AWARD Ok' CON'IttACT FIRST FLOOR CENTRAL FIRE Mayor Ahern declared the Public Heaving opened on the rezoning of a parcel at Mission Road and Chestnut Avenue belonging to Mr. Anthony T. Lizzio, asking if ann written protests had been received, to which the City Clerk replied none had been received by his office. He then asked if anyone in the audienc® wished to register an oral protest. There being none, Mayor Ahem de- clared the Public Hearing closed. Mayor Ahem declared the Public Hearing opened on the Baden Crossing Lot AnueEation, asking if any written protests had been received, to which the City Clerk replied none had been received by his office. He then asked if anyone in the audience wished to register au oral protest. There being none, and no objections being registered, Mayor Aheru continued the. Public Hearing. Mayor Ahem proclaimed the week of November 17th through Novem- ber 2~th, 1963, as "LOCAL GOVERNMENTWEEK" iu the Cityof South San Francisco. ~ Inter-Office Memorandum dated October 23, 1963, received from the Director of Public Works submitting the plans, speCificatiOns and cost estimate for construction of storm drain in Seuth Linden Avenue between Victory Avenue and South Canal Street. City Attorney Noonan explained the first resolution ready for Council action, after which Councilnan Bertucelli introduced: "A RESOLUTION OF THE CITY COUNCIL O? THE CITY OF SOUTH!SAN FRAN- CISCO APPROVING PLANS AND SPECIFICATIONS AUTHORIZING TEE WORK AND CALLING FOR BIDS ON THE IMPROVEMENT OF LINDEN AVENUE STORM DRAIN". There being no objections, Mayor Ahem continued this resolu- tion to the next regular meeting of the Council. City Attorney Noonan explained the next resolution ready for Council action, after which Councilman Rozzi introduced: "A RESOLUTION OF THE CITY COUNCIL OF TEE CITY OF SOUTH SAN FRAN- CISCO AUTHORIZING THE EXECUTION OF AN AGREEMENT PROVIDiNG FOR THE EXCHANGE OF PARCELS OF LAND BETWEEN THE CITY AND SOUTH SAN FRANCISCO SCAVENGER COMPANY". The next item for Council's attention was a resolution concern- iug Rider No. 5 with the Travelers 2usurance Company. Council- man Rocca asked as to what this concerned, to which the City Manager replied this concerned a ra~e increase which Council had previously authorized. Councilman Rocca then remarked that this confirmed previous Council actuou, to which City Eauager Aiello replied that this was correco. Councilman Rocca then introduced: "A RESOLUTION AUTHORIZZNG APPROVAL OF RIDER NO. 5 TO THE TRAVELERS INSURANCE COMPANY GROUP ACCIDENT AND SICKNESS POLICY NO. GA-378620A". Roll call vote was as follows: Ayes, Councilmen Patrick E. Aheru, Emilio Cortesi, Andrew Rocca, G. J. Rozzi, and Frank Bertucelli. Noes, none. Absent, none. Bids received for the painting of the first floor of Central Fire Station were declared by the City Manager. Inter-Office Memorandum dated October 29, 1963, received from Fire Chief Marchi recommending award of contract for painting the first floor of Central Fire Station to Elwood Stopper. City Attorne~ Noonan then explained the next resolution, after which Councilman Rozzi introduced. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO ORDERING TEE FILING OF AN AMENDED ASSESSMENT SOUTH SAN FRANCISCO INDUSTRIAL PARK 2-C, ZONE 3". Roll call vote was as follows: Ayes, Councilmen Patrick E. Aheru, Emilio Cortesi, Andrew Rocca, G. J. Rozzi, andlFrauk Bertucelli. Noes, none. Absent, none. City Attorney Noonan explained the next resolution, after which Councilman Bertucelli introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO ESTABLISHING CERTAIN TRAFFIC REGULATIONS IN ACCORDANCE WITH AND FOR ORDINANCE NO. ~91". Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahem, Emilio Cortesi, Andrew Rocca, G. J. Rozzi, andiFrank Bertucelli. Noes, none. Absent, ~one. Although not appearing as au item on the agenda, City. Attorney Noouan explained the ordinance which had been prepared for Council's attention and was ready for its first reading and in- troduction. He stated that a motion could be adopted by Council that reading of the ordinance in its entirety be waived and that it have its first reading and introduction by the readiu~ of title only. NO. 1654: SANITARY SEWER -- HOLY CROSS CEMETERY: ~lthough not appearing as au item ou the agenda, City Attorney ¥oonau explained the ordinance which had been prepared for Council's attention and was ready for its first reading and Introduction. He stated that a motion could be adopted by Council that reading of the ordinance in its entirety be waived and that it have its first reading and introduction by the read- ing of title only. Councilman Bertucelli