HomeMy WebLinkAboutMinutes 1964-05-25ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO HELD MONDAY, MAY 25, 1964 TIME: PLACE: CALL TO ORDER: ROLL CALL: SAN MATE0 COUNTY TRAFFIC SAFETY COMMISSION: APPEARANGE -- COUNCILMAN CORTESI: PUBLIC HEARING -- WESTBOROUGH NEIGHBORHOOD 18: 8:00 p.m. Council Study Room, City Hall The meeting was called to order by ~ayor Patrick E. Ahem at 8:00 p.m. Present: Absent: Councilmen Patrick E. Ahem, Frank Bertucelli, Andrew Rocca, and Guido J. Rozzi. Councilman Emilio Cortesi. Mayor Ahem at this time called on Mrs. Kopfmann of 285 Alta Vista Drive, commenting that she hsd a matter that she; wished to bring to the attention of the Ccuncil this evening, Mrs. Kopfmann at this time introduced Mr. John Hall, District Manager, and Mr. Archie Oldsfield, both of whom were from the San Marco County Traffic Safety Commission. Councilman Emilio Cortesi appeared present at 8:02 p.m. and re- mained for the duration of the meeting. Mr. Hall commented that he was prezent this evening to ask for financial support in the work of the San Marco County iTraffic Commission and also to answer any questions there might be con- ceruiug the work of this organization. He explained the nature of this Commission's work stating that a portion of its support comes from local agencies as well &s industry within the area. He remarked that their request for contribution from South San Francisco amounted to two cents (2~) per capita. He further re- marked that in other cities within the County the per lcapita figure was much higher. He concluded his remarks by Saying he was hopeful that Council would contribute to this Commission. Mr. Oldsfield stated that it was t~ir wish to set up,an organ- ization as soon as possible. He further stated that at this time the cities of San Marco and Half Moon Bay had already!agreed to Join. Iu answer to Councilman Rocca's question, Mr. 01dsfield explained how the organization functioned, as well asthe number of members on the executive committee, numbering five at this time, and further explained how the appointments to the Board of Directors is made. Mr. Hall explained that strong busuness leaders are usually ap- pointed to the Board of Directors and that their organization's program was to reduce accidents through a safety program using training film and the like. In answer to Mayor Ahernts question, Mr. 01dsfield stated that at this time there are only two paid employees; an executive manager and a secretary. Mayor Ahem then asked as to the percentage in- dustry would pay toward this program to which Mr. Hall replied about 50%. Further discussion followed, after which Mayor Ahem thanked Mr. Hall and Mr. 0idsfield, commenting that Council wouldltake their request under consideration and stAdy. Mayor Ahem at this time declared the Public Hearing opened on the rezoning of Westborough Neighborhood 18, asking if any writ- ten protests had been received, to which the City Clerk replied none had been received by his office. He then asked if there were any oral protests. None were registered. City Manager Aiello stated that Mr. Ron Calhoun of the Westbor- ough Homes was present to answer ~y questions that COuncil might have. Lengthy discussion followed, at which time the!following spoke on the matter: Councilman Bertucelli voiced objection to the 26 footiroadway, stating it was his understanding that this was also objected to by the Police Department, Fire Department and the City Engineer. He suggested the addition of 10 feet from either side of the green area in order to obtain a B6 foot wide street. Mr. Calhoun commented that to lessen the green area w!ould make it uuusuable and explained that from the architect's idrawings the 26 foot cul-de-sac street was only to service 20 homes. Councilman Bertucelli remarked on the traffic problem that would exist by visitors iu the neighborhood. Councilman COrtesi stated that he felt the street should be uo narrower than 34 feet. PUBLIC HEARING -- WESTBOROUGH NEIGHBORHOOD 18: ( CONTINUED ) RESOLUTION NO. W.:ST PAsK REZON1NG APPROVAL - WE S TBOROUG H: RESOLUTION NO. 5960 AUTHORIZING SIGNATURE CIVIL DEFENSE: ORDINANCE -- REZONING WESTBOROUGH NEIGHBORHOOD 18: SUMMONS FOR DAMAGES - MARIE SMITH: SCAVENGER AGREEMENT: Mayor Ahem stated that these were not through streets but were merely to service the residences i~ the area. Mrs. Anita Robertson, Planning Officer, stated that to increase the size from 26 feet would encourage parking on the sltreet it- self. She further remarked that the whole plan of a planned com- munity was to develop a green area. In answer to Councilman Rocca's question, Mr. Calhoun !gave the number of dwellings to be built on each cul-de-sac. He likewise stated that it was correct