HomeMy WebLinkAboutMinutes 1965-12-14ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO HELD TUESDAY, DECF-~BER 14, 1965 TIME: PLACE: GALL TO ORDER: ROLL GALL: DISCUSSION CABOT, CABOT & FORBES INDUSTRIAL PARK UNIT NO. 2 APPEARANCE OF COUNCILMAN GORTESI: DISCUSSION ASSISTANT PLANNER: DISCUSSION SUPERINTENDENI OF SANITATION: 7:30 p.m. Council Chambers, City Hall The meeting was called to order by Mayor Bertucelli at 7:39 p.m. Present: Absent: Councilmen Frank J. Bertucelli, Patrick E. Ahern, Andrew Rocca and Guido J. Rozzi Councilman Emilio Cortesi City Manager Aiello commented that he had spoken to ~r. Paul Shepherd of Cabot, Cabot & Forbes and to Mr. Sam Nash of Wilsey, Ham and Blair concerning the evening's adjourned meeting and stated that this matter was to go to the Planning Commission for a study meeting next week at which time Mr., Shepherd and Mr. Nash would appear. At the present time, no recommendation had been received from the Planning Commission anc, therefore, Council had nothing before then this evening on which to take action. Lengthy discussion followed concerning the mat~er of formation of the Reclamation District and the Engineer's Report, at which time mention was made that it was not the desire of Council to act until the matter had first been acted on by the Planning Commission and the Improvement Plans and other related matters had been approved. Mention was made that Cabot, Cabot & Forbes had submitted the same material to the Planning Commission as had been submitted to Council but that, as yet, no Tentative Map had been submitted. Councilman Ahern asked if the City was being requested to do something which it had not done before to which the City Manager replied that he could not think of an instance where such a request had been received. Councilman Cortesi appeared present at 7:42 p.m. and remained for the duration of the meeting. Discussion then followed concerning the matter of the diking and drying out of the ponded area. Mention was made hy Councilman Ahern that the City was using its credit and financing to develop an area for future development. Lengthy discussion followed concerning this subject after which further discussion followed on the matter of the dike. It was suggested h¥ Councilman Aherr that the developers place on deposit some monies to guarantee the work to he performed. At the request of Council, Director of Public Works Louis Goss explained in detail the matter of the dike and the fill to he placed behind it. Councilman Cortesi suggested caution hy the City in the matter of bond issues for the developmert of private lands, stating that the City might find the need for its own bond issue to make future improvements. Discussion followed on the matter of resolutiors which were before Council at their last meeting, at which time it was stated that the Resolution of Intention had already been passed hy the City Council at an earlier meeting. Discussion then followed con:erning the City's withholding its action urtil such time as a Report had been received from the District Securities Commission. This was followed hy discussion on ;he matter of an agreement from Cabot, Cabot & Forbes concerning their respon- sibility in the matter. Discussion then followed concerning the vehicle traffic which would increase due to the development of the area as well as the type of fill which was to be used. After discussion had been completed, no action was taken hy the City Council. Mayor BertuceIIi, at this time, asked as to the status of the Assistant Planner for the Planning Department. City Manager Aiello commented on the applications which had been received; one of which was from an applicant from Santa Rosa and the others from Mr. Gallagher, a former employee of the City, and Mr. Richard King. Mayor Bertucelli then asked as to the present hourly rate which the City was paying to Mr. Edward Robinson, who was doing the work in the Planning Department. Councilman Corzesi suggested that a former employee in the Planning Department, Mr. Harrison, be considered. Further discussion followed at which time work presently being done hy Mr. Robinson with regard to Planning matters was explained. After discussion, no further action was taken hy the City Council. Mayor Bertucelli, at this time, brought up the ~aatter of a call he had received from Mr. Frank Gillis, Business Representative of the American ~deration of State, County and Municipal Employees, concerning the appoint~ent to the position of Superintendent of Sanitation on the announced retirement of Mr. Schweining for which an examination was held. Discussion followed at which time Co'~ncilman Rocca commented that the notification card which Mr. Collins, an employee of the Treatment Plant, had received listed him as first in line for the position. He remarked that he had spoken to Mr. Collins, to the men at the Treatment Plant and it was his feeling that Mr. Collins could do the work. He stated that Mr. Jenks of the firm of Jenks and Adamson felt that he could do the job hut that, however, he would like to see a more experienced man in that position. Lengthy discussion followed concerning examinations for positions which could be considered as promotional as well as the applicants who took the examination for Superintendent of Sanitation and the qualifications which would he necessary in order that the plant operate in an efficient manner. DISCUSSION SUPERINTENDENT OF SANITATION: (CONTINUED) DISCUSSION LANDSCAPE SPECIALIST: ADJOURNMENT: Discussion also followed concerning the training program which should take place in departments so that in the event of an emergercy or vacancy, trained personnel would be available to fit into the position. Councilman Cortesi suggested the probationary employment of Mr. Collins during which time it could be ascertained as to whether or not he were capable of fulfilling the obligations of the position. It was the recommendation of Councilman Rocca that Mr. Collins be given the opportunity to show his ability. Councilman Rozzi suggested that Mr. Collins in the interim take co'Jrses to further his knowledge in the work of the Treatment Plant operation. Further discussion followed concerning this position and its responsibilities, after which Councilman Rozzi moved, seconded hy Councilman Rocca and regularly carried, that it was the decision of the City Council not to make an appointment from the ellgihle list dated December 1, 1965. Mayor Bertucelli then asked concerning the position in the City for a landscape specialist; asking if specifications had been ~repared, to which the City Manager replied that they had. Mayor Bertucelli then asked if the position required the applicant to hold a State license, to which the City Manager replied he did not think such State Contractors licenses existed. Brief discussion followed concerning the matter after which no action was taken by :he City Council. City Manager Aiello, at this time, mentioned that a meeting was requested by Mr. Garo Dorian with the Council to discuss the library site prior to meeting with the California Golf Club. After brief discussion, City Manager Aiello was recuested to arrange the meeting. There being nothing further, Councilman Ahern ~oved, seconded by Councilman Rozzi and regularly carried that the meeting he adjourned to Monday, December 20, 1965 at 8:00 p.m. Time of adjournment: 10:25 p.m. RESPECTFULLY SUBMITTED, APPROVED:
