CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION APPROVING PURCHASE AGREEMENTS
WITH 1) THATCHER COMPANY OF CALIFORNIA, 2)
UNIVAR USA, INC., AND 3) SNF/POLYDYNE FOR
FURNISHING OF BULK PROCESS CHEMICALS AT THE
WATER QUALITY CONTROL PLANT FOR FISCAL YEAR
2015-2016 AND AUTHORIZING THE CITY MANAGER TO
EXECUTE THE AGREEMENTS.
WHEREAS, the City of South San Francisco uses bulk chemicals in its operation of the
South San Francisco-San Bruno Water Quality Control Plant; and
WHEREAS, Section 4.04.040 of the South San Francisco Municipal Code ("SSFMC")
expressly authorizes the City to take advantage of valid contract terms that have been negotiated
by another governmental agency, where that agency had used a quote or bid process substantially
conforming with SSFMC Chapter 4.04 and State law; and
WHEREAS, the City of South San Francisco joined the Bay Area Chemical Consortium
("BACC") in 2012 to obtain the lowest possible pricing through joint leveraged purchasing; and
WHEREAS, the BACC conducted a competitive bid process for bulk purchase of
numerous chemicals for the fiscal year 2015-2016; and
WHEREAS, the BACC bid the chemicals on February 19, 2015, and twenty (20) bids
were received and opened on April 14, 2015; and
WHEREAS, staff has verified that the NJPA's bid process and CXT's pricing agreements
substantially conform to SSFMC Chapter 4.04 State law.
WHEREAS, the lowest responsive bids for the chemicals to be purchased through the
BACC by the City of South San Francisco were:
A. Thatcher Company of California for Ferric Chloride
B. Univar USA, Inc. for Sodium Bisulfite
C. Univar USA, Inc. for Sodium Hypochlorite
D. SNF/Polydyne for WE-527 (solids dewatering)
E. SNF/Polydyne for WE-984 Polymer (enhance primary treatment)
WHEREAS, a member of the BACC, the City of South San Francisco is entitled to
purchase bulk chemicals from the BACC's low bidders at the bid price stated; and
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San
Francisco as follows:
1. The City Council approves purchase agreements with the following vendors for the
bulk chemicals listed below, in conformance with the BACC lowest responsive bids,
conditioned on timely execution by each vendor of the Standard Agreement contained
in the BACC Chemical Requirements for 2015-2016 bid package ("Standard
Agreement") and submission of all required documents:
a. Thatcher Company of California for Ferric Chloride
b. Univar USA, Inc., for Sodium Bisulfite
c. Univar USA, Inc., for Sodium Hypochlorite
d. SNF/Polydyne for WE-527 Polymer
e. SNF/Polydyne, for WE-984 Polymer
2. The City Manager is authorized to execute the necessary purchase agreements with
Thatcher Company, Univar USA, Inc., and SNF/Polydyne, respectively for bulk
chemical purchases for fiscal year 2015-2016, subject to approval as to form by the
City Attorney.

I hereby certify that the foregoing Resolution was regularly introduced and adopted by
the City Council of the City of South San Francisco at a regular meeting held on the 22n day of
July, 2015 by the following vote:
AYES: Councilmembers Karyl Matsumoto, Pradeep Gupta, and Liza Normandy
Vice Mayor Mark N. Addiego and Mayor Richard A. Garbarino
