The meeting was called to order by Mayor Frank Bertucelli at 8:02 p.m. Pledge of Allegiance to the Flag was recited after which the invocation was given by Reverend Irvin Tweet of Our Redeemer's Lutheran Church. Present: Absent: Councilmen Frank J. Bertucelli, Patrick E. Ahem, Emilio Cortesi and Guido J. Rozzi Councilman Andrew Rocca Mayor Bertucelli continued this matter due to the absence of the gentleman who was to present this award to Mr. Garo Dorian for the Environmental Design at the South San Francisco Public Library and Emergency Operating Center. Mayor Bertucelli asked if there was a motion approving the minutes of the regular meeting of January 3, 1967. Councilman Rozzi moved, seconded by Councilman Cortesi and regularly carried, that the minutes of the regular meeting of January 3, 1967 be approved as submitted. Mayor Bertucelli then asked if there was a mozion approving the regular claims as submitted for payment. Councilman Ahem moved, seconded by Councilman Rozzi and regularly carried, that the regular claims totaling $49,366.38 be approved for payment. Mayor Bertucelli asked if there was a motion approving the claims for Parking District No. 1 as submitted for payment. Councilman Rozzi moved, seconded by Councilman Ahem and regularly carried, that the claims as submitted for Parking District No. i totaling $823.77 be approved for payment. Conmur Street and Dianne Court Assessment Dis;rict Claim: (a) Gordon Migues claim dated December 28, 1966 in the amount of $817.00 for work performed on retaining wall. (b) James B. Dunn & Son claim dated December 13, 1966 in the amount of $116.68 for rental of loader and truck for work on retaining wall. (c) Superior Blocks In., claim dated December 13, 1966 in the amount of $445.63 for material for retaining wall. Councilman Ahem moved, seconded by Councilman Rozzi and regularly carried, that the claims as submitted for Conmur Street and Dianne Court Assessment District be approved for payment. The next item was the continued Public Hearing on Planning Commission Resolution No. 2080 entitled: "A RESOLUTION OF THE PLANNING CO~ISSION OF THE CITY OF S(I~H SAN FRANCISCO RECON~ENDING TO THE CITY COUNCIL APPROVAL OF THE AMENDMENT PETITION OF CAESAR-CALLAN HONtES, INC., SO AS TO REZONE AN APPROXIMATELY 180-ACRE PARCEL OF LAND FROM A 'U' DISTRICT TO A 'PC' DISTRICT." There being no objections, Mayor Bertucelli continued the Public Hearing. The next item for Council's attention was the Proclamation designating January as "MARCH OF DIMES NDNTH 1967." Mayor Bertucelli so proclaimed. Mr. Kenneth Jones, assessment attorney from the law office of Wilson, Jones, Morton & Lynch, then explained the following resolutions as they effected the assessment districts of Stonegate Ridge and Cabot, Cabot & Forbes. Mr. Kenneth Jones explained the first resolution after which Councilman Rozzi intro- duced: '~ RESOLUTION ORDERING NDDIFICATION IN THE BOUNDARIES OF ASSESSMENT DISTRICT STONEGATE RIDGE UNIT NO. 1." Roll call vote was as follows: Ayes, Councilmen Frank J. Bertucelli, Patrick E. Ahem, Emilio Cortesi and Guido 3. Rozzi. Noes, none. Absent, Councilman Andrew Rocca Nit. RESOLUTION NO. 4612 PETITION FOR EXCLUSION OF PORTION OF ASSESSMENT DISTRICT AND FORNIATION OF NEW ASSESSMENT DISTRICT; RESO. DESCRIBING PROPOSED MODIFICATION: Mr. Kenneth Jones explained the petition entitled: "PETIIION FOR EXCLUSION OF A NEW ASSESSMENT DISTRICT - CABOT, CABOT & FORBES INCUSTRIAL PARK UNIT NO. 2," and the resolution after which Councilman Cortesi introduced: "A RESOLUTION DESCRIBING PROPOSED MODIFICATION IN THE BOUNDARIES OF ASSESSMENT DISTRICT AND OF INTENTION TO ORDER A MODIFICATION IN SAID BOUNDARIES - CABOI, CABOT & FORBES INDUSTRIAL PARK UNIT NO. 2." RESOLUTION NO. 4615 APPOINTING TI~{E AND PLACE OF HEARING PROTESTS C.C. &F. /C2-A: Mr. Kenneth Jones explained the resolution which set the date of February 20, 1967 for the Public Hearing, after which Councilman Rozzi introduced: "A RESOLUTION APPOINTING TIME AND PLACE OF HEARING PROTESTS IN RELATION TO PROPOSED ACQUISITIONS AND IMPROVEMENTS, AND DIRECTING NOTICE - CABOT, CABOT & FORBES INDUSTRIAL PARK UNIT NO. 2-A." Roll call vote was as follows: Ayes, Councilmen Frank J. Bertucelli, Patrick E. Ahern, Emilio Cortesi and Guido 3. Rozzi. Noes, none. Absent, Councilman Andrew Rocca. RESOLUTION NO. 4616 ADOPTING BUDGET FOR EXPENDITURE OF STATE ALLOCATED FUNDS: City Attorney John Noonan explained the next resolution which had been prepared for Council's attention after which Councilman Ahem introduced: "A RESOLUTION ADOPTING AND SUBMITTING A BUDGET FOR EXPENDITURE OF STATE ALLOCATED (ENGINEERING) FUNDS." Roll call vote was as follows: Ayes, Councilmen Frank J. Bertucelli, Patrick E. Ahern, Emilio Cortesi and Guido 3. Rozzi. Noes, none. Absent, Councilman Andrew Rocca. RESOLUTION NO. 4617 AUTHORIZING DESTRUCTION OF NRJNICIPAL ELECTION ROSTERS 1966: City Attorney Noonan explained the resolution after which Councilman Rozzi introduced: "A RESOLUTION AUTHORIZING DESTRUCTION OF N~JNICIPAL ELECTION ROSTERS, SUPPLIES AND RELATED MATERIALS FOR 1966." Roll call vote was as follows: Ayes, Councilmen Frank J. Bertucelli, Patrick E. Ahern, Emilio Cortesi and Guido 3. Rozzi. Noes, none. Absent, Councilman Andrew Rocca. RESOLUTION ACCEPTING GRANT OF PUBLIC UTILITY EASEMENT C.C.