SAN FRANCISCO INDUSTRIAL PARK UNIT NO. 3B CLAIM: 8:00 p.m. Council Chambers, City Hall The meeting was called to order by Mayor Bertucelli at 8:00 p.m. Pledge of Allegiance to the Flag was recited, after which the invocation was given by Reverend Robert Lundy of St. Paul's Methodist Church in place of Reverend Donald W'e~tz of Good News Chapel. Mayor Bertucelli at this time extended the Council's congratulations to Reverend Lu~dY on his reappointment for another eight years with St. Paul's Methodist Church. Present: Councilmen Frank 3. Bertucelli, Patrick E. Ahem, Emilio Cot:esi, Andrew Rocca and Guido 3. Rozzi Absent: None Mayor Bertucelli asked if there was a motion a9proving the minutes of the regular meeting of June 6, 1966. Councilman Rocca moved, seconded hy Councilman Rozzi and regularly carried, that the minutes of the regular meeting of June 6, 1966 he approved as submitted. Mayor Bertucelli then asked if there was a motion approving the regular claims as submitted for payment. Councilman Ahern moved, seconded by Councilman Rocca and regularly carried, that the regular claims totaling $56,226.73 he approved for payment. Mayor Bertucelli asked if there was a motion a~proving the claims for Parking District No. 1 as submitted for payment. Councilman Rozzi moved, seconded hy Councilman Ahern and regularly carried, that the claims as submitted for Parking District No. 1 totaling $1,450.80 be approved for payment. Cabot, Cabot & Forbes Industrial Park, Unit No~ 1-A Claims: (al Carlisle & Company claim dated May 24, 1956 in the amount of $280.28 for lithographical services. (b~ Fay Improvement Company claim dated May 31, 1966 in the amount of $24,186.92 for Progress Payment No. 2. Councilman Rocca moved, seconded by Councilman Ahem and regularly carried, that the claims as submitted for Cabot, Cabot & Forbes industrial Park, Unit No. 1-A be approved for payment. Commur Street and Dianne Court Assessment Dist2ict Claim: Enterprise Press claim dated May 27, 1966 in the amount of $38.17 for printing of 1500 Statement of Street Assessment Forms. Co%ncilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that the claim as submitted for Conmur Street and Dianne Court Assessment District be approved for payment. South San Francisco Industrial Park Unit No. 33 Claim: Claim of 3une 1, 1966 in the amount of $130.00 for one Fire Alarm Box installed - Credit to Trust Deposits - Central Station Fire Alarm Equipment Deposits. Councilman Rocca moved, seconded by Councilman Ahern and regularly carried, that the claim as submitted for South San Francisco Industrial Park Unit No. 3B be approved for payment. South San Francisco Industrial Park Unit No. 33 Claim: McKeegan Electric Co., Inc., claim dated ,Hay, 1966 in the amount of $496.00 for extension of fire alarm circuit from Eccl9s Ave., and fire alarm box installation. Councilman Rocca moved, seconded by Councilman Cortesi and regularly carried, that the claims as submitted for South San Francisco Public Library and E.O.C. Center be approved for payment and that with regard to the claim of Herman Chrlstens~and Sons, tP.e claim be approved in the amount of $12,134.00 with $615.87 to be withheld in accordance with the Stop Order as filed by Crane Supply Company. Stoneqate Ridqe Assessment District No. 1 Claim: The Lowrie Paving Co., Inc., claim dated May 3], 1966 in the amount of $10,642.05 for work performed for Stoneqate Ridge. Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that the claim as submitted for Stonegate Ridge Assessment District No. 1 be approved for payment. West Park Park and Parkways Maintenance D~strict Claim: Wilson, Jones, Morton & Lynch, Attorneys at Law, claim dated May 27, 1966 in the amount of $400.00 for legal services. T~ere being no objections, Mayor Bertucelli ordered the claim continued, pending the availability of monies in the District~ Mention was made that the firm of Wilson, 3ones, Morton & Lynch was aware of this and that this action was agreeable to them. Cabot. Cabot & Forbes Industrial Park, Unit