Rozzi None Mayor Bertucelli asked if there was a motion a~proving the minutes of the adjourned regular meeting of September 12, 1966 and the regular meeting of September lg, 1966. Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that the minutes of the adjourned regular meeting of September 12, 1966 and the regular meeting of September 19, 1966 be approved as submitted. Mayor Bertucelli then asked if there was a motion approving the regular claims as suomitted for payment. Councilman Rocca moved, seconded by Councilman Ahern and regularly carried, that the regular claims totaling $52,799.22 be approved for payment. Mayor Bertucelli then asked if there was a motion approving the claims for Parking District No. 1 as submitted for payment. Councilman Ahern moved, seconded by Councilman Rozzi and regularly carried, that the claims as submitted for Parking District No. 1 totaling $663.75 be approved for payment. Cabot. Unit No. 1 Claims: (a) Wilsey & Ham claim dated September 15, 1966 in the amount of $650.40 for Engineering Services in connection with rebid and construction of Forbes Boulevard widening. (b) Cooper Clark & Associates claim dated September 9, 1966 in the amount of $38.00 for personnel Engineering Services. Councilman Rocca moved, seconded by Councilman Ahem and regularly carried, that the claims as submitted for Cabot, Cabot & Forbes Industrial Park, Unit No. 1 be approved for payment. Cabot. Cmmcilman Rozzi moved, seconded by Councilman Cortesi and regularly carried, that the cl&im as submitted for Stonegate Ridge Assessment District No. 1 be approved for payment. PUBLIC HEARING P.C. RESO. NO. 2080= The next item for Council's attention was the :ontinued Public Hearing on Planning Commission Resolution No. 2080 entitled= "A R~SOLUTION OF THE PLANNING CO~ISSION OF THE CITY OF SOUTH SAN FRANCISCO RECOJ~ENDING TO THE CITY COUNCIL APPROVAL OF THE A~EN~NT PETITION OF CAESAR-CALLAN HOMES 2NC., SO AS TO REZONE AN APPROXI- MATELY 180-ACRE PARCEL OF LAND FROM A 'U' DISTRICT TO A 'PC' DISTRICT." There being no objections and at the request of the City Attorney, Mayor Bertucelli corXinued the Public Hearing to the next regular meeting. TIRE SAFETY WEEK OCT. 9-13, 1966= CLF~N-UP, PAINT-UP FIX-UP MONTH= The next item was the Proclamation designating October 9 - 13, 1966 as'TIRE SAFETY WEEK." Mayor Bertucelli so proclaimed. The next item was the Proclamation designating October, 1966 as "CLEAN-UP, PAINT-UP, FIX-UP MONTH" in the City of South San Francisco. City Attorney Noonan stated that the Proclamat£on in accordance with the wishes of the Mayor had been prepared with two objectives= that of the Scavenger Company pick-up and the selection of Beautification of Entrances to the City Committee which was to be he&ded by Councilman Rozzi. Mayor Bertucelli so proclaimed. Y INDIAN GUIDE WEEK OCT. 17-22, 1966= The Proclamation designating October 17 - 22, 2966 as "Y INDIAN GUIDE WEEK" was the next item for Council's consideration. Mayor Bertucelli so proclaimed. The next item was the communication dated September 15, 1966 from Wilsey & Ham submitting Grading Permit Application on behal¢ of American Bridge Division of the Uniited States Steel Corporation. Ac~ompa~ying was Inter-Office Memorandum date? September 19, 1966 from the Director ofpubl~c Works recommending issuance of Grading Permit, subject to five conditions as istated in the memorandum. Coubcilman Rozzi introduced: "A RESOLUTION GRANTING A GRADING PERMIT AND HAULING PENMIT TO AMERICAN BRIDGE DIVISION, UNITED STA?ES STEEL CORPORATION." Director of Public Works Louis Goss gave a sumnary and compilation of the bids received, recommending the award be made to L. C. Smith Company in the amount of $7~,292.17. Coubcilman Rozzi introduced: "A RESOLUTION OF AWARD OF CONTRACT - 1966 STREET IMPROVEMENT PROJECT. ~ Rolll call vote was as follows: Ayes, Councilmen Frank J. Bertucelli, Patrick E. Citly Attorney Noonan at this time read in full the resolution which had been prepared commending Margaret Ehmke after which Mayor Bertucelli commended Mrs. Ehmke for her wonderful work in helping the children of the Nutting Nursing Home. Briief discussion followed concerning the Public Hearing date to be set after which there being no objections, Mayor Bertucelli se; the Public Hearing for November 7, 1966 at!8~O0 p.m. Thenext item for Council's attention was the Planning Commission Resolution No. 2082 en~ttled~ "RESOLUTION RECON~NDING THE ADOPTION OF PROPOSED SECTION 1.3, PERTAINING TO!CITY CONTROL OF THE DESIGN AND LOCATION OF ~,IRSPAGES AND BUILDINGS IN GONDOt~INIU~ AN~ CONA~JNITYAPARTMENT PROJECTS, AS AN ADDENDUM TO THE SUBDIVISION ORDINANCE." There being no objections and at the request of the City Attorney, Mayor Bertucelll re~erred the matter to the office of the City ~ttorney for the preparation of a draft. The next item was the Dedication and Vaction Request as received from the Planning Co~aission of Marco Senaldi requesting permissLon for the dedtcattrOn:and vacation of ilands for the purpose of widening and changing the configuratlon of the Marco Way cull-de-sac, in the M-2-H District with the recon~aendation of approval subject to the conditions of the Director of Public Works set forth in his Inter-Office Memorandum of iSeptember 6, 1966 to the Planning Commissio[i and the Inter-Office Memorandum from Ac~ing Fire Chief A. Acc6mpanying was Inter-Office Memorandum dated September 22, 1966 from the Director of public Works recommending final acceptance of the subdivision improvements. Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that the recommendation of the Director of Public Works be approved and accepted. Under the question, Director of Public Works Lcuis Goss requested that the contractor's bond for a period of two years be accepted in the matter. Couhcilman Rozzi accepted the recommendation of the Director of Public Works and included this change as part of his motion. Councilman Rocca stated that his second would include thisadditton. , ~ Monthly Reports were received from the follo~ing~ Library - August, 1966 San Mateo County Public Health - Sanitation Section - August, 1966. Theke being no objections, Mayor Bertucellt crested the reports accepted and placed on file. There being nothing further, Mayor Bertucelli asked if anyone wished to offer anything under Good and Welfare. City Attorney Noonan remarked that a petition ~ad been filed with the City, signed by residents of the area in the vicinity of Juripero Serra Boulevard where construction work was taking place, complaining of the dust conditions and effect on their homes. MayOr Bertucelll commented that upon receipt of the petition, the Director of Public works had been notified to contact the Mayor of Daly City requesting his cooperation wit~ the developers,in Serramonte; had also been requested to contact the State Highway Department, the Suburban Realty Company and Guy F. Atkinson with a like request that they take whatever means and actions necessary to alleviate the dust conditions. Cit~ Attorney Noonan stated that this placed tLe City in a position of having to take action against agencies outside the City and that at the request of the Mayor, asked th~se agencies to come to the meeting this evening and to report as to what steps were being taken to minimize the matter of dust. i "BUZZ" Mr.i Arthur Haskins stated that he was the contractor in the Serramonte project, had done work in Westborough as well as other like projects, that he was aware of the problem of dust and that his company had endeavored to provide the newest installations to icontrol and to curtail the dust. He stated that they had devised other methods and had constantly applied water in an effort to prevent dust. He further remarked the firm of Guy F. Atkinson was following similar nethods, that not all of the dust came frdm areas where construction was taking place~ but areas other than construction loc~tions and that it was more noticeable at tLis time since work of construction was going on. He stated that the dust problem was there before his arrival and would continue to be there after he had left. He further stated that his firm would continue to !take all of the steps available to curtail the matter of dust. Mr.i Brian Zimmerman of Guy F. Atkinson commented that a high wind storm the previous we~k carried dust throughout many areas and th&t not much could be done to control th~ blowing of dust by these high winds. He stated that they were obliged to get the jo~ done that they were presently working on, that the~ were employing all steps necessary to control the matter of dust, using asphaltxc-dust material as well as wailer. He further stated that as soon as slopes were ready for top soils, that the top soil was immediately placed and seeded dowr~with the added expense of applying water in order to get the grass growing, thereby eliminating dust problem from the slopes. He stated that his firm would continue to take every means available to minimize the matter of dust problems. Mayor Bertuce!li asked that they continue in !their effort. Mayor Bertucelli at this time introduced Mr. James Fitzgerald, Supervisor of the County of San Mateo, present in the audience. Mayor Bertucelli then stated that earlier in the meeting, he had proclaimed Octlober 17-22, 1966 as "Y Indian Guide Week." He called on Mr. Yamasaki at this ti~e who, on behalf of the Buffalo Nation, presented to each of the Council members a head band making them honorary members. Magor Bertucelli at this time read a letter from Gildo Fregosi, written in behalf of Ibis Father and members of his family commencing the Fire Department for the action taken in a recent attack suffered by his Moths=. Mayor Bertucelli commended the members of the Fire Department through Assistant Chief A. Brauns, present in the audience. At ithts time, Mayor Bertucelli offered for Council's confirmation the appointment of iWilliam Borba, Sr., as a member of the South San Francisco Housing Authority to fill the vacancy created by the resignation of Fred J. Lautze. CoUncilman Rozzi moved, seconded by Councilman Rocca and regularly carried that the MaYor's appointment to fill the vacancy of Mr. Lautze he approved. PRESENTATION OF TEN- YEAR SERVICE PIN TO CITY ATTORNEY NOONAN= EXTENSION OF INVITATION PLAQUE UNVEILING - WESTBOROUGH WATER DIST. ADJOURNMIiNT: Cotmcilman Rozzt at this time, on behalf of the Mayor and members of the City Council, Presented to City Attorney John Noonan a ten-year Service Pin as City Attorney. MaYor Bertucelli congratulated Mr. Noonan for his work as City Attorney for the City. There being nothing further, Mayor Bertucellt asked if anyone present in the audience had anything they wished to offer under Good a~d Welfare. Colonel Robert L. Rhea, Chairman of the Westborough Water District, addressed Council, stated that the pumping plant had been completed and that he was extending an tn- vt%ation to all of the City Departments, Commissions, Mayor and members of the City CoUncil and City ~anager for the unveiling of ~he placque on October 15, 1966, stating that the Mayor and City Manager would be called upon for a £ewwords. MaYor Bertucelli on behalf of himself and members of the City Council thanked Colonel Rhea for his invitation but regreted that they would not be able to attend since they have co~mitted themselves to the attendance at the League of Californi Cities Con- fe~ence which would be in San Diego during the week of the 16th to the 19th, stating that they would be leaving on the morning of t~e 15th.