& F. #1: The next items were the Inter-Office Memorandum dated December 28, 1966 from the Director of Public Works recommending acceptance of Grant of Public Utility Easement for power lines in Cabot, Cabot & Forbes Industrial Park Unit No. 1 and the resolution accepting Grant of Public Utility Easement. There being no objections, Mayor Bertucelli continued this matter. RESOLUTION INTENTION TO LEVY SUPPLEMENTAL ASSESSMENT CONMUR ST. DIANNE CT.: RESOLUTION NO. 4618 The resolution entitled: "A RESOLUTION OF INTENTION TO LEVY SUPPLEMENTAL ASSESSMENT CONMUR STREET AND DIANNE COURT" was the next item for Council's consideration. There being no objections, Mayor Bertucelli continued the resolution. City Attorney Noonan explained the resolution which sets the standards for presentation SETTING TERJ~S AND CONDITIONS to applicants and request they respond to these standards. FOR CATV FRANCHISE: ~/ ~ Councilman Rozzi stated that this was not an award of franchise but was the vehicle for selection. Councilman Ahern introduced: "A RESOLUTION DECLARING THE COUNCIL'S DETERMINATION TO GRANT A CATV FRANCHISE AND THE TERNtS AND CONDITIONS UPON WHICH THE FRANCHISE IS TO BE GRANTED." PROTESTS CONCERNING GARBAGE INCINERATOR IN UTAH INDUSTRIAL PARK: Letter of protest from J. Jacobs & Co., and Uta~ Construction & Mining Co., dated December 22, 1966; and Peninsula Manufacturers Association dated December 27, 1966 concerning the erection and operation of a garbage incinerator in the Utah Industrial Park were the next items for Council's consideration. Accompanying was the letter of appeal dated December 29, 1966 from J. Jacobs & Co. Also accompanying was Notice of Appeal as filed by the law office of Tragoutsis and Cappaccioli in behalf of Wilson & Geo. Meyer & .Jo.; Gilmore & Co., and The South San Francisco Industrial Park Assn. City Attorney Noonan suggested that a Public Hearing be set for February 20, 1967. CLAIM AS FILED BY ETCHEVERRY, HUBBARD, COAN FOR E. 3. LICARDO: Councilman Ahern so moved, seconded by Councilmen Rozzi and regularly carried. The next item was the claim for personal injuries as filed by the law office of Etcheverry, Hubbard & Coan in behalf of Eugene 3. Licardo. Councilman Rozzi moved, seconded by Councilman Ahern and regularly carried, that the claim be denied and referred to the City's insurance carrier. ~ESTBOROUGH EXPRESSWAY EXTENSION ~ Lengthy discussions followed concerning the subect matter and the following represents excexPts and are not verbatim, Mayor Bertucelli at this time asked if there was anyone present who wished to speak on the matter. Mr. Donald Gamma, 46 Escanyo Drive, introdumd himself as the President of the newly- formed Rancho Buri Buri Homeowners Association, stating that he would like to bring to the Council's attention a number of propositions, requesting the Council's support and assistance. He remarked that as a group of some 40 or 50 homeowners, had received no information concerning the plans for the extension of Westborough Expressway. He stated that the only information which they had received was from newspaper articles or through telephone conversations with the Plaaning Commission, engineers and County departments. He further remarked that they were of the impression that the road would follow the 12-mile creek and had been informed that as yet, no plans had been approved but that they were still in the planni3g stages. He said that it was not until 3uly of 1966 that they had received offic~l notification in the form of a letter from the County Engineer who informed them that personnel from their office would be making a survey of the 12-mile creek area, that if they were on their property, would quickly be finished with their work. He remarked that it was in December 1966 that they were notified that the County did not intend to follow the 12-mile creek directly but that the road would be located and elevated, in many cases, some five feet above the rooftop levels of the homes. He stated that during this time, negotiations were taking place between the County and the California Golf Club concerning