No. 1 Claim: City of South San Francisco claim dated June 9, 1966 in the amouht of $56,226.73 for reimbursement of loan made to Special Assessment District made on May 3, 1966. Councilman Ahem moved, seconded by Councilman Rocca and regularly carried, that the claim as submitted for Cabot, Cabot & Forbes Industrial Park, Unit No. 1 be approved for payment. Proclamation designating June 19 - 25, 1966 as "BURGLARY PREVENTION WEEK" was the next item for Council's consideration. Mayor Bertucelli so proclaimed. Councilman Ahern commented that the Proclamation just declared should receive wide- spread coverage. Police Chief Fabbri stated that the newspapers were giving good coverage and that copies concerning "Burglary Prevention Week' were going to he distributed to all of the homes. 3ity Attorney Noonan explained the first resolution after which Councilman Rozzi introduced: "A RESOLUTION AMENDING RESOLUTION NO. 3812 W~ICH ESTABLISHES CERTAIN TRAFFIC REGULATIONS IN AOCORDANCE WITH ORDInaNCE NO. 491." Roi1 call vote was as follows: Ayes, Councilmen Frank J. Bertucelli, Patrick E. Ahern, Emilio Cortesi, Andrew Rocca and Guido J. Rozzi. Noes, none. Absent, none. City Attorney Noonan explained the next resolution after which Councilman Rozzi introduced: "A RESOLUTION CONCERNING COMBINATION OF SURPLUS PROPERTY OVER AND UNDER $2500." Roll call vote was as follows: Ayes, Councilmen Frank J. Bertucelli, Patrick E. Ahern, Emilio Cortesi, Andrew Rocca and GuiJo J. Rozzi. Noes, none. Absent, none. Mayor Bertucelli at this time on behalf of the members of the City Council accepted the resignation of Bob Lambertson, expressi%g his thanks for the work he performed. City Attorney Noonan explained the resolution after which Councilman Ahern introduced: "A RESOLUTION EXPRESSING APPRECIATION TO RCBERT LAMBERTSON FOR HIS SERVICES AS CHAIRMAN OF THE Nt~YOR'S OOMMITTEE ON CIVIC IMPROVEMENT." City Attorney Noonan exolained the next resolution after which Councilman Rocca intro- duced: "A RESOLUTION APPROVING THE ACQUISiTION OF A PARCEL OF REAL PROPERTY BY THE COUNTY OF SAN NtATEO FOR W£STBOROUGH BOULEVARD EXTENSION." City Attorney Noonan explained the next resolution which had been prepared for Council's at;ention after which Councilman Rozzi introduced= "A RESOLUTION ESTABLISHING PRO- CEDURE FOR MAINTAINING COMPILATION OF AMENDMENTS TO ORDINANCES." Roll call vote was as followst Ayes, Councilmen Frank J. Bertucelli, Patrick E. Ahem, Emilio Cortesi, Andrew Rocca and Guido J. Rozzi. Noes, none. Absent, none. The next item was the communication dated May 16, 1966 from Arthur Haskins, Inc., requesting placement on the agenda to discuss dredging of their proposed new channel and construction of perimeter dike on lands owned by them.. Accompanying was Inter-Office Memorandum date¢ May 2, 1966 from the City Attorney setting forth City's requirements, together w~th Inter-Office Memorandum dated May 24, 1966 from Director of Public Works comcerning subject matter. There being no objections, and at the request of the applicant, Mayor Bertucelli ordered the matter continued and carried as an agenda item pending the completion of all necessary documents. The next item was the Inter-Office Memorandum dated May 17, 1966 from Daniel M. Pass, City Planner, concerning approval of revised Tentative Map of Westborough-West Park Ur.it No. 1, including Block 1 thereof. Accompanying were City Planner's Report and I%ter-Office Memorandum dated April 25, 1966 and May 9, 1966 from the Director of Public Works concerning subject matter. City Attorney Noonan stated that since Council had adopted the resolution earlier which covered the subject matter, no further action by the Council was necessary. The next item was a claim as filed against the City by Tullio F. Sarra for alleged injuries sustained as a result of a fall in the vicinity of 213 and 215 Linden Avenue on or about May 13, 1966. Councilman Rocca moved, seconded by Councilman Rozzi and regula*[y carried, that the claim be denied and referred to the City's irsurance