Ahgrn at 8:02 p.m. I Pledge of Allegiance bo the Flag was recited, after which the invocation was given by Reverend Norman Hugh Barbour of St. Elizabeth's Episcopal Church. , Present: Absent: Councilmen Patrick E. Ahe~n, Emilio Cortesi, iAndrew Rocca, G. J. Rozzi, and Frank Bertucelli. None. Mayor Ahem asked if there was a motion approvinz the minutes of the regular meeting of November 18, 19~3. - Councilman Rocca moved, seconded by Councilman Bertucelli and regularly carried, that the minutes of the regular meeting of No~ember 18, 1963, be approved as sabmitted. Mayor Ahem then asked if there was a motion approving the regular claims as submitted for payment. Councilman R0zzi moved, seconded by Councilman Rocca and regularly carried, that the regular claims totaling $14,385.56 be approved for payment. Mayor Ahem then asked if there was a motion approving Parking District No. 1 claims as submitted for payment, i Councilman Rocca moved, seconded by Councilman Bertuceilli and regularly carried, that the claims as submitted for Parking District No. l, totaling $35.13, be approved for payme!nt. City of South San Francisco Municipal Improvement Bonds of 1963 -- Construction Fund Claims: i (a) A. Councilman Bertucelli moved, seconded by Councilman Rocca and regularly carried, that the claims &s submitted for the South San Francisco Marina be approved for payment. The next matter to come before Council was the continued Public Hearing ou the Baden Crossing Lot Annexation. There being no objections, Mayor Aborn continued the Public Hearing to the next regular meeting. Mayor Ahem declared the Public Hearing opened on the Need Abatement Program, asking if any protests had been received, to which the City Clerk replied uo written protests had been received by his office. The Mayor Then asked if anyone present iu the audience wished to register an oral protest. There be- lug none, Mayor Ahem declared the ~ublic Hearing closed. Mayor Aheru declared the Public Hea?ing opened on the Devincenzi Annexation, asking if any written p?otests had been received, to which the City Clerk replied none had been received!by his office. He then asked if anyone present in the audienCe had any protest they wished to register. No oral protests~were registered. There being no objections, Mayor Ahem ordered the Public Hearing continued to the next regular meeting. Mayor Aheru declared the Public Hearing opened on the General Plan for the City of South San Francisco, asking if any written protests had been received, to which the City Clerk relplied a telegram had been received from the Tauforau Co., Inc. through their attorneys, Heller, Ehrman, White and McAuliffe, register- lug objections on the best use of their property. The City Clerk read the telegram iu full. Mayor Aheru then asked if .anyone wished to register an oral protest. No oral protests were regis- tered. Mayor Ahem at this time called on George Mader of Spangle and Associates to give au explanation of the General Plan. Mr. Mader explained in detail the General Plan Program, the new subdivision ordinance and zoning o~diuauce, which were prepared iu form for review. He explained ~he length of time that the General Plan has been under study, its purposes, and the develop- ment of the central ]~usiuess area. He further commented on the long range planning for the future development of the city. He commented ou all future laud usages iu the city as well. Mr. Mader then went on to explain ~he major commercial centers, industrial, commercial, airport, Government centers, and recre- ation developments. He then explained school developments, highways and their inter-connecting streets and the need for the parallel expressways to carry .~eav~ traffic across town to the freeways. The development of areas to the West of Junipero Serra Highwa~ were also explained iu detail, as well as major improYemeut of the downtown area on Grand Avenue. After Mr. Mader's detailed explanation of the General Plan, Mayor Aheru thanked Mr. Mader for his presentation a~d thanked the members of the Planning Commission for their effort and time in preparing this plan. There being no objections from the audience and no further com- ment, Mayor Aheru declared the Public Hearing closed. City Attorney Noonan explained the first resolution ready for Council action, after which Couucdlman Rozzi introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRAN- CISCO APPROVING THE REPORT TO THE WATER POLLUTION CONTROL BOARD". RESOLUTION NO. 3823 WEED REM'OVAL CHARGES: ~00~ RESOLUTION -- REPAINTING AND REPAIRING CITY HALL: RESOLUTION NO. 3824 AWARD- OF CONTRACT LINDEN AVENUE STORM DRAIN: RESOLUTION -- DEVINCENZI ANNEXATION: RESOLUTION NO. 3823 ADOFT±ON OF GENERAL PLAN: RESOLUTION NO. 3826 IN MEMORIAL -- PRESIDENT JOHN F. GUS NICqLOPULOS/ POLICE DEPT./OTHERS -- POLICE ATHLETIC LEAGUE: City Attorney Noonan explained the next resolution, after which Councilman Bertucelli introduced: 'A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO CONFIRMING THE REPORT OF SUPERINTENDENT OF STRERTS AS TO CHARGES FOR REMOVING WEEDS". Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahem, Emilio Cortesi, Andrew Rocca, G. J. Rozzi, and Frank Bertucelli. Noes, none. Absent, none. The next item for the attention of Council was the compilation of bids received for the repaiuting and repairin~ of City Hall exterior. Mayor Ahem commented that the bids received were 15% over the amount budgeted. Councilman Rocca commented that since there was a wide variance on the bids and some misunderstanding in the minds of the bidders, he moved, seconded by Councilman Bertucelli and regularly carried, that the City reject!all bids received and call for new bids, and that the resolution entitled "A RESOLUTION OF AWARD OF CONTRACT -- REPAINTING AND REPAIRING CITY HALL" not be acted ou at this ~ime. Inter-Office Memorandum dated Novemoer 26, 1963, received from the Director of Public Works submitting compilation of bids re- ceived for the Linden Avenue Storm Drain. Director of Public Works Goss explained the Bids received and recommended the award be given to the low bidder, The Lowrie Paving Company. city Attorney Noonan then explained the resolution which had been prepared, after which Councilman Rocca introduced~: "A RESOLUTION OF AWARD OF CONTRACT -- LINDEN AVENUE STORM DRAIN". Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahem, Emilio Cortesi, Andrew Rocca, G. J. Rozzi, and Frank Bertucelli. Noes, none. Absent, none. The next item for Council's attention was a resolution entitled: "A RESOLUTION OF THE CITY COUNCIL CF THE CITY OF souTH SAN FRANCISCO DECLARING THAT A MAJORITY PROTEST HAS NOT BEENMADE IN THE gEVINCENZI TERRITORY~ ANNEXATION". City Attorney Noonan remarked that it would be well if the City could annex the whole area rather ~hau a parcel at this time. Mayor Ahem stated that if there were no objections, the matter would be continued to the next regular meetiu_~. No objections were registered. City Attorney Noonan explained the next resolution, after which Councilman Rozzi introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO ADOPTING THE GENERAL PLAN OF THE CITY OF SOUTH SAN FRANCISCO". Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahem, Emilio Cortesi, Andrew Rocca, G. J. Rozzi, and Frank Bertucelli. Noes, none. Absent, none. The City Attorney explained the next resolution which had been prepared, after which Councilman Bertucelli introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRAN- CISCO EXPRESSING CONDOLENCES TO THE FAMILY OF PRESIDENT JOHN F. KENNEDY". Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahem, Emilio Cortesi, Andrew Rocca, G. J. Rozzi, and. F~ank Bertucelli. Noes, none. Absent, .~one. City Attorney Noonan explained the next resolution, after which Councilman Rozzi introduced: "A P~ESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO COMMENDING SERGEANT GUS. J. NICOLOPULOS, THE MEMBERS OF THE SCUTH SAN FRANCISCO POLICE DE- PARTMENT AND THE PARENTS AND SUPPCRTERS OF THE POLICE! ATHLETIC LEAGUE". Roll call vote was as follows: Ayes, Councilmen Patr!ick E. Councilman Rozzi at this time consratulated and commended Ser- geant Nicolopulos of the Police Department for the leadership in this project, for his untirin~ efforts in keeping !the active pro,ram and for the devotion of his off hours from dUty to this project. He then :filed this petition with the City, after which he explained the resolution which had beenAPrepared, ou the matter. Councilman 'Rocca then introduced: RESOLUTION OF THE CITY CoUNCIL OF THE CITY OF SOUTH SAN FRANCISCO REFERRING TO THE PLANNING COM- MISSION IN ACCORDANCE WITH GOVERNMEHT CODE SECTION 35108, THE REQUEST FOR CONSENT TO COMMENCE ANNEXATION PROCEEDINGS FOR THE INHABITED PORTION OF WESTBOROUGH". City Attorney Noonau then explained the next resolution, after which Councilman Bertucelli introduced: "A RESOLUTION AUTHOR- IZING THE FILING OF A NOTICE OF INTS~NTION TO ANNEX WIT~ THE LOCAL AGENCY FORMATION COMMISSION OF SAN MATE0 COUNTY". The next item to come before Council was the 2nd readiu~ and adoption of au ordinance