the replacement of the greens which would be removed and installation of a new sprinkling system and landscaping, all of which was to be provided by the County agency. He, in detail, explained the view which the pro3erty owners would be losing as a result of the elevated expressway, that no landscaping would be provided for the homeowners as well as no guard rails and no fencing to protect the children and homes from both the danger of vehicles and litter being strewn from passing automobiles. He remarked that Mr. Sands of the County refused to furnish them with the information they felt was due them. He then remarked on the preliminary consultations which the homeowners had with the firm of Wilsey & Ham, engineers, a3d were told that it was possible to reroute to some degree away from the homes and onto the golf course property, the expressway in order to protect some view which they now had. He remarked that it was their feeling that the road could be lowered and were told that this was not possible because of the present high level of 3unipero Serra and that it would have to come down gradually all the way to E1Camino Real according to County and State regulations. He then discussed and q2estioned the grade between Skyline and Junipero Serra Boulevards. Mr. Gamma stated, in again consulting with Wilsey & Ham, engineers, were informed that the road could be brought down to their level without endangering present preliminary plans a~d regulations so that it would be at least closer to the level of their property. About this, he stated, they felt very strongly. He then commented on the Callan's being successful in moving the section of Westborough some 100 feet north of t~e original plan which had been accomplished through the firm of Wilsey & Ham. He further stated that some of the residents whose property was involved have not as yet been notified. He likewise remarked on the devaluation of their property which would occur because of the removal of the trees and shrubs, of the replacement by dirt embankment. He then questioned the Council about the money which the City contributed as its share to the study of the proposed expressway, requesting the assistance of the City Council in requesting that the road be not located as presently proposed; that if this were not possible, consideration be given to the employment of a private civil engineering firm to study the present plans and offer some alternatives, stating that to continue with the present elevation would be completely 9ut of the question. He further requested the City Council to discuss with the County safety features which include guard rails along the whole route of the freeway and homes as well as lands- caping with full grown trees which would also tgnd to protect the homeowners from the glare of headlights. He concluded by stating that the residents would like some demand in writing concerning the schedule of working hours by the constructi3n company so that they could enjoy the peace and comfort of their homes. Mrs. Mary Ortner, 32 5scanyo Drive, commented o3 the natural growth and beauty of color which presently existed, remarking that she had replaced walls in her home with windows so that they might enjoy the beauty with which they were surrounded but that now, this was to be replaced by dirt banks. She stated t3at there were members of the California Golf Club who did not know that the trees were to be removed. She further stated that the present area was a play ground for youngsters, a hiking place for many and a con- tributing factor in the reduction of juvenile delinquency. She closed by saying, "Keep what you have; nature has put it there and it will be a long time before she paints that picture again." In answer to Mr. Gamma's remarks, Mayor Bertucelli stated that this was a County project, asking as to whom Mr. Gamma had contacted both in the City and County offices. Mr. Gamma answered that lately it was with the City Manager, Mr. Aiello. WESTBOROUGH EXPRESSWAY EXTENSION ~ (CONTINUED) Mr. Aiello explained how the extension first came into being with the Nolte Report for the highways--extension of Chestnut--H[ckey Boulevard--to Junipero Serra and to Skyline under the original bond issue in June 1964. Mr. Aiello said that the County had to look around to accomplish these most needed projects and with the growth on the coast, there was need for an East-West crossing to get from Junipero Serra to E1Camino Real. He said there were two main projects and ~hey would both be accomplished and that the City would pay nothing for the Hickey Boulevard project. He said we will also accomplish that portion of the extension of Westborough at no cost of construction to