The meeting was called to order by Mayor Berttce]li at 8:05 p.m.
Pledge of Allegiance to the Flag was recited, after which the invocation was given
by Reverend Father Louis Facchlno of All Souls Catholic Church in place of
Monsignor Eugene Gallagher.

Councilman Rozzi moved, seconded by Councilmar Ahem and regularly carried, that
the minutes of the regular meeting of July 5, 1966 be approved as submitted.
Mayor Bertuce]]~ then asked if +here was a motion approving the regular claims as
submitted for payment.

City Attorney Noonan stated that in accordance ~ith the request of the Mayor, a
Proclamation had been prepared naming August 1§ to September 1§, 1966 as "REGISTER
TO '~TE MONTH.'
Mayor Bertucelli at this time made the following statement=
"Ladies and Gentleeen=
I instructed the City Attorney to prepare a Proclamation naming
August 15 to September 1§, 1966 as "Register to Vote Month" in
the City of South San Francisco, but before I issue the Proclamation
I would like to say a few words..
We have an important State election ahead of us and the vote of each
and every one of us is important to detern~ne how our State Government
will be run and to express our opinion by way of the ballot box on
many measures.
The Proclamation goes further and recognizes the contribution of our
tireless Registrars of Voters. The Registrar of Voters and the Deputy
Registrars of Voters are, I believe, taken for granted, but their
efforts and their diligence make it possible for all of us to con-
veniently register to vote and provide a s~ooth election machinery.
Therefore, in issuing the Proclamation, I am urging all those who
have not done so to register to vote and tm exercise that valuable
privilege on election day.
The City Attorney will now read the Proclamation."

Mayor Bertucelli commented on the closeness of 2he bids of the estimate of the

The next resolution concerned the authorization of an amendment to City-School Joint
Use of Lands Agreefaent.
City Attorney Noonan stated that Superintendent of Parks and Recreation had requested
the resolution be continued pending review by the School District of the amendment to
the Agreement.
There being no objections, it was so ordered.

The next item for Council's attention was the co~nication dated July 20, 1966 from
the County of San Mateo Board of Supervisors co, corning the County's share of the cost
of necessary silt removal in the lower reaches of Colma Creek.
Accompanying were comaunication dated July 15, 1966 from the County Engineer and Road
Co~issioner and Inter-Office Memorandtua dated July 22, 1966 from the City Manager
sub~ltting his recomaendation.
Courcilman Rozzt moved, seconded by Councilman ~occa and regularly carried, that the
recomaendation of the City Manager be approved and accepted.
The next ite~was the communication dated July 13, 1966 from Utah Construction &!?M/ning
Company concerning the completion of the constr'~ction of Colma Creek through the South
San Francisco Industrial Park and requesting the City of South San Francisco to release
Utah from any further maintenance obligations o~ Colma Creek.
Accompanying was Inter-Office Memorandum dated July 22, 1966 from the Director of Public
Works submitting his recon~endation.
Cour cilman Rocca moved, seconded by Councilman .lozzt and regularly carried, that the
recomaendation of the Director of Public Works oe approved and accepted.
The next item for Council's attention was Assemoly Concurrent Resolution No. 52
reqLesting consideration to commemorate in some significant manner the celebration
in :969 of California's Bicentennial.
There being no objections and at the request of the City Attorney, Mayor Bertucelli
referred the matter to his office.

The next item for Council's attention was the Public Hearing with respect to ~he
amendment of Zoning Ordinance No. 353 as amended, establishing Parking Regulations

Mayor Bertucelli declared the Public Hearing ooened asking ~f any written protests had
been received to which the City Clerk replied none had been received by his office. He
then asked if anyone present in +he audience wished to register a~ ora] protest. There
being none, Mayor Bertuca~li declared the Publfic Hearina closed.