so moved, seconded by Councilman Rozzi and regularly carried. City Attorney Noonau ~heu stated that a motion could be adopted that an ordinance ntitled: "AN ORDINANCE-OF THE CITY OF SOUTH SAN FRANC-SC0 STABLISHING CERTAIN TRAFFIC REGULATIONS IN ACCORDANCE WITH AND FOR ORDINANCE NO. 491" be introduced, reading in its entirety having been duly waived. Council next took up the matter of U~e Permit Resolution No. ~654 as applied for by Paul Lunardi, requesting permission to Permit dancing at restaurant and cocxtail lounge at ll4~ Mission Road, which was continued from the last meeting. Chris Michaels stated he was associated with the applicant and Wished to say that this was not au application for a Dance Hall as shown iu the newspaper articles, ~ut a request to allow ~aucing iu connection with the restaaraut facilities. He fur- ~bher commented that it would be in tae same order as the Brent- Wood Lodge. He also remarked that ha had a petition signed by ~OO people who favored the granting of the permit. Mr. Paul Sudin stated that he lived adjacent to the applicant's iplace of business, that his peace, quiet and sleep had been ~disturbed by persons fighting and those who were in au intoxi- cated condition using vile and vulgar language. He also stated '~hat the police had to be called ou numerous occasions because of these disturbances. iHarry Smith, a resident of Sunshlue Gardens, presented Council ~with the petition of those persons ~o favored the gran!ting of ~he dance permit. ~Tony Montoya spoke against the granting of the dance permit, istatiug that he was speaking as a resident of the neighborhood. iHe commented on the previous problems which had been encountered land those that would be created by the granting of a dance per- 'mit. He suggested that those persons who spoke ou the iissue iideutify themselves as to whether or not they were property :owners and residents of the area. ~Discussion followed, at which time Mayor Ahem asked M~. Michaels ~ow many of the residents living behind the applicant'sl place of business signed the petition to which he replied three or four. 3ouucilmau Rocca suggested a continuance of two weeks on the .matter during which time Council could make its own stUdy. Mr. Paul Lunardi, the applicant, cor~euted on the amount of in- vestment which he made iu the improvement of the premises, that what he was requesting was the same thing that exists in other establishments already. There being no objections, Mayor Aheru continued the matter for two weeks during which Council could make its study of the matter. Letter dated September 13, 1963, was received from the~Towu of Colma with a request for permission to connect to exis$iug sanitary sewer service for Holy Cross Cemetery. Inter-Office Memorandum dated October 24, 1963, received from the City Manager recommending permission be granted. Councilman Rozzi moved, seconded by Councilman Bertucelli and regularly carried, that permission as requested be gra~ted and the City Attorney instructed to prepare the necessary Contract document for execution covering all of the City's requirements. 49 TIME EXTENSION -- PUMP STATION NO. 4: GEORGE M. Councilman Bertucelli moved, seconded by Councilman RoCca and regularly carried, that the recommendation of the DireCtor of Public Works be approved, and extension as requested granted. VARIANCE Resolution No. 1659 was received from the Planning Commission recommending permission be granted for the request to eliminate 15 foot required rear yard to provide for!reloca- tion of buildings at 214-220 East Grand Avenue. Councilman Rozzi moved, seconded by Councilman Bertucelli and regularly carried, that the recommendation of the Planning Commission be approved and accepted. VARIANCE Resolution No. 1660 was received from the Planning Commission recommending permission be granted for the request to encroach 6 feet 6 inches into required 15 foot fron~t yard to expand existing garage and maintain present building line at 9 Del Paso Drive. Councilman Rozzi moved, seconded by Councilman Bertucelli and regularly carried, that the recommendation of the Planning Commission be approved and accepted. VARIANCE Resolution No. 1661 was received from the Planning Commission recommending permission be granted for the request to encroach 7½ feet into required 20 foot rear yard for addi- tion to home at 700 Keats Avenue, subject to the condition that garage doors be installed facing the street ou proposed car- port. Councilman Rozzi moved, seconded by Councilman Bertucelli and regularly carried, that the recommendation of the Planning Commission be approved and accepted. VARIANCE