carrier. USE PERMIT Resolution No. 2061 received from the Planning Commission recommending permission be granted to relocate an approxin,ate 12'x24' real-estate sign from Lot 1, Block 1 to Lot 21, Block 2 in the Person and Swanson Industrial Tract, subject to the condition that the entire sign be repatnted. Councilman Rocca moved, seconded by Councilman Cortes[ and regularly carried, that the recommendation of the Planning Commiss~.on be approved and accepted. USE PERMIT Resolution No. 2062 received from the Planning Commission recommending permission be granted to continue the location of an approximate 12'x24' real-estate sign on Lot P8, Block 1, of the Person and Swanson Industrial Tract, subject to the condition that the entire sign be repainted. Councilman Rocca moved, seconded by Councilman Cortesi and regularly carried, that the recommendation of the Planning Commissio~ be approved and accepted. Inter-Office Memorandum dated June 6, 1966 r~ceived from Daniel Pass, City Planner, recommending approval to allow the word "restaurant," with letters to be a maximum of 12" provided that no part of the instant sign flash or scintillate, as requested in Sign Use Permit Resolution No. 2046. Councilman Rocca moved, seconded by Councilman Cortes[ and regularly carried, that ;he recommendation of the Planning Commissio~ be approved and accepted. The next item was the Inter-Office Memorandu~ dated June 9, 1966 from Daniel Pass, City Planner, to the City Manager submitttn~ Planning Commission's proposal for ~he establishment of a Tanforan Park Study Committee. Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that in lieu of the proposed Committee method, t~e coordination~ be left to the City Planning staff of each City for the processing of the development plan with a report to he submitted to their respective City. Inter-Office Memorandum dated June 6, 1966 received from Daniel Pass, City Planner, recommending that it lodge a formal protest with respect to curbside or front yard delivery; and that this protest probably should be referred to the League of California ~ities for possible joint action. $ouncilman Rocca moved, seconded by Councilman Cortes[ and regularly carried, that the recommendation of the Planning Commission be approved and accepted. AIRPORT BLVD.: MONTHLY REPORTS: GOOD AND WELFARE: DISCUSSION CONCERNING CITY OF SOUTH SAN FRANCISCO SIGN ON SIGN HILL: 5'0o 8 PRESENTATION TO COUNCILMEN AHERN AND CORTESI BY WINSTON MANOR HOMEOWNERS ASSN.: DISCUSSION CONCERNING NEED FOR SOCCER FIELD: 600-6 The next item was the Inter-Office Memorandum dated June 8, 1966 from Director of Public Works Louis H. Goss recommending final acceptance and authorization to file Notice of Completion - West Orange Avenue Concrete Sidewalk. Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that the recoT~nendation of the Director of Public Works be approved and accepted and Notice of Completion filed. The next item for Council's attention was the Imter-Office Memorandum dated June 9, 1966 from the Director of Public Works recommending final acceptance and authorization to file Notice of Completion - West Orange Avenue Lighting Project. Councilman Ahern moved, seconded by Councilman Rocca and regularly carried, that the reco~mendatlon of the Director of Public Works be aporoved and accepted and Notice of Completion filed. The next item was the Inter-Office Memorandum dated June 3, 1966 from the Director of Public Works recommending Change Order No. 1 to the 1966 Traffic Signal Project. Courcilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that the recommendation of the Director of Public Works De approved and accepted. The next item was the Inter-Office Memorandum dated June 9, 1966 recommending approval to the request of Pyramid Van Lines for a five-~oot easement on So. Airport Blvd., right-of-way for the installation of a truck weighing scale. Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that the recommendation of the City Manager be approved and accepted and a revocable permit issued. Inter-Office Memorandum dated June 9, 1966 from the City Manager was the next item for Council's attention. This concerned the request of the International Inn for the location of a sign on South Airport Boulevard at the northboudd off ramp from Bayshore. Councilman Rocca moved, seconded by Councilman ~hern and regularly carried, that the City Council declare its intention to grant a revocable permit, terms of which are to be determined for the use of the property on the right-of-way, said declaration of intention to be forwarded to the Planning Commission in order that they may determine if a Use Permit may be granted for the sign in that location. Monuhly Reports were received from the following: Building - May, 1966 Police Department - May, 1966 Fire Department - May, 1966 There being no objections, Mayor Bertucelli orcered the reports accepted and placed on file. There being nothing further, Mayor Bertucelli ~sked if any member of the Council had anything they wished to offer under Good and Welfare. Councilman Cortesi commented on the City of Sotth San Francisco Sign on Sign Hill which needed attention since it became quite soiled from dust and other debris. Brief discussion followed at which time Councilman Rocca suggested that the matter be referred to the City Manager for attention. Couacilman Ahern commented some persons indicafed to him thet they would like to see the sign removed. Further discussion followed after which CounciLman Cortesi moved, seconded by Council- man Rocca and regularly carried that the matter be referred to Councilman Ahern for the restoration work on the sign needed. There being nothing further, Mayor Bertucelli asked if anyone present in the audience had anything they wished to offer under Good arid Welfare. Mr. C~i:ntbn Childs representing the Winston Manor Home Owners Association stated that he had a presentation to make at this time to Councilmen Ahem and Cortesi in the form of a certificate for their time and e~forts spent in behalf of the Winston Manor Home Owners. He at this time made the presentation to each. Mr. Tony Montoyo, 1125 Miller Avenue, brought ~o Council's attention the need for an area in the City's parks to be used for practice for soccer games. He explained to Council that recently the committee had been formed, comprised of persons active in the sport of soccer, one of whom was Mr. A. Bettucchi and that the teams are comprised of boys of the ages of 17 and under. He further remarked that the local Police Athletic League had taken an active interest in this organization but that the problem of obtaining a practice field with goal posts was a matter with which they were faced. He stated that there was nothing available through the Recreation Department and that they had, therefore, to ho.d practices in San Bruno. DISCUSSION FOR NEED OF SOCCER FIELD: (CONTINUED) DISCUSSION CONCERNING PRACTICE FIELD FOR SPORTS: oo4 ADJOURNMENT: Discussion followed at which time an area near the tennis courts was discussed as well as the use of school grounds. After discussion and there being no objections, Mayor Bertucelli referred the matter to the City Manager to arrange for a meeting with ~r. Montoyo and Mr. Maxey in an effort to find a solution to the problem. At the request of Councilman Rozzi, Mayor 3ertLcelli likewise included Mr. Bettucchi to attend this meeting and that the City Manager notify them when it was to he held. Morris Slater, 359 Holly Avenue, commented on ~ similar problem which the youngsters of the three Catholic Parishes faced with regard to obtaining a practice field for their activities, stating that it was necessary to go to St. Robert's in San Bruno to do their practice. This matter was likewise referred by the Mayor to the City Manager to arrange for a meeting with Mr. Slater and Mr. Bob Maxey, SLperintendent of Parks and Recreation, in an effort to solve the problem. At the suggestion of Councilman Ahern, Mayor Bertucelli likewise requested that Mr. Slater be included in the co~nittee when ii meets.