Mayor Bertucelli then called on the Director o, Public Works who read in full his
report dated July 11, 1966, concerning the request of The !owrie Paving Company for
permission to blast.
Mayor Bertucelli next called on City Attorney Noonan who read in full a letter of
request from The Lowrie Paving Company for a test blast. He mentioned that if Council
were to allow blasting, that specifications should spe]l out the method by which
the work would be conducted. He likewise mentioned that this was somewhat complicated
since the City was conducting the proceedings qhrough an Assessment District and
was obliged to see the work completed. Mention was made by Mr. Noonan that if no
blasting were to be allowed, the work could exsend into the rainy season and present
danger of erosion.
City Manager Aiello was next called on by the Mayor, who stated that he had inspected
the site, that solid rock existed and it was dLfficult to proceed without blasting,
thmt it was not surface b]msting, but deep blasting to fracture the rock.
Mayor Bertucelli next called on Mr. C. A. Magestretti, the individual who had been
selected to do the blasting if a permit were granted. Mr. Magestretti mentioned areas
in which he had conducted blasting recently: Ln the City of Belmont, in San Francisco
and presently in Berkeley, directly across the street from the University of California.
He likewise stated that there was no danger involved in the method he planned to employ.
Mayor Bertucelli at this time asked if anyone '~resent i.n the audience wished to
be heard.
Mrs. Lucille Creamer, 529 Eucalyptus Avenue, stated that she was an o~ficer for the
Park Avenue Home Owners Association and was re~resenting this organization. She
thanked the Mayor for the opportunity to be heard. She commented that the City Council
hac an obligation to the people and requested that the permit be denied. She further
remarked that the developer, Mr. Young, should find another means to continue the
work since blasting was being requested as the easiest and cheapest method. Mr. Creamer
likewise made mention that in October, ~96!, a Los Angeles developer who ~ished to
develop Sign Hill could not do so since blasting would not be permitted, asking why
~he difference existed now, since promises have been made both by Mr. Young and the
City Council that no blastin~ would take place. She further continued that if permission
were oranted, the work would proceed with the r~sk om damage suits. Mention was made
i¢a test blast were to b~ ?ermitted, her orQaqiz~+ion shoulH be allowed to obtain
their own enQi. neer in order that they would receivo *he~r own report.
Mr. Harry Humber, 577 Rocca Avenue, stated that he was represent~no the
Church of God and Hillside Community Center an~ was requested to voice nrotest in
their behalf to the request for ble~f~n~.
Lengthy discussion fo]lowed during which time, Mayor Bertucel]~ commented that the
Ci*y bad an obligation to see *he work completed and utq~it~es installed, recu~.~+{no
that those nresen+ suoQest a posslble so!uf~on to the matter.
Discussion followed on the soi1~ tests made which should have been made closer and
mo~e often.
Mrs. Creamer asked concerning the subterranean effect by the blasting which cou]d
activate springs and cou].d disturb presently instal]ed cas pipes which might result
in possible gas explosions.
Mr. Magestretti answered stating the charoes which wou]d be used would be very light
and requested a chance to demonstrate to the residents. He, in detail, explained
how the blasting would be performed.
Mr. Orville Le Moue, of Dan Coleman Associates, Engineer of WOrk, explained the
difficulty which was encountered in trying to remove the rock by manual means,
stating +hat blasting operations were presently being conducted adjacent to their
office and that no signs of disturbance were evident.
Discussion followed on physlcm] inspections of the adjacent properties to be made
by insurance representatives prior to any test blasting.
Ma'for Bertucelli suggested that +he matter be held over so that it could be discussed
with the residents, asking Mrs. Creamer how scona meeting could be arranged, to which
she replied, "at least thirty days."
Discussion then followed at which time in detail, Mr. Lowrie explained the public
work to be performed, the time involved and the delay which would result if blasting
were not permitted.
Mr. Lowrie also made mention of the public utilities which had to be installed after
which Mayor Bertucelli suggested to Mr. Lowri~ that in the thirty-day interim period
he contact the utility companies and negotiate their installations with them so that
all of the improvements could be completed at one time. Mr. I.owrie explained how
the utilities were placed in after the sewer lines had been installed. Mayor Bertuce]li
commented that it was not the desire of Council to hold up the project, but their
desire was to be fair to the people and to Mr. Lowrie as well, and felt that the
thirty-day continuance was no+ unfair.
Councilman Ahem also sugg-sted to Mr. Lowrie that he work out the details with the
puOlic utility companies while the residents cf the area were trying to arrange fo~
a ~eetinq. He likewise requested Mrs. Creamer to do whatever Dossib]~ in expediting
the meeting with her group.

September l, 1966 and indicated that should it be delayed further, could bring it
into the rainy season which was their primary cencern.
Mr. William Youno was then called on by M~,yor Bertucelli, who remarked that he was
ill-advised concernine, the blast, lng, Mr. found mentioned in detail the redesign
and chanoes which took place in the subdivision in order to avoid as much of the
rock as possible; that i.t was now necessary to request blasting since they no
longer could avoid rock. He also stated tha~ taey had undermined ~he hill wi~h

knew it was takino place.
Councilman Rocca sro*od that he had made a physical ~.n.~.~ection of the area, was
famil.~ar with b]ast~ng due to h~s minine experience, remarkino that ~r. Bagestretti
was a q. al~fied and responsible blast man and ~as sure that the work could be per-
forued in a satisfactory manner, since it was bis opinion that the work could not
be done in any other way other than by blastlng.
Mr. I.ester Howard, 543 Eucalyptus Avenue, stated that +hey were promised at the
start that there would be no blasting, that he was born and raised ~n the City and
knew that the hill was composed of solid rock and that anyone who thought otherwise,
was mistaken. He remarked that he was frustrated in having been promised that no
blasting would take place and now be faced with th~ prospec+ of having blasting work
done. He further commented that he knew from the beginning that this would be done.
Councilman Rozzi remarked that he had confidence in the work of Mr. Mages~re~ti and
that what made it difficult was that Council was faced in making a decision on a
promise, sugoesting that the test blast be allowed.
After discussion, Mayor Bertucelli requested that the matter be held ov~r for a
period of thirty days, however, urging the interested people to arrange for a meeting
within a shorter t~me if possible in order tha-~ the work could proceed.
Mr. Magestretti suggested that the insurance company posting the bonds, be allowed
to make a survey of the residents before a tes~ blast was made.
