Pledge of Allegiance to the Flag was recited, after which the invocation was given
by Reverend Martin L. Wyneken of First Lutheran Church.

Mayor Ahem at this time asked if there was a motion approving the minutes of the
regular meeting of March 1, 1965.
Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that
the minutes of the regular meeting of March 1, 1965, be approved as submitted.
Mayor Ahern then asked if there was a motion approving the regular claims as sub-
mitted for payment.
Councilman Rocca moved, seconded by Councilman Bertucelli and regularly carried,
~hat the regular claims totaling $48,793.76 be approved for payment.
Mayor Ahem then asked if there was a motioq approving the claims for Parking Dis-
~rict No. 1 as submitted for pay~nent.
Councilman Bertucelli moved, seconded by Coancilman Rozzi and regularly carried,
5hat the claims for Parking District No. 1, totaling $1,306.17, be approved for
payment.
3utler Road Assessment District Claim:
Wilsey, Ham & Blair claim dated February 23, 1965, in the amount of $538.86
for Title investigation and Random Traverse (in the field) in order to estab-
lish monuments - Butler Road.
Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that
~he claim as submitted for the Butler Road Assessment District be approved for
oayment.
Cabot, Cabot & Forbes Industrial Park, Unit No. 1 Claim:
Robert S. Cooper & Associates claim dated February 24, 1965, in the amount of
$3,132.10 for inspection of site gradiqg and trench backfill through February
12, 1965.
Councilman Bertucelli moved, seconded by Councilman Rocca and regularly carried,
~hat the claim as submitted for Cabot, Cabot & Forbes Industrial Park, Unit No. 1
be approved for payment.
City of South San Francisco Municipal Improvement Bonds of 1963 - Construction

Schlegel Mechanical Contractors claim dated February 24, 1965, in the amount
of $19,076.58 for work performed at Sewage Treatment Plant ($17,168.92 to be

Councilman Rocca asked Director of Public Works Goss if all bills Were in order
for payment to which Mr. Goss replied he ha~ checked them all and they were in or-
der for payment at this time.
Councilman Rocca then moved, seconded by Coancilman Bertucelli and regularly car-
=ied, that the claims as submitted for the 3ity of South San Francisco Municipal
improvement Bonds of 1963 - Construction Fund be approved for payment.
Kennedy Electric Company Progress Billing No. 1 for fire alarm system work per-
formed in the below listed Assessment Districts, for which each is to be billed
as follows:
South San Francisco Industrial Park, Unit No. 2-A - $785.28, for which the Utah
Construction Company is to be billed.
South San Francisco Industrial Park, Unit No. 2-C, Zone 2 - $190.92
South San Francisco Industrial Park, Unit No. 2-C, Zone 3 - $2,805.70.
Butler Road Improvement District - $1,974.30.
Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that
%he claims of the Kennedy Electric Company for the above listed Assessment Dis-
%ricts be approved for payment.
The next item for Council attention was the continued Public Hearing on the AMEND-
.MENT OF ZONING ORDINANCE REZONING TO SINGLE FAMILY RESIDENTIAL DISTRICT (R-1 DIS-
TRICT) THE 'PARCEL KNOWN AS WESTBOROUGH UNII NO. 3, TRACT 817, INCLUDING PARCEL F
3UT EXCLUDING PARCEL E.
There being no objections registered, Mayor Ahern deferred this matter to the next
regular meeting.
City Attorney Noonan explained the first resolution, remarking that upon the execu-
tion by Swift & Company and Cabot, Cabot & Forbes Industrial Properties, it would
ce in order for the City to execute the Agreement. Councilman Rocca then intro-
duced "A RESOLUTION AUTHORIZING EXECUTION CF AGREEMENT - CABOT, CABOT & FORBES IN-
DUSTRIAL PARK, UNIT NO. 1".

City Attorney Noonan then explained the resolution which had been prepared, after
which Councilman Rocca introduced: "CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO,

City Attorney Noonan explained the next resolution, after which Councilman Rozzi

The next item for Council's attention was a Proclamation designating the week of
March 21 through March 27, 1965, as "EASTER SEAL WEEK".
The Mayor so proclaimed.
City Attorney Noonan suggested a motion to the City Council to comply with Section
50022.3 Government Code. Councilman Rocca moved that the Ordinance be read and
5he title of the codes be adopted thereby and the titles of the secondary codes
~herein adopted by reference be read, and t%at said reading shall constitute the
first reading and introduction of said Ordinance and that a Public Hearing be set
for the 5th day of April, 1965. The motion was seconded by Councilman Bertucelli
and regularly carried.
Thereupon, the City Attorney, in accordance with the motion and instructions, read

City Attorney Noonan explained the Ordinance which was ready for second reading and
adoption, stating that a motion could be acopted by Council if they so desired that
reading of the Ordinance in its entirety be waived and that it be passed and adopted

JOLLY KING REAL ESTATE FOR A PLANNED UNIT IN WESTBOROUGH UNIT NO. 5 IN AN R-3 DIS-
URICT". (Accompanied by the Planning Officer's Report and Inter-Office Memorandum
from the Planning Commission advising of mocion and acceptance of Findings of Fact.)
City Attorney Noonan explained the resolutign which had been prepared, after which
Councilman Rozzi introduced~ "CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF
CALIFORNIA - A RESOLUTION GRANTING THE USE PERMIT RECON~ENDED BY PLANNING CONt~IS-
SION RESOLUTION NO. 1843 - WESTBOROUGH UNIT NO. 5".

