The meetin9 was called to order by Mayor Patrick E. Ahem at 8:00 p.m. The Pledge of Allegiance to the Flag was recited after which Reverend Cart 5. Curtright of the First Assembly of God Church gave the irvocation. Present: Absent: Councilman Patrick E. Ahem, Emilio Softest, Frank J. Bertucelli and Andrew Rocca Councilman Guido J. Rozzi Mayor Ahern asked if there was a motion approving the minutes of the regular meeting of April 17, 1967. Councilman Bertucel!i moved, seconded by Councilman Rocca and regularly carried, that the minutes of the regular meeting of April 17, 1967 be approved as submitted. Mayor Ahern then asked if there was a motion approv~n9 the regular claims as sub- mitted for payment. Councilman Rocca moved, seconded by Councilman Bertuceili and regularly carried, that the regular claims totaling $a0,234.5~ be appro~;ed for payment. Mayor Ahem asked if there was a motion approving the claims, for Parking District No. I as submitted for payment. Councilman Bertucelli moved, seconded by Councilman Rocca and regularly carried, that the claims as submitted for Parking ~istrict No. 1 totaling $67.41 be approved for payment. There bein9 no objections, Mayor Ahern continued the Public Hearing. At the request of the City Attorney for the opoortunity to review the documents relating to the City's easement rights and CATV franchise and there being no objections, Mayor Ahem continued the resolutions concerning the underground telephone facilities in Stonegate Ridge Unit No. 1 and adjacent lands. The next item was the Proclamation designating May 6, 1967 as "FIRE o=RVIC: DAY. Mayor Ahern so proclaimed. The Proclamation designating May !4 through 20, 1967 as "NATIONAL POLICE W£EK" and May 15, !967 as "PEACH OFFICERS MH,VDRIAL DAY" was the next item for Council's attention. Mayor Ahem so proclaimed. The next item was the Grading Permit application from Caesar-Callan Hemes, INC., to excavate and grade the park site at northwest corner of the intersection of %%estborough Boulevard and Galway Piece. Accompanying were the Inter-Office Memorandum dated April 20, 1967 from the Director of Public %%orks submitti5g bis recommendations and the resolution authorizing issuance of a Grading Permit to'Cae~ar-Callan Homes, Inc. In keeping with the policy of the City Council and the recommendation of the Director of Public %%orks, City Attorney Noonan requeste¢ the resolution be continued. There being no objections, Mayor Ahem continued the matter. Mayor Ahern ordered the title of the ordinance read. The title of the ordinance was read. City Attorney Noonan then explained the ordinance and advised the Council regarding procedure for adoption and passage. Councilman Cortesi moved reading of the ordinance in its entirety be waived and that the ordinance be passed and adopted by reading title only, seconded by Councilman Rocca and passed by unanimous vote. The next item was the claim as filed by the law office of Re~sch & Sherman in behalf of their clients, Theodore and Dorothy Karas rom alleged water damages to property at 1D1 Francisco Dr~ve. Councilman Bertucel!i moved, seconded by Councilman Rocca and regularly carried, that the claim be denied and referred to the City's insurance carrier. The next item was the City Planner's Report to the City Council on the Planning Com- mission's Actions'and Determinations with respect to Use Permit and Variance Requests considered on April 24, 1967. There being no objections, Mayor Ahem ordered the City Planner's Report accepted and placed on file. The Inter-Office Memorandum dated April 11, 1967 from the Director of Public Works advising of the completion of work on the "El Ca.mino Real Sewer Grossing (Avalon Trunk Sewer)" !96v Project in accordance with the plans and specifications and re- questing authorization to file a Notice of Completion was the next item for Council's attention. Councilman Rocca moved, seconded by Councilman Bertucelli and regularly carried, that the reconzmendation of the Director of Public ~orks be approved and accepted and the Notice of Comp!etlon filed. Accompanying was the communication dated April 11, 1967 from Hans R. Mulberg requesting final acceptance of improvements. Councilman Bertucelli moved, seconded by Councilman Rocca and regularly carried, that the reco~eendation of the Director of Public Wcrks be approved and accepted. The next item was the communication dated April 5, 1967 from Don S. Wilson, County Engineer and Road Co~eaissioner, forwarding a ccpy of a letter from Mr. Joe Cerito, 100 Longford Drive, South San Francisco, dated March 9, 1967 requesting the closing of the street commonly referred to as the unimproved road known as "Farm's Road' paralleling the property line of the Chinese Cemetery and Sutton Avenue. Accompanying was the Inter-Office Memorandum d~ted April 6, 1967 from Police Chief John Fabbri set~ng forth his recommendations. Brief discussion followed at which time Mayor Ahem mentioned to Mr. Murphy, a resident present in the audience, the action which was contemplated by the City on the matter. City Attorney Noonan briefly explained the procedure necessary for the closing or vacation of the street, stating that the City should obtain the legal documents necessary to ascertain the status of the street; that the City could give its notice of closing through a Declaration of Intention, posting the area and setting a time for hearing. Councilman Rocca moved, seconded by Councilman Bertucelli and regularly carried, that the City declare its intention of closing the street, with the area to be posted and a time of hearing to be set. Monthly Reports were received from the followings City Clerk - March, 1967 Parking District No. 1 - March, 1967 Police Department - March, 1967 Public Library - March, 1967 San Mateo County Dept. of Public Health - Sanitation Section - March, 1967 There being no objections, Mayor Ahem ordered the reports accepted and placed on file. There being nothing further, Mayor Ahem asked if any member of the City Council had anything they wished to offer under Good and Welfare. There being none, he then asked if anyone present in the audience wished to offer anything under Good and Welfare. Mr. Dan Murphy, 104 Sutton Avenue, inquired as to when a meeting was to be held con- corning the location of park sites in their subdivision. Brief discussion followed at which time the City Manager remarked that two sites had been considered but that before forma~ action was to be taken by the City, the Parks and Recreation Commission wished to meet with Council to discuss the matter since they had some comments to make. Further discussion followed at which time Mayor Ahern stated that Mr. Murphy would be advised so that his group could be present. Mrs. Mary Ortner, 32 Escanyo Drive, expressed concern relative to the landscaping on Junipero Serra freeway, remarking that the City was presently losing the trees in the median strip, asking as to where they were being removed to and whether these were to be replaced. Discussion followed at which time Mayor Ahern stated that Councilman Bertucelli had expressed the same concern after which City. Manager Aiello stated that the plants being removed would be replaced, that they would not be replaced tree for tree, but that the area was to be landscaped. Mayor Ahem at this time remarked that with budgets to be considered and a number of items to be discussed, Council would hold a meeting every Tuesday evening until all matters had been cleared up, suggesting the ties of 7,$0 p.m. City Attorney Noonan explained the resolution which could be adopted after which Council- man Rocca introduceds "A RESOLUTION ESTABLISHI.~G TIME AND PLACE fOR REGULAR, AGENDA CONFERENCE AND COUNCIL STUDY N~ETING~ OF CITY COUNCIL."