the City if the City would contribute $50,000 to the engineering study. He further explained the City's share in the gas tax fund and its participation to develop all of the Nolte #1 projects. Mr. Aiello stated that Mr. Gamma mentioned that he had been told the grade for Westborough Extension has to be under 10 percent but that this does not refer to Westborough portion. Mr. Aiello admitted that this could be true--that the West- borough portion is in excess of 10 percent. Mr. Aiello stated that he thought it might be possible to change the engineering to a substantial degree to make a difference to the people, but that he could recall no coversation that moved the interchange in any way. Mayor Bertucelli demanded to know if any City staff were involved in Mr. Gamma's statement of "lucrative deals being made." Mr. Gamma replied, "No." Mayor Bertucelli explained his position in tryin3 to accomplish the election of Supervisors by district so that the situations s'Jch as this could not happen. In answer to Mr. Gamma's plea for Council help, ~ayor Bertucelli stated that they will contact Mr. James Fitzgerald and discuss this. Mayor Bertucelli remarked that Council was not here to hurt, but to help but that this was in the hands of the County and they would do everything possible. Mr. Gamma inquired if the Mayor and Council had ever seen this particular view as it lies between E1Camino and Arro~Drive. He requested if the Council had the time, they would like to show some slides. Mayor Bertucelli said he and the Council would be glad to see the slides. (Slides shown.) Mr. Peter Fotos, 48 Escanyo Drive, asked if the City would landscape the slope. Councilman Rozzi said that we would do all we can and would try to have the County assume this. Discussion followed concerning the original work of the firm of B~.uer and Lesser and the City's resulting repair work. Mr. Fotos described the amount of sand that had blown into their area from the work being done hy Callan, Serra Monte and the State Highway, and stated that he found it in his food. He said he received no sympathy from the Board of Health upon complaining of the condition. He further stated that th~ e was loos~ sand and dirt at the inter- section of Junipero Serra and Hickey Boulevards and that ~t was hazardous. Mayor Bertucelli requested City Manager Eugene Aiello to contact the County to clean up the intersection and the Mayor requested he be notified of the result. Mrs. Ortner stated that she was contemplating a $150,000 legal suit against Guy F. Atkinson because of the sand. She said she had complained continually but they ignored her pleas, stating that the sand was from other projects. Upon inspection of her home and finding evidence of dirt and sand, they did water for awhile. Mr. Gamma reiterated their plea to have the Council "carry the ball" and if this road is forced on them, assurance from someone as to landscape and safety features. Councilman Afern said that we would go back to ~he Supervisors and see what could be done. Councilman Ahern replied to Mrs. Ortner's question of "Do you want that road?" by inquiring where she felt it could connect. Mrs. Ortner felt that homes across the street (south side) with existing streets could be removed without hurting existing trees. Mrs. Ortner described the conversation she had with Mr. Dempsey, Land Agent. She stated that he said the County would not landscape and if the City promises to put in the landscaping and renages on its promise, not to come back to them. Councilman Rozzi asked if the Council had much time prior to the meeting with County officials in their behalf, that they could meet with the engineer for the residents and get some ideas. Mr. Gamma said that they had not the money to hire both an attorney and engineer, but that Mr. Zieback's immediate supervisor, Mr. Sam Nash, gave this proposal. Councilman Rozzi requested Mr. Aiello to contact Mr. Nash. Mayor Bertucelli insisted that we were not going to be put off by the County as we have been by the State and that a meeting will be set with Mr. Fitzgerald and landscaping and other conditions will be discussed. WESTBOROUGH EXPRESSWAY EXTENS I ON: (CONTINUED) Upon Councilman Rozzi's inquiry if a representative of the association would be at the meeting, Mrs. Ortner replied that any number would be available and that Mr. Fitzgerald was in complete sympathy with them. Mayor Bertucelli stated that a meeting would be set in the afternoon very soon with Mr. Fitzgerald, the Board of Supervisors, Mr. Wilson or anybody else concerned with this project. Mayor Bertucelli insisted that he or the City Manager or anyone else on the Council be contacted in, mediately upon any fill[ng