Councilman Bertucelli moved, seconded by Councilman Rocca and regularly carrie~, that the minutes of the regular meeting of February 17, 196~, be approved as submitted. Mayor Ahem then asked if there was a motion approving the regular claims as submitted for payment. Councilman Rocca moved, seconded by Councilman Bertucelli and regularly carried, that the regular claims totaling $53,675.81 be approved for payment. Mayor Ahem then asked if there was ~ motion approving Parking District No. 1 claims as submitted for payment. Councilman Rocca moved, seconded by .~ouncilman Bertucelli and regularly carried, that the claims as submitted for Parking District No. 1, totaling $1,385.81, '~e approved for payment. USE PERMIT Resolution No. 1687 was received from the Planning Commissiou with the request of Imperial "400" Motel to erect niue situs: (1) cue pole sign 105 sq. ft. ou Bayshore Freeway; (2) cue pole sign 105 sq. ft. on South Airport Boulevard; (3) cue 37.5 sq. ft. facia sigu; (~) six circular situs totaliug 27 sq. ft. The Planning Commission finds that further study is required on the pole sign 105 sq. ft. in area faciug Bayshore Freeway and the six circular signs totaling 27 sq. ft. faciug Airport Boulevard. Also, that the establishment or mainteuauce of the use for which application is made for the pole sigu ou Airport Boulevard, having a total area of 105 sq. ft. aud the facia sigu on Airport Boulevard, having a total area of 37.5 sq. ft. would uot be injurious to property or improvements. Inter-Office Memorandum dated February 26, 1964, received from the Director of Public Works recommending final acceptance of improvements done by Lowrie Paving Company on the City !Hall Parking Lot and authorization for filing Notice of Completion and final payment less 10% retention for B5 days after!date of acceptance. Councilman Rocca moved, seconded bi Councilman Bertuce'lli and regularly carried, that the recommendation of the Director of Public Works be approved and accepted and Change Order No. 8 authorized. ' Compilation of bids received for oll distributor for Use of the Street Department. City Manager Aiello declared the bids received, recommending award to the low bidder, after which Councilman Bertucelli moved, seconded by Councilman Rocce and regularly carried, that award be made to Spears-Well~:Machinery as the lowest bidder. Compilation of bids received for a B-wheel gasoline car for use by the Park Department. City Manager Aiello declared the bids received, recomnendlng award to the low bidder, after which Councilman Bertucelli moved, seconded by Councilman Rocca and regularly carried, that the award be made to Hu-Cat Electric Car Co. as the lowest bid- der. Monthly Report for January, 1964, Nas received from the san Marco county Department of Public ~ealth and Welfare , Sanita- t&on Section. There being no objections, Mayor Ahem ordered the report ac- cepted and placed on file. DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL: GOOD AND WELFARE: DISCUSSION -- RE. CLOSING HUNTERIS POINT SHIPYARD: DISCUSSION -- WINSTON MANOR NO. 2: FORNESI USE PERMIT: Notice of Withdrawal of Application for Simon Patrick and Walter Lappert at ll - 13 Camaritas Avenue for Off-SaleGeu- eral was received from the Departmeu: of Alcoholic Beverage Control. There being no objections, Mayor Ahem ordered the report filed. There being nothing further, Mayor Ahem asked if any member of ~he Council had anything they wished to offer. Councilman Bertucelli commented that during the past few weeks he had been contacted concerning the Hunter's Point Shipyard. He stated that there had been some discussion about the~ removal of the Shipyard from San Francisco and felt sure that the city of san Francisco was doing all in its power to prevent !such a ~hing happening. He also stated that the City of Sout~ San F~au- cisco was concerned because of the importance of this shipyard ~o the economy of the Bay Area and slso because it concerned a large number of our residents who are employed there. He then moved, seconded by Councilman Rocca and regularly carried, that :he City communicate with Mayor Shelley and offer the City's assistance in Mayor Shelley's efforts to keep the shipyard iu San Francisco. There being nothing further, from ary member of the Council, Mayor Ahem asked