HomeMy WebLinkAboutReso 100-2015 RESOLUTION NO. 100-2015 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AWARDING THE CONSTRUCTION CONTRACT TO MIKE BROWN ELECTRIC, INC. FOR THE GRAND AVENUE AND MAGNOLIA AVENUE TRAFFIC SIGNAL AND INTERSECTION IMPROVEMENT PROJECT IN AN AMOUNT NOT TO EXCEED $390,011. WHEREAS, on June 27, 2015, and on July 2, 2015, staff advertised a Notice Inviting Bids for the Grand Avenue and Magnolia Avenue Traffic Signal and Intersection Improvement Project, Project No. 141 1203, Bid No. 2554 ("Project"); and WHEREAS, the installation of the Grand Avenue and Magnolia Avenue Traffic Signal and Intersection Improvement Project will create a safer crossing environment for elementary school children and senior citizens; and WHEREAS, California Business and Professions Code section 7508 defines a specialty contractor to include a contractor whose operations are concerned with preparing or removing roadway construction zones, lane closures, flagging, or traffic diversions on roadways, including, but not limited to,public streets, highways, or any public conveyance; and WHEREAS, California Business and Professions Code section 7509 authorizes the awarding authority to determine the license classification necessary to bid and perform the project; and WHEREAS, on July 28, 2015, five (5) bids were received and opened in accordance with the bid instructions; and WHEREAS, the lowest base bid for the Project was from Mike Brown Electric, Inc. in the amount of$390,011; and WHEREAS, staff has determined that Mike Brown Electric does have the appropriate certifications to perform the Project, possesses the required licenses and certifications, and is otherwise qualified to perform the Project; and WHEREAS, staff recommends awarding the construction contract for the Project to Mike Brown Electric, Inc., of Cotati, California, on the basis of the their base bid in the amount of $390,011.00; and WHEREAS, sufficient funding for the Project is included in the City of South San Francisco's 2015-2016 Capital Improvement Program ("CIP") and sufficient funds have been allocated to cover the Project cost. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco finds that the base bid in the amount of $390,011 by Mike Brown, Inc., of Cotati, California, to be the lowest responsive bid, and further finds that Mike Brown Electric, Inc., of Cotati, California, is a responsible bidder. BE IT FURTHER RESOLVED that the City Council of the City of South San Francisco awards the construction contract for the Grand Avenue and Magnolia Avenue Traffic Signal and Intersection Improvement Project (Project No. #ti 1203, Bid No. 2554) to Mike Brown Electric, Inc., of Cotati, California, in an amount not to exceed $390,011.00 conditioned on Mike Brown Electric's timely execution of the Project contract and submission of all required documents, including but not limited to, executed bonds, certificates of insurance, and endorsements, in accordance with the Project documents. BE IT FURTHER RESOLVED that the City Council of the City of South San Francisco authorizes the Finance Department to establish the Project Budget consistent with the information contained in the staff report. BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the documents on behalf of the City Council upon timely submission by Mike Brown Electric's signed contract and all other documents, subject to approval as to form by the City Attorney. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the 26th day of August, 2015 by the following vote: AYES: Councilmembers Karyl Matsumoto, Pradeep Gupta, and Liza Normandy Vice Mayor Mark N.