or any digging. Mrs. Maxime Maida, 44 Escanyo Drive, commented on the small size of their back yards and when this fill is going in, big pieces of machinery will be about twenty feet from their living rooms. Mayor Bertucelli inquired of the City Attorney as to bonding to cover damages. City Attorney Noonan explained the coverage in the contracts and he further stated that working hours should be clearly defined. Mayor Bertucelli requested the City Manager to makeanote of special importance being given to hourS. Mr. Aiello said that each one of the items wouZd be discussed with the Board of Supervisors. Councilman Ahem inquired if anyone had been contacted in regard to severance to which Mr. Gamma said none had been contacted. He said that this was in 15 to 18 cases. He said that a number of houses on Capay Circle who will be affected by the road haven't been contacted yet. To Councilman Ahern's question of how long it takes to go through condemnation procedures, Mr. Gamma said, "twenty days." He went on to say that the State could take the property and go into court and settle it there. In February they will be contacted for the purchase of their property. They had received one letter regarding fill but have held this up pending Council action. Mrs. Dolores Calhoun, 60 Escanyo Drive, stated that as of now, she will lose 1/3 of her property and the County has not contacted her personally. She insisted to know if there would be any protection for the children playing, that is, from the water trucks and earth movers. Mr. Gamma remarked that it seems impossible bu~ it is true that Mrs. Calhoun is going to lose 1/3 of her property and hasn't received any word. Mayor Bertucelli assured Mrs. Calhoun that he would find out for her and assured her of the protection for the children. Mrs. Mary Fabian, 70 Escanyo Drive, inquired if the City would benefit from this road and if there was any possibility of it% not going through. Mayor Bertucelli said that he could not give her an answer. Mr. Aiello said that this is a Master Plan of the whole County and this was a County plan of East-West highways. Mrs. Ortner inquired as to why they were not given the same consideration as the people were given when Hickey Boulevard was being considered and consulted. She again inquired of Council if they wanted that road there and said that she thought they did. She said that there were fourteen other people present when Mr. Dempsey made the statement that he doubts very much if the City Council or the Planning Commission would be in sympathy because they want this road. Mayor Bertucelli emphasized that he wanted the meeting with the Board of Supervisors, Mr. Wilsey, and Mr. Dempsey. This Council, he said, wants the facts. He further stated that we have to have an East-West road. He continued that this was in the Master Plan when it was set up by Mr. Nolte and recommended. Mayor Bertucelll invited anyone from the audience to attend this meeting. Mr. Pozo, 58 Escanyo Drive, commented on what might happen with cars running out of gas, jumping the fence into his backyard. He further commented on crossing to the new library across the highway. Police Chief Fabbri explained the traffic control in that there would be a four lane street with stacking lanes for left turns and push-button pedestrian stop signal. Mr. Fotos, 48 Escanyo Drive, commented on the increased traffic on Bayshore Highway and felt there was no need of the access to the City of San Francisco by way of this road when 3unipero Serra was the quicker way i~to the City. Mayor Bertucelli agreed that this would be looked into at the meeting. Mrs. Gamma, 46 Escanyo Drive, inquired why couldn't the road be moved beyond the cypress trees, further into the golf course and consider their homes. Mr. Gamma said that just a rerouting of 100 ft. would save the cypress trees and this would not ruin the golf course. He said Mr. Zieback said that he felt the route could be changed and that the level of the expressway between 3unipero Serra and E1Camino could be lowered. The next item for Council's attention was the ~lanning Commission Resolution No. 2086 entitled: "RESOLUTION OF THE SOUTH SAN FRANCISCO PLANNING CON~ISSION RECO~ENDING TO THE CITY COUNCIL OF /HE CITY OF SOUTH SAN FRANCISCO THAT THE PROPOSED GENERAL OBJECTIVES BE ADOPTED AS A REVAMPMENT OF THE C~TY'S GENERAL PLAN." There being no objections, Mayor Bertucelli continued the resolution for futher study. The next item was the Parcel Map 11 as applied for by Caesar-Callan Homes, Inc., for the subdivision of land located at the northwesterly corner of 3unipero Serra and ~est- borough Boulevards. There being no objections, Mayor Bertucelli continued the