The meeting was called to order by Mayor Patrick E. Ahern at 8:00 p.m.
In recognition of "Boy Scout Government Da~' ~he Mayor asked Scout
Kenneth Boone to lead the pledge of allegiance to the flag, after which the
invocation was given by Reverend Eugene Linamen of the Hillside Boulevard
Church of God.

Mayor Ahern asked if there was a motion approving the minutes of the regular
meeting of April B, 1967.
Councilman Rocca moved, seconded by Councilm~ Bertu~elli and regularly
carried, that the minutes of the regular meeting of April 3, 1967 be
approved as submitted.
Mayor Ahern then asked if there was a motion mpproving the regular claims
as submittedfor payment.
Councilman Rozzi moved, seconded by Counci!~a~Bertucelli and regularly
carried, that the regular claims totaling SBk,7B2.44 be approved for payment.
Mayor Ahem asked if there was a motion approving the claim for Parking
District No. 1 as submitted for payment.
Councilman Rozzi moved, seconded by Councilmaa Bertucelli and regularly
carried, that the claims as submitted for Par~ing District No. 1 totaling
$958.62 be approved for payment.
Conmur Street and Dianne Court Assessment District Claim:
Fisk-Firenze-McLean Inc. claim dated Mar:h BO, 1967 in the amount of
$2,772.50 for completion of contract (retention).
Counci~man Rocca moved, seconded by Councilman Rozzi and regularly carried,
that the notice of completion be filed and the claim be approved with pay-
ment to be made after the B5 days had expired, as submitted for Conmur
Street and Dianne Court Assessment District.

The next item was the continued public hearing on Planning Commission Resolu-
tion No. 2080 entitled: "A RESOLUTION OF TEE PLANNING CO~ggISSION OF THE CITY
OF SOUTH SAN FRANCISCO RECO~2~DING TO THE CiTY COD~NCIL APPROVAL OF THE
AMENDMENT PETITION OF CAESAR-CAT.T.AN HOME~, IN C., SO AS TO REZONE AN APPROXI-
MATELY 180-~RE PARCEL OF LAND FROM A 'U' DISTRICT TO A 'PC' DISTRICT".
There being no objections, Mayor Ahern continued the public hearing.
The next item was the continued public hearing on the appeal from Use Permit
Order UP-35 of the South San Francisco Planning Commission for 108.00 square-
foot sign on the rear wall of a market in the P-C District (Lucky Stores
sign - Westborough-Callan Boulevards).
The City Attorney explained that since the PLanning Commission had acted on
the matter, no further Council action was required and it could be dropped
with the closing of the hearing.
There being no objections, Mayor Ahern close4 the public hearing.

The next item for Council's attention was the Grand-Locust storm drainage
correction as contained in inter-office memorandum dated April 5, 1967 from
the Director of Public Works, recomm__ending aFproval of plans and specifi-
cations and reguesting authorization to advertise for bids.
The City Attorney explained the resolution, ~fter which Councilman Rocca

City Attorney Noonan explained the next resolution, after which Councilman

The next item for Council's attention was the ordinance amending Ordinance
No. 251 concerning taxicab rates and rules, vhichwas explained by the City
Attorney. At the request of Mayor Ahern the title was read by City Attorney
Noonan, who then advised Council regarding the procedure for introduction.
Councilman Bertucelli moved, seconded by Cou~.cilman Rocca, that reading of
the ordinance in its entirety be waived and ~he ordinance be introduced for
the first time by reading the title only.
Councilman Rozzi moved that the ordinance entitled: "AN ORDINANCE AMENDING
ORDINANCE NO. 251 OF THE CITY OF SOUTH SAN FRANCISCO, ADOPTED ON THE 21ST
DAY OF NOVEMBER, 1946 AND ENTITLW~: 'AN O~DIFANCE TO REGULATE THE RATES,
RULES AND PRACTICES OF TAXICABS, BUSES AND RENT CARS OPERATING IN THE CITY
OF SOUTH SAN FRANCISCO, PRESCRIBING TEEMS AND CONDITIONS U~ER WHICH SUCH
OPERATIONS MAY BE CONDUCT~D, PROVIDING PENALTIES FOR THE VIOLATION OFT HIS
ORDINANCE AND REPEALING CONFLICTING ORDINANCES'", the entire reading of
which has been duly waived, be introduced, seconded by Councilman Rocca and

