Councilman Rocca moved, seconded by Councilman Bertucel!! and regularly carried, that the Minutes of the regular meeting of December 4, 1967 be approved as submitted. Mayor Ahem asked if there was a motion approving the regular claims as submitted for payment. Councilman Rozzi moved, ~econded by Councilman Rocca and regularly carried, that the regular claims totaling $56,300.83 be approved for ~ayment. Mayor Ahem then asked if there was a motion approving thc claims for Parking District No. 1 as submitted for payment. Stonegate Ridge Assessment District No. 1 Claim: The Lowrie Paving Co., Inc., claim dated December 5, 1967 in the amount of $7,3!4.37 for Progress Billing No. !4 for work performed to November 30, !967. Councilman Bertuce!li moved, seconded by Councilman Rocca and regularly carried, that' the claim as submitted for Stonegate R~dge Assessment District No. 1 be approved and payable upon receipt of a signed and approved bill. The next item was the continued Public Hearing on P!ann.~ng Con%q!ission Resolution No. 2080 entitled: "A RESOLUTION OF THE PLANNING CONt~ISSION OF THE CITY OF SOUTH SAN FRANCISCO R:-COM~4£NDING TO THE CITY COUNCIL APPROVAL OF THE A~ENDMENT PEITION OF CAESAR-CALLAN HOt4ES, INC., SO AS TO REZONE AN APPROXI~IATELY 180-ACRE PARCn~ OF LAND FROM A 'U' DISTRICT TO A 'PC' DISTRICT." At the request of the City Attorney for a continuance and there being no objections, Mayor Ahem so ordered. The next item was the Inter-Office Memorandum dated November 24, 1967 from Fire Chicf March~ concerning request of Johnson & Ma~Construction Co., for easement and encroach- ment on City property occupied by Fire Station on Harbor Way. Accompanying was the Inter-Office ~emorandum dated December 5, 1967 from the Director of Public Works concerning the ~ame subject. Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried that the reco~endations as set forth by F~.re Chief ~archi in his Inter-Office :4emorandum of November 24, 1967 and by Director of Public Works Louis Goss ~n his Inter-Office Memo- randum of December 5, 1967, be approved and accepted. Councilman Rozzi introduced the resolution entitled: "A RESOLUTION AUTHORIZING £N- CROACHM~NT OF 2.5 FEET OVER ~ N~R~AST~R~Y CORNER OF F!R5 STATION NO. P PARCEL." City Attorney Moonan commented that the next resolution was concerned with an amendment to the previous proposal regarding the sharing of cost to the pedestrian overcrossing at Clay Avenue and 3unipero Serra Boulevard. CO.: The next item was the claim as filed against the City of South San Francisco by the l~ office of B!edsoe, Smith, Cathcart, 3ohnson & Rogers in beha]f of the State Farm Fire and Casuatty Company for boat damages at Oyster Point. Marina. Councilman Rocca moved, seconded by Councilman Rozzl and regularly carried, that the claim be denied and al! information concerning the matter referred to the City's insurance carrier. REQUEST OF SO. S.F. UNIFIED The communication dated December 5, 1967 from the South San Francisco Unified School SCHOOL DIST. TO USE PARK District requesting permission to use the 10-acre park site in ~estborough as a haul SITE IN ~£STBOROUGH AS route for a movement of approximately 150,000 cubic yards of material from an elementa: HAUL ROUTE: school site to the Jr. High School site was the next item for Council's attention. Accompanying was the Inter-Office Memorandum dated December 7, 1967 from the Director of Public ~'~orks concerning the subject. There being no objections, Mayor Ahern accepted and ordered the request filed, pending receipt of a detailed report. Councilman Rocca commented that he understood that this matter would be worked out and premented to Council at their next meeting. REQUEST OF 2L CAMINO HIGH SCHOOL TO HOLD CARNIVAL APRIL 5, 6, 1968: The next item was the Inter-Office Memorandum dated December 4, 1967 from Police Chief Fabbri concerning the request of E1Camino High School to hold a carnival on April 5 and 6, 1968. Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that the recommendation of the f]lief of Police be approved and accepted. P£TITION RZGARDING FOURTH LANE: The petition s.~gned by five property owners regarding condition of the street, Fourth Lane between Laurel and Eucalyptus Streets, was the next matter for Council's attention. There being no objections, Mayor Aborn referred this matter to the office of thc Direct: of Public ~Vorks to contact the residents and inform ~h.