Rozzi None Mayor Bertucelli asked if there was a motion a~proving the minutes of the adjourned regular meeting of June 13, 1966; the special meeting of June 15, 1966; and the regular meeting of June 20, 1966. Councilman Rocca moved, seconded by Councilman Ahem and regularly carried, that the minutes of the adjourned regular meeting of 3u~e 13, 1966; the special meeting of June 15, 1966; and the regular meeting of June 20, 1966 be approved as submitted. Mayor Bertucelli then asked if there was a motion approving the regular claims a~ submitted for payment. City Attorney Noonan at this time in accordance with Council directive, sugqes+ed the followino motions with regard to the claims submitted for approval= Moved that the sum of $.54,380.33 and $3,132.00 be paid upon estabIishing the settlement of the Stop Orders and the Barnett Plumbing and Heating Inc., claim. Councilman Rocca so moved, seconded by Councilman Rozzi and regularly carried. City Attorney Noonan then stated that a second motion would be in order as follows: Moved that the following Stop Order claimants Valley A]uminum Company, Inc. Couqcilman Rozzi so moved, seconded by Councilman Rocca and regularly carried. The next item for Counci]'s attention was the Public Hearing with respect to collecting sewer rentals on Municipal real property tax rolls. Mayor Bertucelli declared the Public Hearing opened asking if any written protests had been received to which the City Clerk replied rone had been received by his office. He then asked if anyone present in the audience wished to register an oral protest. There being none, Mayor Bertucelli declared the Public Hearing closed. The next item was the resolution entitled: "A RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT FOR THE INSTALLATION, MAINTENANCE AND OPERATION OF A SYSTEM OF WATER SUPPLY STONEGATE RIDGE UNIT NO. !." At the request of the City Attorney and there being no objections, Mayor Bertucelli continued the resolution to the next regular meeting. The next resolution for Council's attention was entitled: "A RESOLUTION AUTHORIZING EXEJUTION OF A CONTRACT WITH PACIFIC GAS AND ELECTRIC COMPANY AND STONEGATE RIDGE INVESTMENT CO. - STONEGATE RIDGE UNIT NO. 1." At the request of the City Attorney and there being no objections, Mayor Bertucelli ordered the resolution continued to the next regular meeting. The next item was the resolution entitled: "A RESOLUTION PROVIDING FOR THE ISSUANCE OF BONDS AND AWARDING SECOND SALE THEREOF - CABOT, CABOT & FORBES INDUSTRIAL PARK UNIT NO. ~." City Attorney Noonan stated that the apnlicant had requested this resolution withdrawn since a previously-adopted resolution took care of this item. There bein9 no objections, it was so ordered by Mayor Bertucelli. City Attorney Noonan explained the next resolution after which Councilman Rozzi intro- duced: "A RESOII!TION ADOPTING R~PORT OF ANNUAL SEWER RENTALS AND CHARGES FOR 1966/67 PURSUANT TO ORDINANCE NO. 396 AS AMENDED." URG____~NCY ORDINANCE NO. 550 City Attorney Noonan described the ordinance, and advised the Council that as an WESTBOROUGH BLVD. AGREEMENT urgency ordinance, it was subject to passage immediately upon ~ntroduction. WITH COUNTY: ]st Reading/Adoption Mayor Bertucelli ordered the title of the ordinance and the Statement of Facts constituting the urgency read. The title of the ordinance and the Statement of 5 /~ ~ Facts constituting the urgency were read. Councilman Rocca moved that the reading of th~ ordinance in its entirety be waived, seconded by Councilman Ahem and passed by the following roll call vote. Councilman Ahern moved that the ordinance entitled: "AN ORDINANCE OF THE CITY OF SOJTH SAN FRANCISCO CONSENTING TO THE ESTABLISHMENT OF A PORTION OF WESTBOROUGH BOJLEVARD EXTENSION WITHIN THE CITY OF SOUTH SAN FRANCISCO AS A PART OF THE COUNTY HIGHWAY SYSTEM OF THE COUNTY OF SAN MATEO,"~ introduced and passed as an urgency ordinance, the reading in its entirety having been duly waived, said ordinance to be effective immedlately as an urgency ordinance as authorized by the Government Code, seconded by Councilman Rozzi and passed by the foilowing roll call vote. REQUEST OF ARTHUR HASKINS, INC. - CHANNEL DREDGING: The next item was the communication dated May 16, 1966 regarding dredgino of proposed new channel and construction of perimeter dike on lands owned by them. Accompanying was Inter-OfFice Memorandum datmd May 2, 1966 from the City Attorney se'~ting forth City's requirements, together w~th Inter-Office Memorandum dated May 24, 1966 from the Director of Public Works concerning the matter. Councilman Rocca commented that he understood that as far as the Director of Public Works was concerned, everthing was in order but that the City Attorney needed further time to obtain certain documents from fha adjacent proper~y owners. City Attorney Noonan stated that this was correct and requested a continuance +o the next reqular meet~nq. There being no objections. Mayor Bertuce]]i sc ordered. CI.AIM AS FILED BY $HEILA CONDON: The next item was the claim as f~led by Sheil~ Condon, a minor, by and throuoh her Guardian Ad Litem, Robert ~. Condon, through the law offices of ~il]iam A. Sullivan, al.