There being no objections, Mayor Ahern ordered the reports filed.
The next item was a petition submitted by 23 people requesting consideration
of having housing facilities for senior citizens within the City corporate
limits.
Mayor Aborn said slides would be shown after the meeting for those
interested in this type of facility, which is needed in the community so
older citizens can better enjoy life. At this time Councilman Rocca
suggested the appointment of two people, in addition to the Mayor, to keep
this matter moving. The Mayor said he would serve and make the appointment
of interested people at a later date.
Mayor Ahem complimented the fine group of Boy Scouts attending the meeting.
He said we hear so much about youth getting into trouble but are to remember
that actually 95~ are the good kind who should be making the news. These
Scouts are learning about City government in which they will participate in
the future. The parents of these fine boys ~hould be proud. The Mayor also
congratulated A_~mfnistrative Assistant, Mr. james Sargen, who handled the
affair.
The Mayor then asked if any member of the Cit7 Council had something they
wished to offer under Good and Welfare.
Councilman Rozzi at this time made a motion that Councilman Rocca be
appointed Vice Mayor. Mayor Aborn commented that Mr. Rocca previouslyhad
served in this capacity and, there being no objections, the appointment was
confirmed.
Councilman Rocca expressed appreciation for the Mayor's confidence in being
asked to serve a second time. He said it is a pleasure to work for the
benefit of the greatest number of people in the City of South San Francisco
and that he would do his part to keep results beneficial to the City.
Councilman Bertucelli then made the following statement:
"At the Greater Highways meeting of last week a matter was brought
up concerning the landscaping of Junipero Serra freeway, through
South San Francisco, which disturbed me greatly. I received the
impression that it was the intent of the Division of Highways to
not do a first rate landscape Job on the new freeway. We have
seen many releases from the Division and we ha-~e heard mentioned
in many places that the Junipero Serra freeway, when completed,
would be one of the finest and most beautiful any place. The
Division even hired architects to design the bridges and other
structures, and this is very commendab]~, but we want to be sure
the same consideration and the same treatment is given that
portion in South San Francisco.
"I therefore move that the staff, including the City Planner,
ascertain from the Division of Highways what the plans are for
landscaping of the freeway in South San Francisco and that the
City do everything possible to urge that the landscaping be of
very high quality."
The motion was seconded by Councilman Rocca, and regularly carried.
Councilman Rozzi explained that some in the audience might not be aware
there is another reason for the interest displayed by the Scouts. He said
they are going up the ladder and this government participation will mean
about 80~ toward their merit badges for comm=nity effort.
Mayor Ahern introduced Mr. Frank Mammini, who would be showing slides on the
senior citizens community after the Council meeting.
Councilman Cortesi commended the Boy Scouts as a fine group.
Mr. Ernest Banchero, father of one of the Scouts, expressed sincere thanks
to all the people of the City and to the Council for the fine day of govern-
merit participation.
Mayor Ahem then asked if anyone else in the audience wished to offer some-
thing under Good and Welfare.
Mr. Arthur Maguire from the Paradise Valley group said he was very impressed
by the Junior councilmen.

PRESERVATION

GARBAGE DUMPING
PROTEST:
Mr. Maguire then stated that in December, 196~ action was taken by the City
for the preservation of San Bruno mountain for recreation and park area.
He told of the Sierra Club's interest in this and their board of directors
meeting on December 20 when several resolutions were passed. One concerned
the careful planning necessary to maintain adequate natural open space and
preserve green belts; another was for maintenance of the present size of the
Bay and improvement of the quality of the water. He said the people who own
San Bruno mountain want to cut it down for filling the Bay, but the Department
of Interior and the Department of Agriculture are keeping an eye on this
matter. He congratulated the City for showing foresight back in December of
196~.
Mr. OrmMrsny from the State of Colorado commended the City for having the
Boy Scouts at the Council meeting and said he yet had to see it done in
Colorado. He repeated a previous statement by the Mayor: "This is your
government and you will inherit it."
Mr. Fred Berretta, 35 South Linden Avenue, stated he is a customer of the
Scavenger Company and was present at the Council meeting to protest dumping
of Brisbane garbage in South San Francisco. He said Brisbane has.adequate
space whereas ours is limited.
Mayor Ahem informed him the contract with the Scavenger Company was signed
in 1956when there was no problem; arrangements for incineration are being
made, with the hope land set aside for this purpose will prove satisfactory.
Mr. Bertetta mentioned that the garbage contract for San Francisco, which was
valid, has been thrown out the window - which could happen to the contract
for the South San Francisco Scavenger Company. He said a stand should be
taken on this matter and objected to having Brisbane garbage included for the
price paid to the local scavengers.
Mr. A1Arata, 99 Linden Avenue, also protested the dumping of outside garbage
in the City. He said it is costing us money, we will soon run out of space,
and expressed concern for our own problems.
The Mayor explained that everyone has garbage problems and perhaps this
situation will cause the Federal Government to act before it's too late.
Mr. Arthur (Buzz) Haskins, 114 South Maple, expressed his deep concern and
that of other people in regard to the Brisbane garbage issue. He said that
he does a great deal of business with the gaf~age people as well as with
those present at the meeting and realizes Council is working hard to dispose
of this problem. He voiced his disapproval of the Judge's action regarding
the San Francisco dumping problem and said if Brisbane garbage can be
stopped, we will have more time to put something into practice.
Mayor Ahern said he thought the Judge did a wonderful Job, and that the
choice should not be taken away fro~ the people.
Mr. Haskins said the Judge was from outside the City but believed his decision
was based on points of law and not on the problems of our communities. He
pointed out that many people employed by these disposal companies will be out
of Jobs.
Councilman Rocca suggested that the matter be referred to the City Manager whp
has been working for years to encourage people qualified to burn and incinerate
garbage. He said it would not be done with money from the City but financed
from outside.
The City Manager explained that South San Francisco has two contracts: one for
the collection of garbage with exclusive rights to the Scavengers, rates set by
the Council; a second agreement permitting dumping on City property. He said
the 1956 or early 1957 agreement with the Scavenger Company provided for fill
under certain methods of disposal, giving then the right to bring in and dump
garbage from cities in the North County - including Brisbane, San Bruno,
Millbrae, and airport properties as well as South San Francisco. The
Scavenger Company making collection in Brisbane has the right to dump in South
San Francisco.
Councilman Cortesi questioned the San Bruno garbage, and the Mayor said that
the City Manager previously explained this ma~ter.
Scout Bryan Davies, acting for Councilman Rocca, made a motion for adjournment.
The meeting was adjourned at 8:45 p.m. by Scout Kenneth Boone, who acted for
Mayor Ahern.