matter pending further study. The next item was the Inter-Office Memorandum dated December 29, 1966 from Director of Public Works Louis H. Goss recommending approval of Change Orders Nos. 6 and 7 to the Stonegate Ridge Assessment District Contract with Lowrie Paving Company. Councilman Ahem moved, seconded by Councilman Rozzi and regularly carried, that the recommendation of the Director of Public Works be approved and accepted. The next item was the Inter-Office Memorandum cared 3anuary 3, 1967 requesting $5,276.20 be transferred from the Capital Improvement Budget for City contribution to off-site drainage to the Stonegate Ridge No. 1 Assessment District Funds. CouncilmanRozzi moved, seconded by Councilman Ahem and regularly carried, that the recommendation of the Director of Public Works be approved and accepted. Monthly Reports were received from the followirg: Fire Department - December 1966 Building Inspection Department - December 1966 There being no objections, Mayor Bertucelli orcered the reports accepted and placed on file. Department of Alcoholic Beveraqe Control: Application as filed by N~vroudis, George, for On Sale Beer at 224 Grand Avenue. There being no objections, Mayor Bertucelli ordered the report filed. There being nothing further, Mayor Bertucelli asked if any member of the City Council had anything they wished to offer under Good an~ Welfare. There being none, he then asked if anyone preseat in the audience wished to offer anything under Good and Welfare. City Manager Aiello presented a letter he had received dated January 16, 1967 from the Division of Highways regarding the overpass at Play Avenue and 3unipero Serra Boulevard and a letter from the South San Francisco Unfied School District offering their parti- cipation in the overpass in the amount of $7,009. Mr. Robert Reid, father of little Linda Reid who was killed on 3unipero Serra, expressed his concern to Council of the progress made for the Clay Avenue, 3unipero Serra Overpass. City Manager Aiello stated that everything had ~een forwarded to Sacramento and upon Sacramento's approval, we would get our approval and that Mr. Clifford Green had been consistent in this. This confirmation was received this date. Mayor Bertucelli and Councilman Rozzi reassured Mr. Reid of the Council's determination to accomplish this overpass. Mr. Reid inquired if more money could be obtaingd from the School District. Councilman Ahem said that he was sure they wer~ willing to help. Discussion followed concerning City-State-SchooL participation in the cost of the overpass. Councilman Rozzi suggested that Senator Dolwig and Assemblyman Ryan be contacted immediately now that the report was in the hands of the State Highway Commission. City Attorney Noonan mentioned a fact that was )fought to light by Assemblyman Ryan that this area would become an island by the development of the highways. This, he felt, was a very strong point. Mr. Anthony Montoya, 11~5 Miller Avenue, requested more information concerning Planning Commission Resolution No. 2086 concerning the revampment of the City's General Plan, mentioning the fact that he felt there should be more communication between the City Council, the Planning Department and the people in this area as to changes in the variances and other matters. Mr. Montoya requested the Plan at his disposal for information to relate to the Sunshine Gardens Association. GOOD AND WELFARE: (CONTINUED) 6 0 % CO~ENTS CONCERNING ATTENDANCE: ADJOURNMENT: Mayor Bertucelli said that it would be at his disposal when the plan is adopted. City Manager Aiello offered a copy to Mr. Montoya for his study, but stated that these were not specified plans. Councilman Rozzi stated that this document may not be adopted because there are more phases to these changes. Mr. Reid commented on the exodus of the Escanyo Drive group from the meeting right after their matter had been concluded rather than wait and see that a similar situ- ation in regard to the crossing of a highway could concern them. Mr. Montoya mentioned that he had been to the Council meetings quite regularly with matters concerning Colma Creek, theater, dance 3all and so on and has seen how people tend to concern themselves when they are individually involved. He compli- mented the City Council members as having "more guts than a tennis racket." Mayor Bertucelli said that when he took over as Mayor, he stated that he invited the public to attend the meetings as much as possible and learn at first hand the views of the City and the progress being made. Councilman Ahern moved, seconded by Councilman Rozzi and regularly carried, that the meeting be adjourned to the next regular meeting of February 6, 1967.
