The meeting was called to order byMayor Ahern at 8:00 p.m. The PledGe of Allegiance to the Flag was recited after which the Invocation was given by Reverend Eugene Linamen of the Hillside Church of God. Rozzi None Mayor Ahem asked if there was a motion approving the Minutes of the regular meeting of January 15, 1968. Councilman Bertucelli moved, seconded by Councilman Rozzi and regularly carried, that the Minutes of the regular meeting of January 15, 1968 be approved as submitted. Mayor Ahern then asked if there was a motion approving the regular claims as submitted for palnaent. Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that the regular claims, totaling $78,475.23, be approved for payment. Mayor Ahern asked if there was a motion approving the claims for Parking District No. 1 as submitted for payment. Councilman Rozzi moved, seconded by Councilman Bertucelli and regularly carried, that the claims as submitted for Parking DistriCt No. 1, totaling $59.56, be approved for payment. Cabot, Cabot & Forbes Industrial Park, Unit No. 2 Clatmss (a) Pacific Gas and Electric Company claim in the amount of $16.25 for Utility Service to January 16, 1968. (b) Wilsey & Ham claim dated January 15, 1968 covering Invoices Nos. 3497, 3498, 3499, 3500 totaling $2,632.62 for Engineering Services through December 30, 1967. (c) Piombo Construction Company claim dated December 29, 19~7 in the amount of $720.00 for extra work performed at the direction of the Engineer of Work. (d) Cooper-Clark & Associates claim for the period 12/4/67 through 12/29/67 totaling $3,098.45 for Soils Engineering Services, covering Job Nos. 381-AC-4, 381-L-6 and 381-Q4. Councilman Rocca moved, seconded by Councilman Bertucelli and regularly carried, that the claims as submitted for Cabot, Cabot & Forbes Industrial Park, Unit No. 2 be approved for payment. At the request of the City Attorney that the Public Hearing be continued and there being no objections, Mayor Ahern so ordered. Mayor Ahem declared the Public Hearing opened, asking if any .=itten protests had been received to which the City Clerk replied none had been received. Mayor Ahem then asked if anyone present in the audience wished to offer an oral protest, There being none, Mayor Ahem declared the Public Hearing closed. The Notice of Hearing - Adoption by Reference of the following Code by the City of South San Franctscos Uniform Plumbing Code 1967 Edition - was the next item for Council's consideration, Mayor Ahern declared the Public Hearing opened, asking if any wrttten protests had been received to which the City Clerk replied that none had been received. Mayor Ahem then asked if anyone present in the audience wished to offer an oral protest. There being none, Mayor Aborn declared the Public Hearing closed. The next matter was the Notice of Hearing - Adoption by Reference of the following Code by the City of South San Franciscos Uniform Building Code 1967 Edition. Mayor Ahern so proclaimed. City Attorney Noonan explained that the next resolutions were concerned with the coming Municipal Election. Councilman Bertucelli introduced the resolution entitled~ "A RESOLUTION REQUESTING COUNTY CLERK OF SAN MATEO COUNTY TO RENDER SPECIFIED ELECTION SERVICES PURSUANT TO THE ELECTIONS CODE OF THE STATE OF CALIFORNIA AND TO FURNISH VOTING MACHINES." The next item was the Inter-Office Memorandum dated January 19, 1968 from the Director of Public ~orks recommending approval, subject to legal review of the City Attorney, of the proposed Agreement with the South San Francisco Unified School District for the Martin School easement. City Attorney Noonan explained the resolution after which Councilman Bertucelli introduced the resolution entitled= "A RESOLUTION AUTHORIZING EXECUTION OF AN AGREFJiENT WITH THE SOUTH SAN FRANCISCO UNIFIED SCNOOL DISTRICT - ~La, RTIN SCHOOL EASEMENT." City Attorney Noonan explained that the next resolution was prepared in accordance with the Council of Mayors' position taken in opposition to the application of Western Greyhound Lines for fare increases and elimination of commutation fares. Councilman Cortest introduced the resolution entitled= "A RESOLUTION ENDORSING THE POSITION OF THE SAN MATEO COUNTY COUNCIL OF MAYORS IN OPPOSING THE APPLICATION OF ~ESTERN GREYHOUND LINES FOR FARE INCREASE AND ELIMINATION OF COMMUTATION FARES." The next ite~ was the claim against the City of South San Francisco as filed by Douglas Hill, Attorney at Law, on behalf of David James for alleged property damage. Councilman Rocca moved, seconded by Councilmen Bertucellt and regularly carried, that the claim be denied and referred to the City's insurance carrier. The City Planner's Report to the City Council with respect to Use Permits and Variance Requests considered on January 23, 1968 was the next matter for Council's attention. There being no objections, Mayor Ahern ordered the report accepted and placed on file. 22 . APPEAL FROM P.C. The next ite~was the appeal of the South San Francisco Unified $chool District from the Planning Commission*s recommendation of denial for the Subdivision Application (SA-3), portion of Foxrtdge School site. Councilman Rocca moved, seconded by Councilman Bertucelli and regularly carried, that the hearing in Subdivision Application (SA-3), Foxrtdge School site, be set for february 15, 19~8 and that the City Clerk be ordered to adjourn said hearing on that date to March 18, 19~8, giving notices to the parties as required by City Ordinance No. 297 The next matter was the installation of a reduction plant demonstration unit of the South San Francisco Scavenger Company and Pan American Industries, Inc. Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that, upon filing assurances by the applicants, Pan American Industries, Inc., and South San Francisco Scavenger Company, the demonstration unit (self-contained) will be removed at the end of this temporary permit and that the temporary permit be granted to appli- cants to move onto the site of the Scavenger property the demonstration unit as applied for, said demonstration unit to be operated for a period not to exceed six months from this date for the purpose of establishing data for evaluation of the process, parti- cularly as same is related to S~og Control District regulationst and during said period, application be made by the applicants to the Planning Commission for any use permit or oth~ permits necessary to accommodate installation of a permanent reduction plant. The next item for Council's attention was the Westborough Park Master Plan as prepared by Mr. David Mayes, Landscape Architect:' City Manager Aiello co~mented that David Mayes, Architect, and Mr. Maxey, Superintendent of Recreation and Parks, were present to explain in detail the park site and its facilities. Mr. David Mayes, at this time from his prepared design, explatned:i~,detail how the:.park,. would be developed, the facilities which would be installed, and the location of the fire station site. Brief discussion followed at which time members of the audience .asked questions con- cerning the development of the park site. At the request of the City Council, City Attorney Noonan suggested the following motions #Move that the proposed concept entitled 'Westborough Park, South San Francisco, Master Plan,' prepared by David Mayes and recommended by the Recreation Commission, be approved for the purpose of delineating the grading plan and the serving of said plan on the developer, Caesar Callan Hemes, Inc., so that the developer may be required to grade the subject site in accordance therewith and the terms and conditions of the Security Agreement, after which Councilman Bertucelli so moved, seconded by Councilman Rocca and regularly carried. The next item was the Inter-Office Memorandum from the Director of Public Works dated January 22, 1968 rec~ending approval to the 6-months' extension of time to the American Savings on their subdivision agreement - Tanforan Park No. 2 Improvements. Accompanying was the communication dated January 10, 1968 from the American Savings concerning the matter. Councilman Rozzi moved, seconded by Councilman Bertucelli and regularly carried, that the recommendation of the Director of Public Works be approved and accepted. The Inter-Office Memorandum dated January 24, 1968 from the Director of Public Works concerning Road Access to portion of Lot 25, Bothin Subdivision No. 2 was the next item for Council's attention. Accompanying were communication dated January 16, 1968 from George. Lagomarsino & Co., and Inter-Office Memorandum dated January 23, 1968 from the Superintendent of Sanitation concerning the subject matter. Mayor Ahern co~meated that if there were no ~bjections, this item would be dropped from the Agenda, robe rescheduled after further study. There being no objections, it was so ordered. The next itomwas the Inter-Office Memorandum dated January lg, 1968 from Equipment Maintenance S~e~visor Andrew Rodondi submitting compilation of bids for a 14,000 GoV.W. Chassis for the Fire Department. City Manager Aiello declared the bids received, stating that the low bidder was Arata International with the bid of $2,856.00. Councilman Rocca moved, seconded by Councilman Bertucelli and regularly carried, that the recommendation of the Equipment Maintenance Supervisor and City Manager be approved and accepted and award of contract be made to the .Iow bidder, Arata International. The next item was the Inter-Office Memorandum dated January lg, 1968 from Equipment Maintenance Supervisor Andrew Rodondi submitting compilation of bids for a 14,000 G.V.W. Dmsp Truck.for ~he Park Department. City Manager Aiello declared the bids received, stating thatthe low bidder was Arata International with the bidof $4,267.20. Councilman Rozzi moved, seconded by Councilman Bertucelll and regularly carried, that the recommendation of the Eqpt. pment Maintenance Supervisor and; City Managerbe approved and accepted and award of contract be made to the 1~ bidder, Arata International. DUMP TRUCK, MONTHLY REPORTS, DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL, REQUEST OF KING'S LIMO SERVICE TO OPERATE A LIMOUSINE SERVICEs REQUEST OF HILLSIDE CHURCH OF GOD FOR ADJUS~T OF GRADE LEVEL, GOOD AND WELFARE: MEETING SET IR3R STUDY OF FLOOD DAMAGE - FRANCISCO TERRACE, STATEMENT BY COUNCILMAN ROZZZ CONCERNING CANDIDACY TO COUNCILs The Inter-Office Memorandum dated January 19, 1968 free the Equipment Maintenance Supervisor submitting compilation of bids