Ahem at 8s00 p.m. Pledge of Allegiance to the Flag was recited, after which the invocation was ~tven by Reverend Robert A. Lundy of St. Paul's Methodist Church. Present~ Absent~ Councilmen Patrick E. Ahern, Frank Bertucelli, Emilio Cortesi, Andrew Rocca, and Guido J. Rozzi. None. ~;yor Ahern at this time made presentation of service pins to those en~loyees of the City who had been employed for ten, fifteen and twenty-five years. They were as follows= Jim Keane, Police Department - 10 Years Dick Williams, Fire Department - lO Years Bill Fraumeni, Fire Department - 25 Years Joe Park, Fire Department - 15 Years Art Johnson, Street Department - 25 Years. After oresentation, Mayor Ahem, on behalf of himself and members of the City Council, congratulated those employees for their years of faithful service to the City. k[yor Ahern at this time asked if there was a motion approving the minutes of the adjourned regular meeting of December 14, 1964, and the regular meeting of December 21, 1964. Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that the minutes of the adjourned regular meeting of December 14, 1964, and the regular meeting of December 21, 1964, be approved as submitted. Mayor Ahern then asked if there was a motion approving the regular claims as s[bmitted for payment. Councilman Rocca moved, seconded by Councilman Bertucelli and regularly carried, that the regular claims totaling $20,669.19 be approved for payment. Bttler Road Assessment District Claims The Lowrie Paving Co. claim dated December 31, 1964, in the amount of $21,449.58 for Progress Billing No. 4 for work performed to December 31, 1964 - Butler Road Improvement Project. Councilman Bertucellt moved, seconded by Cou lctlman Rozzi and regularly carried, that the claim as submitted for Butler Road Assessment District be approved for payment. C&bot, Cabot & Forbes Industrial Park, Unit No. I Claim= Robert S. Cooper & Associates claim dated December 28, 1964, in the amount of $3,789.96 for Progress Payment through December 18, 1964. Councilman Rocca moved, seconded by Councilman Bertucelli and regularly carried, that the claim as submitted for Cabot, Cabot & Forbes Industrial Park, Unit No. ]. he approved for payment. Eayor Ahern declared the Public Hearing opem~d on the Industrial Sewers and Pimping Stations amended assessment, asking if any written protests had been received, to which the City Clerk replied no~e had been received by his office. kayor Ahern then asked if anyone wished to register an oral protest. There be- Jr.g none, Mayor Ahem declared the Public Hearing closed. City Attorney Noonan requested an order of the chair to have the records show that the Engineer's report had bean filed wi;h the City Clerk and that also the waiver and consent of the property-owner had likewise been filed. There being ro objections, the Mayor so ordered. City Attorney Noonan explained the first resolution which had been prepared for Council's attention, after which Councilman Rozzi introduced~ "A RESOLUTION CONFIRMING AMENDED ASSESSMENT - INDUSTRIAL SiWERS AND PUMPING STATIONS". Roll call vote was as follows= Ayes, Councilmen Patrick E. Ahern, Frank Bertucelli, Emilio Corte$i, Andrew Rocca, and Guido J. Rozzi. ~oes, none. Absent, none. RESOLUTION NO. 4119 INTERNATIONAL LIVINGs RESOLUTION -- POLICEMEN/FIREMEN STATE RNPLOY~ S' RETIREMENT SYSTEM: RESOLUTION NO. 4120 ESTABLISHING GRADING AREA - ARTHUR HASKINS: ORDINANCE -- Ai~NDI NG ORDINANCE 297 - SIZE AND SHAPE OF LOTS.' 2nd Reading/Adoption ORDINANCE -- AMENDING ORDINANCE NO. 297 - ESTABLISHING STREET STANDARDS~ 1st Reading/Introduction VALLEY PARK CENTER CITY PARK FUNDS.' MAGLIOCCO-GOMEZ AMENDMENT PETITION P.C.-RESO. NO. 1798.' City Attorney Noonan explained the next resolution, after which Councilman Rocca introduced.' "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO ~XPRESSING APPRECIATION TO 'THE EXPERIMENT IN INTERNATIONAL LIVING' AND WELCOMING T~OSE PARTICIPATING IN THE HONE STAY PROGRA~ IN SOUTH SAN FRANCISCO". Roll call vote was as follows= Ayes, Councilmen Patrick E. Ahem, Frank Bertucelli, Emilio Cortesi, Andrew Rocca, ard Guido J. Rozzi. ~oes, none. Absent, none. ~ayor Ahern commended those families who sponsored the program and who had the foreign exchange students live with them during their stay in the United States. ;te remarked that if more people became interested in such a program there would be closer relationship among nations. City Attorney Noonan next explained a resolution entitled.' "CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA - RESOLUTION OF INTENTION TO A~PROVR .