The next item for Council's attention was Use Permit Resolution No. 1853 - SHELL OIL
COMPANY - recommending permission be granted for the request to install flammable
igasoline) tanks in an M-2-H area - Belle Air Tract, Assessor's No- 15-180-02, sub-
ject to conditions 1 through 12 inclusive as attached to said resolution.
City Attorney Noonan commented that at the last meeting this matter had been dis-
cussed and held over pending the review of conditions 1 and 2 of the Use Permit,
after which he suggested a form of motion to the City Council.
Councilman Rocca then moved, seconded by Coancilman Rozzi and regularly carried,
chat:
Conditions 1 and 2 of the Use Permit recommended by the Planning Commission in
its Resolution No. 1853, adopted February 8, 1965, be amended to read as fol-
lows:
1. Should a license be granted for the construction and installation of a
pipeline, then a detailed profile of the proposed pipeline in 'the vicinity of
San Bruno slough shall be submitted showing the existing underwater elevation
of bay mud. The location and depth of the pipeline shall be such as not to
interfere with the dredging of the existing ship channel which has been par-
tially filled with silt and mud, or with the proposed construction of the re-
located channel by Utah Construction and Mining Co. and Arthur Haskins.
2. Should a license be granted to construct and install the pipeline, then be-
fore a license is granted, copies of easements granting permission to construct
the pipeline across private property shall be submitted and filed with this
Permit.

This Use Permit shall stand issued and approved on the terms and conditions set
forth in the Planning Commission's recommendation with the amendments of Condi-
tions 1 and 2 as hereinbefore stated upon applicant's filing with City a hold-
harmless and indemnity agreement indemnifying City, its officers, agents and
employees from any claims of damage growing out of the construction, installa-
tion and maintenance of the gasoline anc oil storage facilities at said site.
Letter dated February 23, 1965, received from Thomas L. Bocci requesting a permit
for the South San Francisco Rod and Gun Club to engage in trap shoots on the Healy-
Tibbitts property, adjacent to its club house facilities.
T~ere being no objections, Mayor Ahern referred this matter to the Planning Commis-
sion for review of the permit.

from Floyd A. Demanes, attorney for applicart, requesting an appeal of the Planning

~ayor Ahern stated that if there were no obfections from the applicant or Mr. Floyd
Demanes, their attorney, the matter could be scheduled for a study meeting with the
$ouncil. Mr. Demanes, present, stated that he had no objections to such a meeting
aqd requested he be notified at such time as it was scheduled.
VARIANCE Resolution No. 1855 received from ~he Planning Commission recommending
permission be granted for the request to allow 43% lot coverage instead of the per-
mitred 40~ to construct a 15 foot by 28 foo~ addition to the home at 331 Newman
Drive.

JSE PERMIT Resolution No. 1856 received from the Planning Commission recommending
permission be granted to permit the construction of a White Front retail store in a
PCM district, on the southeast corner of H1Camino Real and Spruce Avenue, subject
to conditions 1 through 8 attached to said resolution.

permission be granted to construct an additional 64 units to existing International
Inn at 326 South Airport Boulevard in an M-2-H district, subject to the condition
that one fire hydrant be installed as approved by the Fire Chief.
Accompanied by a communication dated February 26, 1965, from Robert M. Sherman &
Associates, representing Ken Royce, requesting permission to be heard concerning
the Use Permit. Also accompanied by a letter dated March 1, 1965, from the law
office of Reisch & Sherman, representing Marc Senaldi, adjacent property owner,
appealing the decision of the Planning Commission; and letter dated March 2, 1965,
from Reisch & Sherman withdrawing their protest since an agreement had been reached.

permission be granted to permit an R-3 use fn an Unclassified District to allow
construction of apartments - 52 units - Lots 4 and 5, Block A, on Alida Street,
subject to the following conditions: (1) The balconies shown on original plans be
installed (plan filed with City Clerk); (2~ Conditions set forth and attached to
said resolution in memorandum of the Director of Public Works, dated 3anuary 14,
1965, be complied with; (3) Conditions set forth in Fire Chief's memorandum dated
February 23, 1965, be complied with. (Above-mentioned memorandums accompanied

Zity Attorney Noonan commented that the letter received from the Unified School Dis-
trict concerning this matter did not request or require approval of the City Council
and that it would therefor be iR order for Council to file the communication as re-
ceived. There being no objections, Mayor ALern so ordered. No action was likewise
taken on the Planning Commission resolution.

Councilman Bertucelli reported the removal of a street sign at the Magnolia Avenue
and Palm Avenue intersection by persons unknown and having been deposited against
a fence on vacant property owned by the San Francisco Water Department, in the
Parkway Terrace Subdivision.
City Manager Aiello remarked that the matter would be attended to in the morning.
Councilman Cortesi reported excessive speeding in the vicinity of 4th Lane, to
which Police Chief Fabbri stated that he world take care of the matter.
There being nothing further, Mayor Ahem asked if any member of the audience wished
to offer anything under Good and Welfare.
A1 Martin asked concerning the application of Mr. and Mrs. Borserio who requested
p~rmission to construct a second dwelling or a parcel of property owned by them,
to which Mayor Ahem replied that this was scheduled for the meeting of April 5th.