~m regarding improvements of the street and cost ectimate~. Director of Public ~%'orks Go~s informed Council that in the interim, emergency repairs would be made. Councilman Rocca requested the Director of Public ¥~'ork~ to keep Council informed of the cost estimate~. Since this matter had been concluded under "Resolutions, no further action was necessar: The next matter was the appeal from Use Permit Order (UP'-62) of the South San Francisco Planning Commission made December 1!, 1967, granting a U~e Permit in a planned unit area for the Club View Apartment complex. ,Councilman Bertucelli moved, ~econded by Councilman Rocca and regularly carried, that determination of the Planning Commission ('J~-62) Club View Apartments, stand appealed and Notice be given as set forth in the Zoning Ordinance and Hearing set for the !5th of January, 1968. COMPLETION OF LINDEN- H!LLSIDH SIGNAL PROJECT; AUTHORIZATION TO FILE NOTICE OF COMPLETION: REQUEST OF PENINSULA YELLOW CAB CO. FOR INCR:ASE IN CABS: The next item was the lnter-Cffice Memorandum dated December 6, 1967 from the Director of Public ;¥orks advising of completion of work on the Linden-Hillside Signal Project and requesting authorization to file Notice of Completion. Councilman Rozzi moved~ seconded by Councilman Rocca and regularly carried, that the recommendation of the Director of Public '~Vorks be approved and accepted and Notice of Completion filed. The Inter-Office ~emorandum dated December zl, !967 from City Clerk Arthur Rodondi con- cerning the request of Peninsula Yellow Cab Company to increase the number of taxicabs in the City of South San Francisco was the next item for Council's attention. Director of Public Works Goss informed Council that in the interim, emergency repairs would be made. Councilman Rocca requested the Director of Public Works to keep Council. informed of the cost estimates. There being no objeCtions, L:ayor Ahem ordered the coz~munications accepte~ and placed on At the request of Councilman Rocca, City Attorney Noonan explained the background con- corning settlement of the cases as they affected price f~xin9; that the Attorney General represented ail of the cities in thi~ regard, lie further remarked that the settlement received~ was a partial settlement in that the City may have other monies coming as a result of the cases now pending before 'the American P~pe Company who did not settle their case. He mentioned that the research was done by the Director of Public %arks' office and that they were to be commended in thi~ regard. Mayor Ahem then expressed +he Council's thanks to the City Attorney and Director of Public ?Yorks for the work performed by their off~ces in this matter. There being nothing further, Mayor Ahern acknowledged the presence of former Fire Chief Alex ~elte. ~V~r. We!Ce commented that he was here to speak on the matter which Council had before them at their previous meeting and which concerned the comments by the present Fire Chief as to the inadequacies of water in the indu~ria! section near Belair Road. He stated that thi~ area, years ago, had not developed industrially, that there existed for a short time a Governmental-operated plant producing concrete barges and at that time, the Covern- ment had ~nstalled water mains to ~erve their purposes. This, he stated, was a temporary installation and was abandoned after the Covernment left and that afterwards, was occupied by the South San Francisco Bridge Compeny and that during the interim, the City builts its ~ewage treatment plant in that location and that the City had installed a l~ne to serve ifs purposes which was paid for by the City. !{c then remarked that the water line~ at that time were adequate for the developments ex~sting~ that there was nothing there and no call for water mains. He further remarked that since there was no development, who would pay for the instal!at, on. :~r. ~elt¢ stated that the water lines which existed were adequate for the needs of the area, that it was not poor planning on his part, and that no one could forsee what would take place twenty-five years later. He further stated that he did not like the remarks which had been made and that during his time as Fire Chief, because of the p!annin9 and installation of fire-prevention facilities, the City had constantly gone to a better flre rate. ~ayor Ahem then stated that because of the foundation on which former Fire Chief ~elte had built the Fire Department, that the City now had one of the finest departments within the Fen~n=u]a. He further remarked that he was sure Chat the words mentioned at the previous meeting were made ~n a moment of excitement. Councilman Rocca then expressed his best w~shcs for the Season to everyone, stating that the City had made much progress in !967 and that ~t faced 1969 with enthusiasm.