[eg~nq injuries as sustained as a result of a collision of vehicles at the inter- section of Parkway and Pin~ Terrace on or about May 25, 1966. Councilman Rocca moved, seconded by Councilmar Ahern and regularly carried, that the claim be denied and referred to the City's insurance carrier. PENINSULA MASTER BUILDERS USE PEP~IT P.C. RESO. NO. 2064: USE PERMIT Resolution No. 2064 received from the Planning Commission recommending permission be granted to continue use of a twc-story, single-family dwelling and attached garage as a temporary real-estate office, in the R-1 district, subject to the condition that the request should be apprcved for one year to perpetuate Conmission control over the instant matter. Councilman Rocca moved, seconded by Gouncilmar Ahern and regularly carried, that th9 recommendation of the Planning Commission be approved and accepted. JOSEPH E. AWENDER USE PERMIT P.C. RESO. The next item was the Inter-Office Memorandum dated June 16, 1966 from Daniel Pass, City Planner, recommending approval of SA-l, a tentative map of the Bothin Sub- division, Unit No. 2, representing the subdivision of an approximate 2.38 acre parcel of Land, located on Lowrie Avenue, immediately north of the Bothin Subdivision and jusc easterly of the Southern Pacific right-of-way, in the M-2-H district, into two (2) lots. Councilman Rocca moved, seconded by Councilman Ahem and regularly carried, +hat the recommendation of th~ Planning Commission ke approved and accepted. The next item was the communication dated June 30, 1966 from Dan Coleman Associates, accompanied by communication dated July 5, 1966 from The Lowrie Paving Company, Inc., requesting a Blas~ing Permit in the Stonegate ~idge Assessment District No. 1. Discussion followed at which time Mayor Bertucelli requested the Director of Public ~orks for an explanation on the request. WIDENING PROJECT: ITSM 46, 47 & a8 B&L[~IN WARREN CO. CONTRACT NOTICE OF COMPLETION: Director of Public Works Goss commented that the Project Engineers felt that no blasting would be necessary. However, in the course of their work, found solid rock on the site and that in order for them to continue, now have the need to she*tar this rock which is the reason for their blasting request. He further stated that it is impossible for them to continue in the present method and still complete the work in the time allotted. City Attorney Noonan remarked that this was a complex matter since the Council had indicated that they did not want any blasting. He urged the Council to consider the application for blasting since the Council through the Assessment District was charged with the responsibility to see that the improvements went in. He also stated that if construction difficulties were indicated on the Engineers' advice, Council was obliged with an alternate other than the use of equipment. He also restated that the City Council was obliged to see the work completed and had to depend on the Engineers' statement regarding the need for blasting. He remarked that if permission were granted, the ordinance set forth all the obligations and conditions under which the work was to be performed. He further stated that he understood that the man who was to do the work was an expert presently doing blasting work at the University of California and had been hired by the County of San Mateo to blast along Hillside Boulevard near the site Stonegate Ridge when the roadway was widened at: that time. Mayor Bertucell~ then stated that the Council now had the information before +hem. He recommended th~ request be held over to the next regular meeting so that the people in the area could be heard. There beine no objections~ it was so ord,red. He further remarked that the residents of the area could contact the City's staff on the matter, suggesting that the Project Engineers meet with them. He also sa~d he ~ad inspected the area and knew of fha difficulty they had encountered. He concluded that the City Council had stated that there would be no blasting and were now faced with such a request from the Project Engineers. The next item for Council's attention was the Inter-Office Memorandum dated June 16, 1965 from the office of the Director of Public Works recommending