~ AMENDMENT TO CONTRACT BETW£E~THE BOARD CF ADMINISTRATION OF THE STATE ~LOY£RS' RETIREMENT SYSTEM AND THE CITY COUNCIL". This resolution was continued at the request of the City Manager. Grading Permit Application received from Arthur Haskins, Inc. for the prooerty of Fred and Florence Ferrando to fill tide lots 1, 2, 5, 6, 7 and 8 with rock aqd earth fill under supervision of Woodwar¢-C1yde-Sherard & Associates to eleva- tion 9 for future use as industrial property. I~ter-Office Memorandum dated December 22, 1964, from Director of Public Works recommending granting of the permit, subject to 13 conditions. .;ity Attorney Noonan commented that pursuant to the discussion of Council ear- lier a resolution could be adopted establishing the oroject and providing for t~e filing of re~rts prior to the issuance of a Grading Permit. He then ex- 3[ained the resolution, after which Councilman Rocca introduced~ "CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA - A RESOLUTION ESTABLISHING A GRADING AREA AND DECI;ARING THE COUNCIL'S INTENTION TO GRANT A GRADING PERMIT". Roll call vote was as follows~ Ayes, Councilmen Patrick E. Ahem, Frank 3ertucellt, Emilio Cortesi, Andrew Rocca, amd Guido J. Rozzi. Noes, none. Absent, none. The next item for Council attention was the second reading and adoption of the ordinance entitled~ "AN ORDINANCE AMENDING ORDINANCE 297, AS AMENDED, ENTITLED 'AN ORDINANCE ESTABLISHING SUBDIVISION REGULATIONS FOR THE CITY OF SOOTH SAN FRANCISCO' ADOPTED ON NAY 8, 1960". ,3:lty Attorney Noonan commented that the ordinance had been referred to the Plan- ~:lng Department for a report and that if Council wished the second reading and adootion of the ordinance could be continue¢. No objections having been registered, Mayor Ahem continued the item for further $=udy with the Planning Commission. The next item for Council attention was the first reading and introduction of a ~ ordinance entitled.' "AN ORDINANCE AMENDING ORDINANCE NO. 297, AS AMENDED, ~NTITLED 'AN ORDINANCE ESTABLISHING SUBDIVISION REGULATIONS FOR THE CITY OF ~]UTH SAN FRANCISCO' ADOPTED MAY 8, 1960". There being no objections registered, Mayor Ahern continued the item for further s;udy by the Council. 7O3 NOTICE OF HEARING - AMENDMENT OF ZONING ORDINANCE - WESTBOROUGH UNIT NO. 3~ TEMPORARY HAUL ROAD CABOT, CABOT & FORBES RECLAMATION SITE~ FINAL ACCEPTANCE SUNSHINE GARDENS NO. ll~ 534- WATER POLLUTION CONTROL BOARD REPORT~ RESOLUTION NO. 4121 AWARD OF CONTRACT - STEAM GENERATOR SEWAGE TREATMENT'PLANT~ MONTHLY REPORTS~ GOOD AND WELFARE~ ADJOURNMENT~ While not appearing as an item on the agenda, Council at this time took up the hatter of the Notice of Hearing for the amendment of Zoning Ordinance entitled" "AMENDMENT OF ZONING ORDINANCE REZONING TO SINGLE FAMILY RESIDENTIAL DISTRICT iR-1 DISTRICT) THE PARCEL KNOWN AS WESTBOROUGH UNIT NO. 3 TRACT 817, INCLUDING PARCEL F BUT EXCLUDING PARCEL E". After brief discussion, and there being no o~jections, Mayor Ahem set the Pub- 'lc Hearing for February 1, 1965. Letter dated December 21, 1964, received fro~ Wilsey, Ham & Blair requesting )ermission to enter upon lands of the City of South San Francisco for a tem- 3orary haul road for Cabot, Cabot & Forbes reclamation site. Accompanied by Inter-Office Memorandum dated December 23, 1964, from Director of Public Works recommending permission be granted. Councilman Rozzi moved, seconded by Counciln~n Rocca and regularly carried, =hat the recoa~nendation of the Director of P~bltc Works be approved and ac- cepted. Letter dated December 16, 1964, received fron the Pacific Coast Construction Company requesting final acceptance of Sunshine Gardens No. 11. Accompanied by Inter-Office Memorandum dated December 21, 1964, from Director of Public Works recommending acceptance. Councilman Bertucelli moved, seconded by Cou3cilman Rozzi and regularly carried, ;hat the recommendation of the Director of P~blic Works be approved and accepted. A report was received from the Director of PJblic Works concerning the progress report for the Water Pollution Control Board. City Manager Aiello commented that the report was one which was submitted every ;hree months to the Water Pollution Cont~el Board setting forth the' progress =hat the City made. He further commented that the project was 100~ complete and that the City, so far as they were concerned, were in total compliance. Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, =hat the report he approved and accepted and ordered filed. Znter-Office Memorandum dated January 4, 1965, from the Director of Public Works submitting compilation of bids received for installation of steam generator and appurtenances at the Sewage Treatment Plant, as follows= Schlegel Mechanical Contractors $35,327.00 D. I. Chadbourne $36,610.00 Redwood Plumbing Company, Inc. $38,174.00 S & Q Construction Company $46,445.00 Director of Public Works Goss recommended award to Schlegel Mechanical Company as the iow bidder. Councilman Rocca then introduced the resolution entitled= "CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA - A RESOLUTION OF AWARD OF CONTRACT iNSTALLATION OF STEAM GENERATOR AND APPURTENANCES - SEWAGE TREATMENT PLANT". Roll call vote was as follows~ Ayes, Councilmen Patrick E. Ahern, Frank Bertucelli, Emilio Cortesi, Andrew Rocca, and Guido J. Rozzi. Noes, none. Absent, none. Monthly Reports were received from the following= Peninsula Humane Society - August, 1964 San Mateo County Department of ~ublic Health & Welfare, Sanitation Section - November, 1964. There being no objections, Mayor Ahern ordered the reports accepted and placed on file. There being nothing further, Mayor Ahern asked if any member of the City Council had anything they wished to offer under Good and Welfare. There being none, he =hen asked if anyone in the audience had any=hing they wished to offer. Nothing was offered from the audience. Councilman Rocca then moved, seconded by Councilman Rozzi and regularly carried, =t,at the meeting be adjourned to Monday, January 18, 1965, at 8~00 p.m. Time of adjournment~ 8=20 o.m.
