Present: ArDsent: Councilmen Frank Bertucelli, Emilio Cortesi, Andrew Rocca and Guido 3. Rozzi Patrick E. Ahern City Attorney Noonan remarked that he had prepared a Resolution of Notice to be forwarded to the persons presently doing highway construction work in the vicinity of Clay Avenue in Winston Manor. He explained the resolution and its notice after which Councilman Rocca introduced: "A RESOLUTION ORDERING NOTICES TO STATE OF CALIFORNIA (DIVISION OF HIGHWAYS), CONTRACTORS, CITY OF DALY CITY, AND DEVELOPERS REGARDING STORM WATER AND DRAINAGE CONTROL." Roll call vote was as follows: Ayes, Councilmen Frank Bertucelli, Emilio Cortesi, Andrew Rocca and Guido 3. Rozzi. Noes, none. Absent, Patrick E. Ahern. Discussion followed at which time the matters of notices to be sent out, silt retention, basins, drainage of waters, routes of water flow and development of neighboring residential properties was discussed in detail. Councilman Ahern appeared present at 7:27 p.m. and remained for the duration of the meeting. Councilman Ahem discussed the matter of beautifying the open Colma Creek by planting, thereby making additional recreatioo area use. City Attorney Noonan next explained a resolution which had been prepared by the law office of Wilson, Jones, Morton and Lynch in behalf of Cabot, Cabot & Forbes and which concerned a Notice Calling for Bids for the cleaning of a partially clogged storm drain in Cabot, Cabot & Forbes Industrial Park, Unit No. 1. Director of Public Works Goss explained the work to be done, after which Councilman Rozzi introduced: "A R5SOLUTION CALLING FOR SEALED PROPOSALS CABOT, CABOT & FORBES INDUSTRIAL PARK, UNIT I~3. 1.." Roll call vote was as follows: Ayes, Councilmen Frank Bertucelli, Patrick ~. Ahem, Emilio Cortesi, Andrew Rocca and Guiido 3. Rozzi. Noes, none. Absent, none. Mr. Noonan next brought up the matter of the ordinance concerning the collection of garbage and refuse, which had its first reading and introduction at the regular meeting of October 18, 1965 and which the Mascot's Committee for Civic Improvement requested have its adoption prior to the end of October. The title of the ordinance was read. City Attorney Noonan then explained the ordinance and advised the Council regarding procedure for adoption and passage. Councilman Ahem moved reading of the ordinance in its entirety be waived and t%at the ordinance be passed and adopted by reading title only, seconded by Co~ncilman Rocca and passed by unanimous vote. Councilman Rocca moved that the ordinance entitled: "AN ORDINANCE OF THE CITY O? SOUTH SAN FRANCISCO RiGULATING THE ACCUMULATION, COLLECTION AND DISPOSAL OF GARBAGE, RUBBISH, WASTE NL~TTER, AND REFUSE; FIXING RATES TO BE CPL~RGED; AUTHOR- IZING THE ISSUANCE OF PERMITS AND MAKING OF CONTRACTS; REFUSE ABATEMENT BY CITY AT OWNER'S EXPENSE; DESIGNATING ENFORCEMENT CYFFICERS~ AND PROVIDING PENALTIES FOR VIOLATION OF THIS ORDINANCE," the entire reading of which has been duly waived, be passed and adopted, seconded by Councilman Rozzi and passed by the following roll call vote. Roll call vote was as follows: Ayes, Councilmen Frank Bertucelli, Patrick E. Ahem, Emilio Cortesi, Andrew Rocca and Guido 3. Rozzi. Noes, none. Absent, none. There being nothing further, Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried that the meeting be adjourned to Monday, November 1, 1965 a~ 8:00 p.m. Time of adjournment: 7:40 p.m. RESPEQTFULLY SUBMITTED, APPROVED: ~ayor
