The meeting was called to order by Mayor Patrick E. Ahem at 8:03 p.m.i
Pledge of Allegiance to the Flag was recited, after which the invocation was
given by Reverend S. Milton 3arratt of Parkwood Community Methodist C~urch.
Present:

City Clerk Rodondi requested the minutes of the meeting of September 8, 1964,
concerning the claim of Glanville Construction Company dated Septembe~ 1st show
the approval in the amount of $62,273.80 instead of $52,956.60.
Councilman Rozzi so moved, seconded by Councilman Bertucelli and regularly
carried. /
Mayor Aborn at this time asked if there was a motion approving the minutes of
the regular meeting of October 19, 1964.

Councilman Rocca moved, seconded by Councilman Bertucelli and regularly carried,
that the minutes of the regular meeting of Octcber 19, 1964, be approved as sub-
mitted.
Mayor Ahem then asked if there was a motion approving the regular claims as
submitted for payment.
Councilman Rozzi moved, seconded by Councilman Bertucelli and regulariy carried,
that the regular claims totaling $43,795.61 be approved for payment. .
Mayor Ahem then asked if there was a motion approving the claims for Parking
District No. 1 as submitted for payment.
Councilman Rocca moved, seconded by Councilman Bertucelli and regularly carried,
that the claims as submitted for Parking Distr~ct No. 1, totaling $39.51, be
approved for payment.
Butler Road Assessment District Claim:
The Lowrie Paving Co., Inc. claim dated October 28, 1964, in the~amount of
$35,696.91 for Progress Billing No. 2 ontthe Butler Road Improvement Project.
Councilman Rozzi moved, seconded by Councilman Bertucelli and regularly carried,
that the claim as submitted for the Butler Roa¢ Assessment District be approved
for payment. ~
City of South San Francisco Municipal Improvement Bonds of 1963 - Construction
Fund Claims:
(a) Glanville Construction Company claim datec October 27, 1964, in ~he amount
of $100.00 for installation of light at San Mateo Avenue Sewage ~umping
Station.
(b) M & K Corporation claim dated October 21, 1964, in the amount of $1,179.00
for drainage at City property, South Airport Boulevard. '
(c) M & K Corporation claim dated October 21, 1964, in the amount of $114.00
for grading rough road at Sewer Disposal Plant.
Councilman Bertucelli moved, seconded by Councilmsm~Rozzi and regularly carried,
that the claims as submitted for the City of South San Francisco Municipal Im-
provement Bonds of 1963 - Construction Fund be approved for payment.
Mayor Ahem declared the Public Hearing opened on the Solomon-Mabie Annexation
(as authorized by Resolution No. 4055 adopted September 21, 1964), asking if any
written protests had been received, to]~hich the City Clerk replied none had been
received by his office. Mayor Ahern then~iaske¢ if anyone present in the audience
wished to register an oral protest. There beiag none, Mayor Ahem continued the
Public Hearing pendin9 receipt of the Capacity Interest Document.
City Attorney Noonan explained the first resolution ready for Council

No objections being registered, Mayor Ahem deferred the first readiu9 and intro-

At the request of Cabot, Cabot & Forbes, Mayor Ahem deferred this ma~ter to the

Communication dated October 22, 1964, received from the Chairman of the San Mateo
County Board of Supervisors requesting Council to adjourn its meeting to November
6th ~t 9:00 a.m. for a symposium on city-county government problems. .
Councilman Rocca moved, seconded by Councilman Bertucelli and regularly carried,
that the request as made be approved and the meeting be adjourned to the date
and time requested.
VARIANCE Resolution No. 1789 received from the Planning Commission recommending
pernission be granted for the request for a 5 foot encroachment into required
15 foot front yard and a 10 foot encroachment ~nto required 20 foot rear yard at
501 Eucalyptus Avenue in an R-1 district.
Councilman Rozzi moved, seconded by Councilman Bertucelli and regularly
carried,
that the recommendation of the Planning Commission be approved and acGepted.
VARIANCE Resolution No. 1790 received from the Planning Commission recommending
permission be granted for the request for a variance to permit a 3 foot separa-
tion between buildings in a rear yard for a lar.ai instead of required 10 foot
separation at 2525 Ardee Lane, Westborough, in an R-1 district~
Councilman Rozzi moved, seconded by Councilman Bertucelli and regularly carried,
that the recommendation of the Planning Commission be approved and accepted.
VARIANCE Resolution No. 1791 received from the Planning Commission recommending
permission be granted for the request for a variance to permit an 8 foot fence
instead of permitted 6 foot fence in rear yard at 6 Elkwood Drive in an R-1 dis-
trict. '
Councilman Rozzi moved, seconded hy Councilman Bertucelli and regularly carried,

VARIANCE Resolution No. 1792 received from the Planning Commission recommending
pezmission he granted for the request for a variance to permit a 2 foot encroach-
mert into side yard at 410 Del Monte Drive in an R-1 district.
Councilman Rozzi moved, seconded by Councilman Bertucelli and regularly carried,
that the recommendation of the Planning Commission be approved and accepted.
VARIANCE Resolution No. 1793 received from the Planning Commission.recommending
permission be granted for the request for a variance to permit construction of a
5 foot fence in side yard rather than permitted 3 foot fence at 215 Lomitas Avenue
in an R-1 district.
Courcilman Rozzi moved, seconded by Councilman Bertucelli and regularly carried,
that the recommendation of the Planning Commission be approved and accepted.

per~ission be granted for the request for a variance to permit a 5 foot fence
instead of a 3 foot fence into part of required 15 foot front yard at 568 Grand
Avenue in an R-3 district.

