Councilman Rocca moved, seconded by Council,an Rozzi and regularly carried, that the
minutes of the adjourned regular meeting of October 24, 1966 be approved as submitted.
Payor Bertucellt then asked if there was a ~otion approving the regular claims as

Councilman Rozzi moved, seconded by Councilman Ahern and regularly carried, that the

TNere being no objections and at the request ef the City Attorney because the Hearing
h~d not been closed on the matter, Mayor Bert~ce111 continued the resolution.
The next item was the Inter-Office Memorandum from the Director of Public Works dated
O~tober 18, 1966 concerning bids for the Traffic Signal Installation, Spruce Avenue
a~ Huntington Avenue.
City Engineer Louis Goss stated from his Intel-Office Memorandum dated November 4, 1966
tO the City Council that the bids were received and recommended award be made to Ecco-
P~oentx Electric Company with the low bid of 521,955.00 which was below the estimate
o~ the engineer's, $22,330.00.
City Attorney Noonan explained the resolution aftex which Councilman Rocca introduced:

The next item was the Planning COmmission Resolution No. 2085 entitled: "RESOLUTION
OB THE PLANNING COMMISSION OF THE CITY OF SOU?H SAN FRANCISCO APPROVING THE PROPOSED
SPECIFIC PLAN OF BUILDING SET-BACK LINES ALONG SPRUCE AVENUE, BETWEEN S. CANAL STREET
AND EL CAMINO REAL, AND RECOMMENDING THE ADOP?ION OF SAID PLAN BY THE CITY COUNCIL."
There being no objections, Mayor Bertucelli set the Public Hearing for December 5, 1966.
T~e next item to be considered was the SA-2 Final Map of Tanforan Park, Unit
representing the subdivision of an approximate 38-acre parcel of land, located on
t~e southwesterly side of South Spruce Avenue at Huntington Avenue, in the P-C-M
District, into 18 lots.
This matter having been acted upon under Reso4utions, no further action was taken.
The next item was the Inter-Office Memorandum from the Director of Public Works
cdncerning the proposed mud dike for retaining future fill on Tide Lots 17, 22, 23
add 24 owned by South San Francisco Scavenger Company.
Ciity Attorney Noonan stated that this would require a resolution approving the
recommendation of the Director of Public Works.
C~uncilman Rocca requested the Director of Pu)lic Works to further explain the matter.
Director of Public Works Louis Goss read in full the Inter-Office Memorandum dated
October 28, 1966 over his signature as addressed to the City Council concerning the
s[bJect of Modification to South San Francisco Scavenger Company Grading Permit,
containing recommendation and conditions.
City Attorney Noonan explained the resolution after which Councilman Rocca introduced:

had anything they wished to offer under Good and Welfare.
There being none, he then asked if anyone present wished to offer something under
Gdod and Welfare.
T~e presence of Mr. Jack Bonalanza, City Treasurer, was acknowledged hy Councilman Rocca.
Mayor Bertucelli asked the Veterans' Committee present in the audience which was
appointed from the last meeting if they had made any progress towards the Veterans'
Memorial.
M~. Thomas Finnerty, 221 Clifton Drive, stated that they would like to continued
amd report on it at the next meeting.
Mrl. Robert Reid, father of the little girl who was recently killed, presented to
CoUncil the names of 2,234 voters as a partia4 petition.
Mrl. William Boldenweck, President of the Winston Manor Home Owners Association,
spoke on the matter of traffic.
He thanked the Council on behalf of the Association relative to the Clay overpass.
As time did not permit a letter which he said would be forthcoming, he stated that
since the construction of Hickey Boulevard appears to be creating differing traffic
pa~terns, it might be wise for all interested parties, their Association, the City
Police Department, representatives of the County, representatives from the State, to
look into the traffic as it could develop and to consider any adjustments.

Ma,,or Bertucelli stated that as soon as the City Council received a letter from
Mr Boldenweck, he would set a meeting with the proper agencies.
Mr Boldenweck further stated that his Association was concerned how the development
of! )arks in their area fit into the City's pattern. He further stated that a letter
ha~ been sent to the City Council requesting that they be included in the field trips
which were considering the new park 'developments.
AnOther communication is to be sent with the request that they be allowed to sit
down and confer with the Park and Recreation Department. Mr. Boldenweck said that
hi~ Association could now offer to contribute financially to the development of plans.
Mayor Bertucelli referred the matter to the City Manager with the request that he call
a meeting with the Park and Recreation Department to work with the Association on
th~s matter.
Mr. Dan Murphy, 104 Sutton Avenue, apologized to the Police Department for inferring
that they were inefficient in their traffic surveillance on Sunipero Serra and assured
the Police Department that they were doing a t~emendously efficient job in that area.
City Attorney Noonan expressed the feelings Of the City Council in stating that
M~[ Reid, under great personal tragedy, conducted himself in an exemplary manner in
pursuing the matter and using legal and political processes in a constructive manner
which reflects credit on him as a citizen and on the community.
City Attorney Noonan suggested a resolution co~aending Mr. Reid for his contribution.
M~; Reid spoke from the audience that it was not he alone but the men in his area
who were responsible for the petition.
Councilman Ahem introduced the resolution: "A RESOLUTION CO~4ENDING MR. ROBERT
REiD AND THOSE WHO ASSISTED IN CIRCULATING THE PETITIONS FOR JUNIPERO SERRA CLAY
OVERPASS."