Resolution No. 1662 was received from the Planning Commission recommending permission be granted for the request to eliminate the 15 foot required meat yard ou Lot ll,.. Block ll, South San Francisco Industrial Park, Unit No. 2-B -- Harris Avenue near Lawrence Avenue, subject to the condition that when future addition is built, adequate parking w~ll have to be provided as required by ordir~nce. Councilman Rozzi moved, seconded by Councilman Bertucelli and regularly carried, that the recommendation of the Planning Commission be approved and accepted. USE PERMIT Resolution No. 1663 was received from the Planning Commission recommending permission be granted for the request to store flammable materials and manufacture paint on Lot 5, Block l, Liudenville Industrial Patak (Victory Avenue), subject to the condition that the building be constructed according to the recommendations of the Fire Department. Councilman Rozzi moved, seconded by Councilman Bertucelli and regularly carried, that the recommendation of the Planining Commission be approved and accepted. Inter-Office Memorandum dated 0cto~er 30, 1963, received from the Planning Officer recommending permission be granteid for the resubdivision request of Utah Construction & Mining Co. to resubdivide Lots 10 and 11, Block ~1, South San FrancZsco In- dustrial Park, Unit No. 2-B. Councilman Rozzi moved, seconded b2 Councilman Bertucelli and regularly carried, that the recommendation of the Planning Commission be approved and accepted. Inter-Office Memorandum dated October 28, 1963, received from the Director of Public Works concerning the resurfaci~g of Chestnut Avenue from Miller Avenue to Park Way School ~entrance. Councilman Rocca asked the Director of Public Works if this change order concerned work.to be done by L. C. Smith id Co., to which he replied that it did. Mr. Rocca then requested that the record show that he abstained from voting ou the w~tter. Councilman Rozzi then moved, seconded by Councilman Bertucelli and regularly carried, that the recommendation of the iDirector of Public Works be approved and accepted and Change 0~der No. 1 be authorized. 1963 SANITARY SEWER PROJECT -- CHANGE ORDER NO. 1: EXTENSION OF TIME - MARINA FUEL DOCK: SIDEWALK INSTALLATION CAMARITAS/HICKEY: MONTHLY REPORTS: GOOD AND WELFARE: BOYS l CLUB ACKNOWLEDGMENT: DISCUSSION -- DANCE PERMITS: AD JOURNMENT: Inter-D~fice Memorandum dated October 28, 1963, received from the Director of Public Works recommending approval for Change Order No. I for the 1963 Sanitary S~wer Project. Director of Public Works Goss explained the Change Order, after which Councilman Rocca moved, seconded by Councilman Bertucelli and regularly carried, that the recommendation of the Director of Public Works be approved and accepted and Change Order No. 1 authorized. Letter dated October 28, 1963, received from Standard 0il Com- pany of California requesting an extension of time on the in- stallation of the fuel dock at Oyster Point Marina. Councilman Bertucelli moved, seconded by Councilman Rocca and regularly carried, that au extension of 15 days' time from November 5, 1963, be approved~and granted. The next item to come before Council was the proposed installa- tion of sidewalk on Camaritas Avenue from Hickey BouleVard to the existing sidewalk, approximately 500 feet in distance. Councilman Bertucelli moved, seconded by Councilman RoZzi and regularly carried, that the Director of Public Works be auth- orized to call for informal bids. Monthly reports were received as follows: Parking District No. I - July, August and September, 1963 County of San Mateo Dept. of Public Health and Welfare - Housing Survey - July, August and September, 1963 County of San Mateo Dept. of Public Health and Welfare - Sanitation Section - September, 1963. There being no objections, Mayor Ahem ordered the reports accepted and placed ou file. There being nothing further, Mayor Ahem asked if any member of the Council had anything they wished to offer under :Good and Welfare. Councilman Bertucelli, speaking iu behalf of the Boys' ~Club, thanked the Department heads and City employees for their assistance iu the recent fund raising festival. There being nothing further from aul member of the Council, .Mayor Ahem asked if any person in the audience had anything they wished to offer. Mr. A. Montoya suggested au ordinance be enacted to handle the matter of dance permit requests rather~ than for the matter to be handled in the manner in which it is 'oresently being done. 'Harry Smith, a resident of Sunshine Gardens, spoke in favor of .~he granting of the dance permit to the applicant, Paul Luuardi.