US2 PERMIT Resolution No. 1797 received from t~e Planning Commission recommend-
ing permission be granted for the request to erect a sign over 100 sq. ft. in
area on southerly side of Mission Road opposite Holly Avenue in a "U" district.
Councilman Rozzi moved, seconded by Councilman Bertucelli and regularly carried,
than the recommendation of the Planning Commission be approved and accepted.
Inner-Office Memorandum dated November 6, 1964, received from the Planning Com-
mission concerning the Solomon-Mabie Annexation (Country Club Park), forwarding
a favorable report regarding the annexation. They recommended fees to cover the
costs of installing a fire hydrant, alarm box and any other special improvements
necessary or other appropriate agreement the Council feels necessary. They fur-
ther made recommendations concerning the annexation of the remaining areas in
the Country Club Subdivision. i
Also, Inter-Office Memorandum dated September 23, 1964, received fro~. the Direc-
tor of Public Works submitting Capacity Interest Charges on the proposed Solomon-
Ma ~ie Annexation.
Councilman Rozzi asked if by the acceptance of this memorandum wouldiit have any
effect on their earlier action of continuance, to which the City Attdrney replied
it '#ould not. ~
Councilman Rozzi moved, seconded by Councilmar. Bertucelli and regularly carried,
that the recommendation of the Planning Commission be approved and accepted.
Inter-Office Memorandum dated November 6, 196L, from the Planning Co~mission
recommending approval for the request to amenc Use Permit Resolution No. 1720 to
allow an 8 foot 3 inch distance between buildings instead of 10 feet as sho~n on
the original plan~
Councilman Rozzi moved, seconded by Councilman Bertudelli and regularly carried,
that the recommendation of the Planning Commission be approved and a~cepted.
Inter-Office Memorandum dated October 16, 196L, received from the SuPerintendent
of Public Works submittin9 compilation of bids for a 3-cubic yard street sweeper.
City Manager Aiello declared the bids receivec, after which Councilman Rocca moved,
seconded by Councilman Cortesi and regularly carried, that the recommendation of
t~e Superintendent of Public Works be approvec and accepted, and award made to
Western Traction Company.
Irter-Office Memorandum dated October 28, 196~, received from the Director of Pub-
lic Works recommending issuance of a purchase order to The Lowrie Paving Co., Inc.
fcr the Healy Tibbitts Access Road.
City Attorney Noonan suggested that the matter be divided into two parts; first,
the introduction of the resolution, and then Zhe adoption of a motio~ after ex-
planation of the resolution by the City Attorney. Councilman Rozzi zhen intro-
duced a resolution entitled: "CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE
O~ CALIFORNIA - A RESOLUTION AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH HEALY-
TIRBITTS - ACCESS ROAD".
Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern, F~ank Bertucelli,
Emilio Cortesi, Andrew Rocca, and Guido J. Rozzi. Noes, none. Absent, none.
C~ty Attorney Noonan then suggested the following motion: Moved tha$ upon the
execution of the Agreement authorization be made to The Lowrie Pavin$ Co., Inc.
Councilman Rozzi so moved, seconded by Councilman Bertucelli and regularly carried.

The followin9 application was received from the Department of AlcohOlic Beverage
Control:
Application filed by Lucky Stores, Irc. for Off Sale
General at N/W corner of ~estbo~ough Boulevard and
Oakmont Drive.
Colonel Rhea of 2525 Ardee Lane, an officer of the Westborough Homeowners Improve-
mert Association, asked concerning the location given on the application. He
ststed that he wondered if this was the proper location inasmuch as this was an
undeveloped area.
Discussion followed, at which time the City Manager commented that these items
came through as routine and that they only gave a tentative location. Colonel
Rhe~ commented that he was of the opinion this was not a commercial area.
PoLice Chief Fabbri remarked this license was one of twenty granted t~rough a
recent drawing, that it was necessary to set uo a tentative location ~nd fulfill
this location within two years, relocate or lose the license.
No further discussion took place and Mayor Ahem ordered the report placed on
file.
Mayor Ahem at this time offered for Council confirmation the appointment of Nello
Lazzari to the Planning CommisSion to fill the vacancy of Peter Marti~ez, who had
resigned.
Councilman Rozzi moved, seconded by Councilman Ber%ucelli and regular.ily carried,
th~ the appointment by the Mayor be confirmed.
There being nothing further, Mayor Ahem asked if any member of the ~ouncil had
anything they wished to offer under Good and ~elfare. ,

Rocca urged everyone to express their individual rights b~ voting in
~he National election the following day.~,
Ma¥~r Ahem at this time called on Dr. G~witz of the North County Mental Health
Center, present in the audience, who explained that their facilities were to
sezve the cities of South San Francisco, Daly City and Pacifica. He introduced
~rs. Marjorie Zicowitz who was to be assigned to South San Francisco. He at this
time expressed appreciation to the City Council for their support to this program
and remarked that this was the first such venture in the County. He explained
t~e program which was to be established, the staff who were to handle the cases,
and the local services which were to be proviced for the community needs. He
comcluded by stating that the opening of the office was scheduled for December
lC, 1964.
Mayor Ahem then asked if any member of the audience had anything they wished to
offer. There being none, Mayor Ahem briefly commented on the passing of Miss
R%s Clifford. He remarked that the City had Lost one of its finest persons and
co~ented on her work~ not only as a former school teacher but on her many years
of service to the City and the entire communiiy through her work as a Library
Board member. He stated the meeting this evei~9' would be adjourned in her mem-
ory and asked for a moment of silence on her passing. ,

was adjourned to Wednesday, November 4, 1964, at 7:30 p.m.