that there was to be no parking on the street with the exception of delivery trucks making delivery of goods. Mr. Calhoun also explained the adequacy of parking in the driveways, parking pa~$ and adjacent parking spaces tlo each cul- de-sac. Fire Chief Marchi stated he opposed a 26 foot wide street since he needed more room to properly operate his fire equiP~gent. He likewise mentioned that it would be difficult for the ~Council to control other developments on 26 foot wide streets. Mayor Ahem stated that the developer, in his mind, was trying to develop something better for the City and that if it Were a mat- ter of economy on the part of the developer he would then oppose the width of the street. Councilman Rozzi remarked that this type of development was some- thing new for everyone in the City; that the City should gear itself to this type of thing or forget it, and that there were such developments iu other parts of the Peninsula with much nar- rower streets and with no problem as concerned safety lequipmeut. Further discussion followed concerning the width of the street, the development of the green area, and the adequacy of additional parking, after which City Attorney Noonan stated that a resolu- tion for Council adoption had been prepared and explained the resolution. Councilman Rozzi then introduced a resolution entitled: "CITY COIFNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA -- A RESOLUTION APPROVING THE RECOMMEND~TIONS AND REPORT OF THE PLAN- NING COMMISSION REZONING WEST PARK - A PORTION OF wESTBOROUGH PLANNED COMMUNITY DISTRICT OR P.C. DISTRICT AND ORDERiNG ENDORSE- MENTS AFFIXED TO SAID REPORT AND RECOMMENDATIONS". Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahem, Andrew Rocca, and Guido J. Rozzi. Noes, Councilmen FmankBertu- celli and Emilio Cortesi, Absent, none. City Attorney Noonan explained the next resolution which had been prepared, after which Councilman Bertucelli introduced: "CITY COUNCIL, CITY OF SOUTH SAN FRANCIS)0, STATE OF CALIFORNIA -- RESOLUTION AUTHORIZING SIGNATURE IN FEDERAL CONTRIBUTIONS PROGRAM FOR CIVIL DEFENSE EQUIPMENT". Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahem, Frank Bertucelli, Emilio Cortesi, Andrew Rocca, and GUido J. Rozzi. Noes, none. Absent, none. At the request of the City Attorney and there being no objections, Mayor Aheru continued the matter of the ordinance entitled: "AN ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO AMENDING THE ZONING ORDINANCE TO REZONE A CERTAIN PARCEL DESIGNATED NEIGHBORHOOD 18 ON THE MASTER PLAN WHICH IS A PORTION OF THE WESTBOROUGH AREA" over for one week iu order that tbs City Attorney's office could prepare it for further Council action. The matter of Summons and Complaint for Damages against the City of South San Francisco and others as filed by Marie Smith alleg- ing injuries as a result of a fall suffered June 21, ~963, was at this time brought to the atteutio~ of the City Council. City Attorney Noonau stated that no Council action was necessary but that this was merely for their information. Councilman Cortesi stated that Mr. Sherman, an attorney at law, was to have been present this evening to speak iu behalf of the South San Francisco Scavenger Company and that he hadi been asked to convey this message. City Manager Aiello explained the problem which existed in the dump area and the action which was to have been take~ by the Scavengers pursuant to the terms of the Agreement an~ was re- questing permission to negotiate with a contractor tC have the work performed. SCAVENGER AGREEMENT: ( CONTINUED ) GOOD AND WELFARE: SOUTHWOOD COMMERCIAL TRACT -- DISCUSSION/ SUNDBERG APARTMENTS: AD JOURNMENT: Councilman Rocca moved, seconded by Councilman Bertucelli and regularly carried, that the City Manager be authorized to nego- tiate with contractors to perform under the specifications for the operation of fill and cover for the dump area. There being nothing further, Mayor Ahem asked if any imember of the Council had anything they wished to offer under GOod and Welfare. Councilman Bertucelli brought to Council's attention the matter of an apartment building which had been constructed aG Orange Avenue and A Street by Mr. Sundberg, and which was later sold to Mrs. Stagnaro. He remarked that the item was still pending before Council and that the owner could not obtain occupancy be- cause of certain architectural recommendations from the Planning Commission which the owner felt was not her obligation. Discussion followed, after which Councilman Bertucelli moved, seconded by Councilman Rozzi and regularly carried, that the City Manager meet with the department heads couceruedland the Planning Officer iu an attempt to obtain a modified plan and conclude the matter.
