HomeMy WebLinkAboutReso 62-2015 RESOLUTION NO. 62-2015 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA RESOLUTION APPROVING A CITY FEE WAIVER POLICY FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDED HOUSING REHABILITATION PROGRAMS WHEREAS, the City allocates a portion of its Community Development Block Grant ("CDBG") funding to non-profits that operate minor home repair or accessibility modification programs and to the City-sponsored housing rehabilitation program; and WHEREAS, the City reimburses the non-profits for the permit fees with CDBG funding and for the City-sponsored Housing Rehabilitation Program, the permit fees are either incorporated into the loan amount which is paid back over time by the homeowner. However, if the project costs exceed the maximum loan amount the homeowner has to pay the fees upfront; and WHEREAS, in order to increase the effectiveness of these programs and reduce financial impacts to low income residents, the City Council could adopt a fee waiver policy for CDBG- funded housing rehabilitation programs. This would: 1) streamline the reimbursement process for the non-profits; 2) provide costs savings that would allow the non-profits to help more low income residents; and 3) reduce the loan amounts and/or out of pocket expenses low income homeowners have to pay; and WHEREAS, the proposed fee waiver would be consistent with Program 1-4C of the City's Housing Element which calls for consideration of fee waivers for affordable housing development. Although the CDBG-funded housing rehabilitation programs are not providing new affordable housing, the programs are preserving existing affordable housing by allowing low income homeowners to remain in their homes. Furthermore, the Housing Element program states the City Council should consider waivers on a case-by-case basis however these fee waivers all fall under the same CDBG requirements and circumstances and therefore a set policy is a good idea; and WHEREAS, the value these programs provide in preserving affordable housing exceeds the value of the fee revenues collected, especially since most of these fees are reimbursed by the City using CDBG funding ; and NOW, THEREFORE, BE IT IS RESOLVED by the City Council of the City of South San Francisco that the City Council hereby takes the following actions: 1. Approves a City fee waiver policy for CDBG funded housing rehabilitation programs. 2. Authorizes the City Manager to execute a City fee waiver policy for CDBG funded housing rehabilitation programs, subject to approval as to form by the City Attorney. 3. Authorizes the City Manager to take any other related actions consistent with the intent of this Resolution. * * * * * I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the 24th day of June 2015 by the following vote: AYES: Councilmembers Karyl Matsumoto and Liza Normandy Vice Mayor Mark N.
