexation did not take place and development occurred in the County, the developers provided pumping facilities to pump ~he sewage up over the hill into the North County Sanitation District. Since the sewage was being disposed of in this manner it was not being dumped into City lines. Further discussion followed, after w~ich Councilman Rozzi moved, ~econded by Councilman Bertucelli and regularly carried, that the meeting be adjourned to Monday, November 4, 196B, at 8:00 p.m. Time of adjournment: 8:14 p.m. RESPECTFULLY SUBMITTED, APPROVED:
