HomeMy WebLinkAboutMinutes 1968-05-13AD30UR~ED REGULAR ME:TING OF 114: CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO HELD NDNDAY, MAY 13, 1968 TIME: PLACE: CALL TO ORDEIR: ROLL CALL: CRDINANCE NO. 575 ZONING PARCEL - NEIGHBOR- HOOD 17 OF GENERAL PLAN WESTBOROUGH-WEST PARK 2nd Reading/Adopti on 5:30 p.m. Council Chambers, City Hall The meeting was called to order by Mayor Bertucelli at 5:34 p.m. Present: Absent: Councilmen Frank J. Bertucelli, Patrick E. Ahem, F. Frank Maim!hi, Andrew Rocca and Warren Steinkamp. None City Attorney Noonan commented that the matter of the second reading and adoption of the Ordinance concerning West Park No. 3 was before Council at this time, having been continued from the ?revious meeting in order that the d~fference~ in engineering could be worked out. Mayor Bertucel!i at thi~ time authorized the City Attorney to read the title of the Ordinance. City Attorney Noonan then read the t~tle, explaining the contents of the Ordinance to the members of the City Council. ~ayor Bertuce!!i asked if everything wa~ ~n order to which the Director of Public ~ork~ stated that his off~ce and that of Mr. Tronoff~ Engineer for the Caesar Caf!an Homes, Inc., constantly met concerning the matter of drainage and %~ere in agreement concern- ning the size of the p~pe. He then in detail explained the present drainage line which existed in the Westborough Boulevard and the new size pipe which was to be installed along side the present drain lines. In answer to a question raised by the C!ty Attorney as to whether or not the p~pes were shown on the p!ans~ Director of Public Works Goss explained and read from these plans, also giving an explanation concerning the general drainage plan. City Attorney Noonan stated that the Ordinance and Resolution previously passed, requires plans to be amended to reflect changes and that it was necessary these be on file with the City Clerk's office as part of the proceedings and as part of the records. Mayor Bertucelli then asked NLr. Michael Callan if this was satisfactory to him to which he replied that it was. Councilman Rocca moved reading of the Ordinance in its entirety be waived and that the Ordinance be passed and adopted by reading title only. Councilman Ahem asked if everyone on the City staff was satisfied with the matter to which the City Manager replied that a question arose concerning the adequacy of the drainage by Callan and the other areas which were to contribute if further work was to be done or the line enlarged. Discussion then followed concerning those who were to contribute to this installation other than the developer as well as if this would permit the developers of ~est Park No. 3 to provide the necessary drainage installation. City Attorney Noonan remarked that the Ordinance called for the development to be done according to the plans. Mr. Tronoff stated that the development could not take place without these lines. Director of Public Works Goss then explained that at the time the original 54-inch pipe had been installed, it should have been designed.to drain all of the areas of West Park Nos. 1, ~ and 3; that the present pipe was too small and he felt it was up to the subdivider to pay for this work. Further discussion followed concerning the areas from which the additional ware; comes after which City Manager A~el~o commented that ~t wa~ the destre to have an understanding between the developer and the City Counci! since none existed at this time. Mr. Tzonoff ~tated that the developer agreed to install the line and was being required to do so. In answer to Councilman Rocca's question if this covered the full responsibility on the part of the developer, Ci. ty Attorney Noonan replied that it would place the full recpon- sibility on the developer to make such installation. Councilman Rocca concluded, stating that it wa~ his understanding that the full responsibility for installation was the obligation of the developer. Councilman Ahem then seconded Councilman Rocca's motion which was regularly carried. Councilman Ahem moved that the ordinance entitled: "AN ORDINANCE ZONING A PARCEL OF APPROXIN~kTELY 163 ACRES KNOWN AS NEIGHBORHOOD 17 OF THE GENERAL PLAN (A ~ORTION OF W~STBOROUGH KNO%~ AS WESTBOROUGH-WEST PARK UNIT #3) AND DESCRIBED HEREIN A PLANNED CON~IUNITY OR PC DISTRICT, AND ESTABLISHING SPECIFIC DISTRICTS OR ZONES THEREIN; PRO- VIDING REGULATIONS FOR SAID PC DISTRICT OR ZONE AND SP£CIFIC DISTRICIS OR ZONES~ AND A~ENDING ORDINANCE NO. 353 AS A~ENDED ENTITLED 'ZONING ORDINANCE OF TH£ CITY OF SOUTH SAN FRANCISCO,' ADOPTED AUGUST 10, 1954," the entire reading of which has been duly 26' ORDINANCE NO. 575 (CONTINUED) waived, be passed and adopted, seconded by Councilman Rocca and passed by the foilowing roIi calI vote. Roll call vote was as follows: Ayes, Councilmen Frank:J. Bertucelli, Patrick E. Ahem, F. Frank Mammini, Andrew Rocca and Warren Steinkamp. Noes, none. Absent, none. PROCLAMATION CLEAN-UP AND BEAUTIFY WEEK MAY 20-26,1968~ REQUEST OF U.S. CON- FERENCE OF N~YORS FOR PAYM~T OF DUES: City Attorney Noonan at this time stated that in accordance with the request of Mayor BertuceIIi, a Prociamation had been prepared designating May 20 - 26, I968 as "CLEAN-UP AND BF~UTIFY WEEK." Mayor Bertucelli so proclaimed. Mayor Bertucelli at this time read a letter which he received from the United States Conference of Mayors requesting payment of membership dues. After discussion, this letter was filed with the City Clerk. APPOINTMENTS BY ~AYOR Mayor Bertucelli at this time offered for Council's confirmation the following MR. BORBA - HOUSING AUTHO- appointments: Mr. William Borba, Sr.~ to succeed himself as a member of the Housing RITY; N~. C~PREDON - PLAN- Authority; Mr. Marcel Campredon as a member of the Planning Commission to fill the NING CO~MISSION; MR. FREGCSI vacancy of Councilman F. Frank Man%mini; Mr. Gildo Fregosi as a member of the Personnel - PERSONNEL BOARD; ,~C NA~RA & MR. C"BRI~N PERSCNN5L BOARD: . o00 Board to fill the vacancy of Mr. Eugene Lynch, deceased; and Ntt. Walter McNamara and Mr. Frank O'Brien to succeed themselves as members of the Personnel Board. Councilman Ahem then moved that the appointments a~ made by the Mayor be confirmed. In answer to Councilman Mammini's question, Mayor Bertucell~ answered as to how appointments to these positions were made. Councilman Rocca seconded the motion which was regularly carried. ! NTRCDUCTION OF MR. GILDO FRECOS!: ;.t thi~ time, Mayor Bertucel!~ introduced };~. Gildo Fregosi, the newly appointed member~ of the Personnel Board, present in the audience. Mr. Fregosi thanked the Mayor and members of the City Council for his appointment, stating that it was his de,ire to fulfill the obligation wh}ch was placed on him. ADJOURNMENT: Mayor Bertucel!i at this time announced that he wished to adjourn the meeting to a Personnel Session. Councilman Rocca then moved, seconded by Councilman Steinkamp and regularly carried that the meeting be adjourned to the Personnel Session. Time of Adjournment~ 6:02 p.m. RECONVENING OF COUNCIL: Mayor Bertucelli then reconvened the Council at 7:25 p.m. at which time he filed a Minute entry with the City Clezk, setting forth the determination made at the Personnel meeting. TERMINATION OF EN~LOY~NT OF DONALD FAGUNDES: ADJOURNMENT: The City Council adopted the following motion: Should Don Fagundes not voluntarily terminate his employment with the City by the close of office hours on May 15, 1968, then the City Manager be and he is authorized to terminate said employment at said time and date. Councilman Ahem moved, seconded by Councilman Steinkamp and regularly carried, that the meeting be adjourned.