for a 49,000 G.V.W. Dump Truck for the Street Department was the next matter for Council"s consideration. City Manager Aiello declared the bids received, stating that the low bidder was Learner GMCwith a bid of $13,335o00. Councilman Rocca moved, seconded by Councilman Bertucelli and regularly carried, that the recmmendation of the Equipment Maintenance Supervisor and City Manager be approved and accepted and award of contract be made to the low bidder, Learner G&tC. Monthly Reports were received fro~ the following, Library - December 1967 Police Departdaent - December 1967 City Clerk's Report - December 1967 Parking District No. I - December 1967 San Maine County - San~Mtion Section - December 1967 There being no objections, Mayor Ahern ordered the reports accepted and placed on file. Department of Alcoholic Beverage Control, Application as filed by Beard, Charles H. for Off Sale Beer and Wine at 347 Baden Avenue. There being no objections, Mayor Ahern ordered the report placed on file. The next item was the communication dated January 17, 1968 from King's Limo Service requesting a permit to operate a limousing service in the City. Mayor Ahern commented that if there were no objections, this matter would be referred to the departd~ents concerned of a report and receemendatien before any action would be taken. There being no objections, Mayor Ahern so ordered. The next item was the communication dated January 12, 1968 fr~a Reverend Eugene Linamen of the Hillside Church of God requesting an adjustment of a portion of a grade level of Hillside Boulevard which effects their ingress and egress. Mayor Ahern stated that. if there were no objections, this matter would be referred to the City Manager and a Study Meeting scheduled for further discussion. There being no objections, it was so ordered. There being nothing further, Mayor Ahern asked if there were any residemts from Francisco Terrace present in the audience. No response was received to the Mayor's inquiry, after which Mayor Ahem remarked that ameeting had been tentatively set for Monday, February 12, 1968 but because it was a legal holiday, the meeting had been set for Tuesday, the 13th at 7,30 p.m., at which time the following would be requested to be in attendance, Representatives free the Board of Supervisorsl San Maine County Flood Control Representatives, Army Corps of Engineers, Representative from Senator McCloskey's office, Representative from Assemblyman Leo J. Ryan's office, City Council, City Manager, Administmtive Staff. The City Manager was instructed to contact all those who were requested to be in attendance and to notify the residents as well. City Manager stated that each would be notified by letter. Mayor Ahern then asked if any member of the City Council had anything they wished to offer. Councilman Rozzi stated that he had a statement which he wished to, make at this timer "Prior to the close of the candidates' filing period, I want to inform ~he Council and the public of my intentions. I have decided not to seek re-election. "It is with mixed feelings that I make this decision -- first, a feeling of regret on the termination of the pleasant and close association with members of the Council, staff and employees and the personal participation as a Councilman in the progress of the communityl and second, the pleasant anticipation of looking forward to spending more time with my family and business activities. I will remain very active in the affairs of the Fair Board, Peninsula Memorial Blood Bank, Boy Scouts Program, Boys' Club, Chamber of Coa~aerce and other civic organizations. -It has been my pleasure to service since 1956 as City Councilman and during that tenure of office also service in the capacity of~Mayor and one term as President of the League of California Cities, Peninsula Division. I take a great deal of pride in reviewing the record of accom- plishments established by the City Council, knowing that we produced the results with cooperative efforts. I am sure that yeuwlll continue to keep South San Francisco in the forefront of the economical and political life of the Bay area. My interest in the welfare of South San Francisco will continue, and if you desire to have me participate in any programs or activities that will benefit the City, please feel free to call upon me." Councilman Rozzi presented the statement to City Clerk Arthur Rodond[ to be officially filed with the City. ADJOURNMENT Mayor Ahem at this time extended his best wishes to Councilman Rozzi, commending him for the good work done as a member of the City Council and his leadership, experience and advice would be missed by the City. Councilman Rocca added his feelings to the loss of Councilman Rozzi, stating that he was a good Councilman, a sound advisor, and that his services would be missed. He extended his best wishes to Councilman Rozzi at this time. Councilman Bertucelli commended Councilman Rozzi for his leadership and good work, pointing out the work in the construction of a new library and marina, further stating that he would be missed by the remaining Council members. There being nothing further from Council, Mayor Ahern then asked if anyone present in the audience wished to speak under GOOd and Welfare.
