CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AWARDING THE CONSTRUCTION
CONTRACT TO SOUTHLAND CONSTRUCTION OF
PLEASANTON, CALIFORNIA FOR THE GRAND AVENUE
LIBRARY RENOVATION PROJECT IN AN AMOUNT NOT
TO EXCEED $1,032,423 AND REJECTING ALL BID
PROTESTS.
WHEREAS, changes to the Grand Avenue Library are required to provide services to
meet the community's needs; and
WHEREAS, the Grand Avenue Library Renovation Project will upgrade the library
facilities and make it a flexible space for the community's needs; and
WHEREAS, input was provided by the public, the Library Board of Commissioners, the
Planning Commission, and the City Council during the design process to develop a project scope
that will meet the community's needs; and
WHEREAS, City of South San Francisco ("City") staff issued a Notice Inviting Bids for
the Grand Avenue Library Renovation Project ("Project") and on August 10, 2015, received
seven(7)bids in response; and
WHEREAS, Southland Construction of Pleasanton, California, was the lowest
responsible bidder; and
WHEREAS, staff recommends awarding the Project contract to Southland Construction
in the amount of$1,032,423 and rejecting the bid from SLM Development; and
WHEREAS, pursuant to Public Contract Code Section 20166, a public entity retains the
discretion to reject all bids it receives on a given project; and
WHEREAS, the Project is included in the City of South San Francisco's 2015-2016
Capital Improvement Program ("CIP") and sufficient funds have been allocated to cover the
Project cost.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San
Francisco that the City Council hereby awards the construction contract for the Grand Avenue
Library Renovation Project to Southland Construction of Pleasanton, California, in an amount
not to exceed $1,032,423, conditioned on Southland Construction's timely execution of the
Project contract and submission of all required documents, including but not limited to,
certificates of insurance and endorsements, in accordance with the Project documents.
BE IT FURTHER RESOLVED by the City Council of the City of South San Francisco
that the City Council hereby rejects all bid protests.
BE IT FURTHER RESOLVED that the City Council of the City of South San Francisco
authorizes the Finance Department to establish the Project Budget consistent with the
information contained in the staff report.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the
documents on behalf of the City upon timely submission by Southland Construction's signed
contract and all other documents, subject to approval as to form by the City Attorney.
