The meeting was called to order by Mayor Ahem at 8:05 p.m.
The Pledge of Allegiance to the Flag was recited after which the Invocation was given
by Reverend Oscar E. Link of St. Paul's Methodist Church.
Mayor Ahem welcomed Reverend Link and expressed Council's appreciation for his
presentation of the Invocation.
Present: Councilmen Patrick E. Ahem, Frank 3. Bertucelli, Emilio Cortesi, Andrew Rocca
and Guido 3. Rozzi.
Absent: None
Mayor Ahem asked if there was a motion approving the Minutes of the regular meeting
of February 19, 1968.
Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that the
Minutes of the regular meeting of February 19, 1968 be approved as submitted.
Mayor Ahem then asked if there was a motion approving the regular claims as ~ubmitted
for payment.
Councilman Rocca moved, seconded by Councilman Bertucelli and regularly carried, that the
regular claims, totaling $35,573.60, be approved for payment.
Mayor Ahem asked if there was a motion approving the claims for Parking District No. 1
as submitted for payment.
Councilman Bertucelli moved, seconded by Councilman Rozzi and regularly carried, that the
claims as submitted for Parking District No. 1, totaling $8.55, be approved for payment.
Cabot, Cabot & Forbes Industrial Park, Unit No. 1 Claim:
Wilsey & Ham claim dated February 15, 1968 in the amount of $1,520.35 for
Engineering Services in connection with the Baldwin-Warren claims.
Councilman Rocca moved, seconded by Councilman Bertucelli and regularly carried, that the
claim as submitted for Cabot, Cabot & Forbes Industrial Park, Unit No. 1 be approved
for payment.

Cooper-Clark & Associates claims dated February 1, 1968 for Job Nos. 381-Q4 and

Councilman Bertucelli moved, seconded by Councilman Rozzi and regularly carried, that the

City Attorney Noonan presented to Council the Proclamation designating the week of
March 17 - 24, 1968 as "INTERNATIONAL DF~OLAY WEEK."

The next item was the Proclamation designating the week of March 7 - 14, 1968 as
"CONSERVATION WEEK."

The next item was the Inter-Office Memorandum dated February 16, 1968 from the Director
of Public Works reco~ending acceptance of the Storm Drain Easement from the California
Water Service Company.
City Attorney Noonan explained the resolution after which Councilman Rocca introduced the

City Attorney Noonan explained the next resolution after which Councilman Bertucelli
introduced the resolution entitled: "A RESOLUTION DETERMINING TO UNDERTAKE PROCEEDINGS

City Attorney Noonan then explained the ordinance and advised the Council regarding
procedure for ~ntroducticm. Councilman Rocca moved that reading of the ordinance in

Councilman Rozzi moved that the ordinance entitled: "AN ORDINANCE ZONING A PARCEL OF

The next item was the communication dated February 20, 1968 from Joseph K. Allen of the
Utah Construction & M~nfng Co., transmitting two petitions signed by property owners for
the installation of the proposed water line - South Airport Boulevard.
Accompanying was the Inter-Office Memorandum dated February 21, 1968 from the Director
of Public Works recommending adoption of a resolution authorizing the City's signature
on behalf of the City of South San Francisco for the City property and recommending the
appointment of the law office of Wilson, Jones, Morton & Lynch as Assessment District
attorneys.
Since this matter had already been concluded under Resolutions, no further action wa~
necessary.
The claim as filed against the City by Dorothy Del Bracero .o~ alleged personal injuries

The City Planner's Report to the City Council with respect to Use Permits and Variance:
Requests considered on February 26, 1968 was the next matter for Council's attention.
Since there were no Use Permits and Variance Requests considered by the Planning Com-
mission on February 28, 1968, no action was necessary by the City Council at this time.
The next item was the communication dated February 28, 1968 as addressed to the City
Manager from Sigma Productions, Inc., Paramount Pictures Corp., requesting permission
to film in and around the City Halloa forthcoming Otto Preminger f~lm.
Councilman Bertucelli moved, seconded by Councilman Rozzi and regularly carried, that
permission be granted to Sigma Productions, Inc., to film in and about City Hall
according to their letter of request in accordance with the conditions imposed by
the City Manager, City Attorney and Chief of Police.
The next item was the Inter-Office Memorandum dated February 19, 1968 from the Equipment
Maintenance Supervisor ~ubmitting compilation of bids and recommendation for the purchase
of three Police cars.
City ~anager Aiello declared the bids received, stating that the iow bidder was Arata
Pontiac with the net cost of $5,400.
Councilman Rocca moved, seconded by Councilman Bertucelli and regularly carried, that the
recommendation of the Equipment ~atntenance Supervisor and City Manager be approved and
accepted and award of contract be made to the low bidder, Arata Pontiac.
Monthly Reports were received from the following:
Library - January 1968
Sanitation Section - Department of Public Health and Welfare - San Marco County -
January 1968.
There being no objections, Mayor Ahem ordered the reports accepted and placed on file.
Department of Alcoholic Beveraqe Control:
(a) Application as filed by Pellegrini, Nello S. for Beer & Wine Wholesaler's
at ~72 S. Maple Avenue.
(b) Notice of Withdrawal of Application as filed by Blas, Lindy and Drogitis, Art, for