entitled: "AN ORDINANCE OF TH~ CITY OF SOUTH SAN FRANCISCO ESTABLISHING CERTAIN TRAFFIC REGULA- TIONS IN ACCORDANCE WITH AND FOR ORDINANCE NO. 491". City Attorney Noonan remarked that if there were no objections, he would like the ordinance continued to the next regular meet- lug. There being uo objections, Mayor Aheru so ordege~. The next item for Council attentio~ was an ordinance entitled: "AN ORDINANCE APPROVING THE ANNEXA~ION OF CERTAIN UNINF~ABITED TERRITORY DESIGNATED ~DEVINCENZI TERRITORY ANNEXATION~ TO THE CITY OF SOUTH SAN FRANCISCO", for 1st reading and introduction. City Attorney Noonan commented that it would be well to con- tiuue this item so that the annexation of the whole area could be considered. There being uo objections, Ma~or Ahem so ordered. Council next took up the matter of Resolution No. 1628 of the Planning Commission entitled: "A F~SOLUTION OF TEE PLANNING COMMISSION OF THE CITY OF SOUTH S~I FRANCISCO RECOMMENDING TO THE CITY COUNCIL DENIAL OF THE AMENDMENT PETITION OF JAMES S. PETTY TO REZONE LOT 20, BLOCK 76, SOUTH SAN FRANCISCOiPLAT NO. I FROM AN R-2 DISTRICT TO AN R-3 DISTRICT". Councilman Rozzi moved, seconded bu Councilman Bertucelli and regularly carried, that the recommendation of the Planning Commission be approved and accepted, and in addition that at the time the Use or Zoning Map is adopted, this matter be re- ferred back to the Planning Commission for reconsideration. Letter dated November 2~, 1963, was received from the. San Mateo County Board of Supervisors requesting a representatiVe of the City Council for appointment to th~ Greater Highways Committee. There being no objections, Mayor Ahem requested the letter be acknowledged, advising that au appointment would be made. Letter dated November 14, 1963, was received from the Camp Fire Girls Golden Gate Council, requesting permission to conduct their annual Candy Sale iu South San Francisco from January 31st through Februar~ 2~d, 1964. Councilman Rocca moved, seconded t~ Councilman Rozzi and reg- ularly carried, that permission as requested be apprOved. Letter dated November 30, 1963, received from the Merchants of South San ~aucisco requesting use of the corner of Maple and Grand Avenues, ou city property, for a Santa Claus building. Councilman Rozzi moved, seconded by Councilman Cortesi and reg- ularly carried, that permission as requested be approved. USE PERMIT Resolution No. 1666 was received from the Planning Commission recommending permission be granted for the request to renew Use Permit No. 1551 for a sign advertising sale of property located 300 feet north of the northwest corner of E1 Camiuo Real and Count~ Club Drive with the condition the per- mit be for cue year with the privilege of applying to the Plan- ning Commission for extension. Councilman Rocca moved, seconded oy Councilman BertuCelli and reEularl~ carried, that the recommendation of the Planning Commission be approved and accepted. TIME EXTENSION - PUMP STATION NO. 4: MONTHLY REPORTS: DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL: GOOD AND WELFARE: DISCUSSION -- SSF MARINA: AD JOURNME NT: Letter, undated, received from Dean C. Buehler, Inc. request- ing a 30-day extension of time for completion of Contract for Modifications to Sewage Pumping Station No. 4. It was recom- mended by the Director of Public Works permission be granted. Councilman Rozzi moved, seconded by Councilman Rocca and reg- ularly carried, that the recommendation of the Director of Public Works be approved and accep:ed and a BO-day extension of time be granted. Monthly Report for the month of 0c:ober, 1963, was received from: County of San Mateo Departmenv of Public Health and Welfare - Sanitation Sectuou. There being no objections, Mayor Aheru ordered the report accepted and placed on file. The following application was receuved from the Department of Alcoholic Beverage Control: Kenneth G. Ekstrom and Alice Ekstrom for on-sale general for bona fide public eating place for 751 Club, 751 Airport Boulevard. There being no objections, Mayor Ahem ordered the report filed. There being nothing further, Mayor Ahem asked if any member of the Council had anything they wished to offer under Good and Welfare. Councilman Rocca commented on the Marina, remarking on the enlargement of facilities which was taking place, the increased number of boats which were berthing there now, and urging all those who had not seen it to pay it a visit. There being%nothing further, Mayor Aheru asked if anyone pres- eut iu the audience had anything they wished to offer.