if any member of the audience had anything they wished to offer. ~r. Siacotos, president of the Winston Manor Homeowners Asso- ciation, brought to Council attention the matter of wa~er pond- lng to the rear of their residential section, remarking that it ~as about one acre in size. He further commented thatlit would present a mosquito problem and asked the City Manager and the Director of Public Works for assistance. City Manager,Aiello stated that this was a de-silting basin for storm waters so that the mud can be kept back to prevent the plugging of drains. Both the City Manager and Director of Public Werks commented that they would watch the de-silting and as soon as the rainy season was over they would make sure that the excess water was drained. Mr. Siacotos then thanked Council for the erection of She new speed limit signs and the excellent police coverage, sSating the difference had already been noted. He asked if any figures had been received on the overpass to whuch Mayor Aheru replied the cost factors had been obtained for ohe overpass built at Hilton Avenue and also the cue ou Hillside Boulevard. Mayor Aheru also mentioned that all the surveys such as the Police Department pedestrian check and radar survey had not as yet been Completed. He also stated that Assemblyman Ryau promised to take ~hatever action necessary on the State level. ' Thomas Finnerty of 221 Clifden Drive expressed his thanks to the Police Chief for his enforcement work and commented on, an article covering Juuipero Serra Highway which had appeared iu Sunday's Examiner. He likewise thanked the ~ouncil for their work. Mr. Finuerty at this time asked the May~r if he had received any re- ply to his letter to Dr. Nielsen of the School Distric~ iu which he requested that school buses go i~to the tract to pick up the children rather than have them go i~to the highway area. Mayor Aheru replied he had not as yet had a reply. Mr. Finnerty also expressed this thanks to Assemblyman Ryan for his quick action in ~ettin~ the shrubbery cut and ~he chanme to a lower speed limit iu the area. Mrs. Helen Kruse then asked the Police Chief how many men were on his force, the number to each skirt, whether the pa!trol cars were manned by one or two officers, and whether or not! he felt he had enough manpower. She further commented that it~ was her feeling that more police officers should be provided. Thomas McQuade discussed the planned Mother's March and asked if it was necessary to impress ou State officials the ueeid for crossiu~ protection, to which the Police Chief suggested this be discussed with his office to avoid any violations of the vehicle code. He also suggested that the residents await the iresults of the survey presently under way. There belu~ nothing further, City t~ttorney Noonan commented that while the ~ublic hearlug on the Foruesi Use Permit had been closed earlier iu the meeting uo action had been taken by COuncil. He mentioned that the Planning Commission had disapproved the matter as a non-conforming use with a recommendation that the filing fee be refunded to the applucant. He then discussed the course of action which Council could follow. EXTENSION OF HICKEY BLVD. -- EAST/WEST LATERAL: AD JOURNMENT: Further discussion followed, at which time the owner, Basil Fornesi, spoke in his own behalf. Ha mentioned that the for- net owner had conducted card games ih this same place of busi- ness. After discussion, and there being no objections, the Ciity Attor- ney was instructed to look into all the details by Mayor Ahem. He further remarked that while the public hearing couldi not be continued Council determination could be continued peudlug the ~eport from the City Attorney. ~ Mayor Aheru at this time introduced Mr. James Fitzgerald, Chair- man of the County Board of Supervisors, who asked to speak to ~he Council. Mr. Fitzgerald commented that there was a time element which existed ou the extension of the East-West! lateral of Hickey Boulevard and that he was present this eveni~ to re- quest the City's contribution of $5C,000.00, which was I~0% of ~he County's share of $500,000.00. ' .Mayor Aheru remarked that a study meeting had been scheiduled after tonight's adjournment and if he wished he could ~ttend and speak to the Council. This was agreeable to Mr. F~tzgerald.