There being no objections, Mayor Ahern ordered the reports placed on file.
The communication dated February 17, 1968 from the Council for Governmental Responsibility
concerning indiscriminate filling of the Bay and requesting Council's support of Senate
Bill 231 was the next matter for Council's attention.
Since this matter was already taken care of under Resolutions, no further action was
necessary.
The next item was the communication dated February 9, 1968 from the Board of Corrections,
State of California, commending Police Chief Fabbri on the conditions of the jail.
Mayor Ahem commended Police Chief Fabbri for the conditions maintained in the jail.
Chief Fabbri remarked that the facility was subject to insPection three times a year and
was pleased that it complied with all State and local conditions and regulations.
~ayor Ahem asked if any member of the City Council would like to offer anything under
Good and Welfare.
Councilman Bertucelli at this time asked City Attorney Noonan if any further information
on the specif~.cations for the Veterans' Memorial had been received.
City Attorney Noonan replied that specifications had been prepared and that the committee
would have to furnish the City Council with a model. Upon receipt, the City Council
could make modifications and changes or leave as submitted. If the model were adopted,
it would be reproduced exactly as set forth i.n the model submitted. He further commented
that a proposed ~nscription which was ~hown on the model could be changed if the City
Council so desired. It was 3ohn Kennedy's statement of October P6, 1963 "A Nation
reveals itself not only by the men i! produces but also by the men it honors, the
men it remembers." If the City Councl approves to have it submitted with the plan,
it could be ~ubmitted for further review and approval.
Counc~!man Bertucell~ so moved, seconded by Counc~!man Rocca and regularly
Councilman Cortes~ at thi~ t~me stated that the red,dents cf the C~ty were aware of the
fact that he fa~led to file for re-election as a candidate for the City Council. He
remarked that he had been quite ill and upon the advice of h~s Doctor, felt he could
not carry on any longer since he was unable to walk long distances or do very much.
He at th~s time thanked the people of South San Francisco for having favored h~ with
re-election six ~uccessive terms. He stated that he had conducted himself ~n his off~ce
to the satisfaction of the people and had a sincere heart and clean hands. He again
thanked everyone from the bottom of his heart.
Mayor Ahern commented that Councilman Cortes~ would be missed both by the members of
the City Council and those who attended the Council meetings and expressed his appreciatio~
for the efforts put forth by Councilman Cortesi.

Councilman Rocca added that he was sure the good wishes of ail of the Council member~
go with him.
Mayor Ahem then remarked to the audience that while the meeting proceeded quite
rapidly, all of the ~.tems were discussed at 4:30 in the afternoon and it was for this
reason they proceeded in the manner in which they did.
Mayor Ahem then asked if anyone present in the audience had anything they wished to
offer under Good and Welfare.
Mr. Theodore Karas,121 Francisco Drive, commented that the residents of Francisco
Terrace were concerned with the project which was taking place along Spruce Avenue,
asking if this was to alleviate storm waters in their area.
At the request of Mayor Ahern, Director of Public Works Louis Goss com~.ented that
permission had been obtained from the owner of the property for a period of three
months to use his property for an emergency ponding area, that the work being performed
on the Spruce Avenue culvert was an emergency temporary project to provide emergency
overflow in the case of a storm. He stated that the top had been removed from the
storm drain to take the overflow into the ponding area. In the meantime, his office
was continuing a study for a means to install a permanent solution to the problem,
to which Ntt. Karas replied that the residents Were quite concerned with this matter
and that something should be done to find a definite solution.
NLr. Robert Whitehead, 5 Sonora Avenue, commented on the water coming from Huntington
Avenue across Spruce Avenue directly into the Francisco Terrace Subdivision, stating
that he was sure some provisions would be made to eliminate this problem. He remarked
he felt, such waters be taken elsewhere other than the Spruce Avenue culvert. He stated
that if such waters were directed to Spruce Avenue, it would overburden the culvert.
He called to the attention of the City Council the culvert under the railroad tracks
which restricted the flow of water, ~ugge~ting that consideration be g~ven to the ~n-
crease in the ~ize of tbi~ opening. He likewise suggested to the City Council that
the water~ draining from their area, upon reaching Colma Creek, should be d~rected into
a culvert down stream rather than the manner in which it i~ presently directed which
would speed the flow of water~ away, thereby slowing down the rise of the water level
as it affected their area.
Mayor Ahem remarked that this matter was being studied after which Director of Public
Works Louis Goss remarked that alternate studies had been made concerning a line coming
down stream from the bridge as well as putting in a larger opening in the culvert under
the railroad tracks. He also remarked that the developer of Tanforan Park had been con-
tacted and requested to put additional drain installations to intercept the water from
their area before it reached the intersection.
Mayor Ahem remarked that the City was concerned with this matter and was taking every
available means to try to c~rrect it.
NLr. George Donnelly, 152 Francisco Terrace, asked if the City was going to maintain its
position against the County's discussion on the drainage of waters from the hill areas,
asking if the County refused to place in pipe, would the City maintain its position in
this regard.
Mayor Ahem replied that the City was negotiating with the County at this time.
Discussion then followed between Mr. Donnelly and ~ayor Ahem concerning the areas that
the waters were coming from and where the flow of these waters were to go.
At the request of Councilman Bertucelli, City Attorney Noonan explained the arbitration
board which was to meet with the County on the matter of waters from !2-mile creek.
Discussion then followed concerning funds which were to be used for drainage installations
in this area at which time mention was made by ~r. Donnelly that the County indicated
that gas tax monies would be used.

roads within the City only.
Mayor Ahem suggested that Congressman McCloskey be contacted as we!! by letter, urging
h~m to take action and find ~olutions from hi~ level..

had been performed on nmlma Creek and *h- work which was continuing to clean out a~
bridge~ and to 6.~,,~-~ out the areas.