final acceptance and authorization to file Notice of Completion - 1966 Traffic Signal Project. Councilman Rozzi moved, seconded by Councilman Cortesi and regularly carried, that the recommendation of the Director of Public ~orks be approved and accepted and Notice of Completion filed. The next item was the Inter-Office Memorandum cared June 20, 1966 from the office of the Director of Public Works recommending final acceptance and authorization to file Notice of Completion - Temporary Asphalt Walk - West Orange Avenue. Councilman Ahern moved, seconded by Councilman Cortesi and regularly carried, that the recommendation of the Director of Public Works be approved and accepted and Notice of Completion filed. The next item was the Inter-Office Memorandum cared June 22, 1966 from the office of the Director of Public Works requesting approval of plans and specifications for Grade Raising and New Drainage for San Mateo Avenue. City Attorney Noonan explained that this required a resolution;after explanation.of the resolution, Councilman Rozzi introduced: "A RESOLUTION APPROVING PLANS AND SPECIFICATIONS, AUTHORIZING THE WORK AND CALLIbG BIDS FOR SAN MATEO AVENUE PROPOSED GRADE RAISING AND NEW DRAINAGE." Roll call vote was as follows: Ayes, Gouncilm~n Frank J. Bertucelli, Patrick E. Ahem, Emilio Cortesi, Andrew Rocca and Guido J. Rozzi. Noes, none. Absent, none. The next item was the Inter Office ~emorandum dated June PP~ 1966 from Robert L. Maxey, Superintendent of Parks and Recreation, recommending final acceptance and authorization to file Notice of Completion - Construction of Siebecker Parking Lot and Miscellaneous Tot].ot Improvements. Councilman Rocca moved, seconded by Councilman Ahem and regularly carried, that the recommendation of the Superintendent of Parks and Recreation be approved and accepted and Notice of Completion filed. The next item for Council's attention was the Inter-Office Memorandum dated June 28, 1966 from the Director of Publc Works recommending ChanQe Order No, ] to South Airport Boulevard Widenlne Proiect. Director of Public Works I.ou~s Goss explained the reason for the Change Order after which Councilman Rozzi moved, seconded by Counci]man Rocca and regularly carried, that the recommendation of the Director o~ Public Works b~ approved and accepted. DISCUSSION CONCSRNING FIELD TRIP TO POSSIB[E PARK SITE - CROCKER [.ANDS: BECHTEL REPORT INOUIRY: AD3OURNMENT: Councilman Rocca moved, seconded by Councilman Cortesi and regularly carried, tha+ the recommendation of the Director of Public Works be approved and accepted. Monthly Reports were received from the following: Library - May, 1966 Parking District No. 1 - May, 1966 Garage Work Schedule - May through August, 1966 City Clerk's Report - May, 1966 San Mateo County Departmemt of Public Health and Welfare Sanitation Section - May, 1966 There being no objections, Mayor Bertucelli ordered the renorts accepted and placed on file. Department of Alcoholic Beverage Controls Application as filed by Fred S. Motamedi :or On Sa} Beer at 334 Grand Avenue. There being no objections, Mayor Bertucelli ordered the application cont}nued at the request of the Chief of Police. There being nothing further, Mayor Bertucelli asked if any member of the City Council hac anything they wished to offer. There being none, Mayor Bertucelli asked if anfone present in the audience wished to offer anything under Good and Welfare. Arthur McGuire of ]14 Drake Avenue commented o3 the recent newspaper article in which Supervisor Fitzgerald extended an invitation t3 those interested in a North County Regional Park to make a physical field trip of the possible areas near the T.V. towers on lands owned by the Crocker interests. The field trip was scheduled for July 16, 1966. He asked if any city representatives would be ~resent to which the City Manager replied that he would be present. ~r. McGuire also stated that he would like to see the representative from the County Parks Department a~ well a~ somPone fro~ +he Crocker Company presen+ at that time. Councilman R~zzi asked the City Manager if the Bechtel Report was released as ye+ to which he replied he did not know if it had. Further discussion followed at which t~me i~r. ~cGuire stated that the park that was desired wa~ not on~ of lawns, shrubs and flowers but one of open space with barbeque pits, tables and the like. He further commented that with Mr. Aiello's presence on the field trip, the City would be well represented. He closed his remarks by saying tha~ he hoped ~ lot of people wou]d be 3resent for the field trip since not too many even knew what the area looked like. Also, that he would like to know just what Mr. Fitzgerald had in mind.
