CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION APPROVING THE PURCHASE OF A QUINT
103 FOOT AERIAL LADDER FIRE APPARATUS IN THE
AMOUNT OF $1,033,218.66; AND AUTHORIZING THE CITY
MANAGER TO ENTER INTO A PURCHASE AGREEMENT
WITH HI-TECH EMERGENCY VEHICLE SERVICES INC.
FOR THE PURCHASE AND CONSTRUCTION OF A QUINT
103 FOOT AERIAL LADDER FIRE APPARATUS; AND
APPROVE THE PURCHASE OF TOOLS AND EQUIPMENT
RELATED TO THIS APPARATUS PURCHASE NOT TO
EXCEED A COMBINED TOTAL OF $1,100,000.00.
WHEREAS, the City of South San Francisco Fire Department has two quintuple-function
fire apparatus in use, most commonly known as Quints, the front line Quint, a 2013Sutphen
Aerial Platform and the second Quint, a 1999 Spartan used as a reserve unit and to provide
disaster preparedness; and,
WHEREAS, the two Quints that were purchased in the 1990s have a 10 year front-line
life span and a five year reserve use; and,
WHEREAS, the Spartan Quint provided 15 years of front-line response activity resulting
in expensive on-going maintenance and reduced reliability; and,
WHEREAS, both Quints were out of circulation due to recent repair and maintenance
needs resulting in an unnecessary burden on the two remaining ladder truck companies in
northern San Mateo County; and because South San Francisco was unable to cover its own
territory, the Fire Department had to rely on ladder truck service from surrounding jurisdictions
and at one point had to borrow a fire engine for Station 62 (Harbor Way); and,
WHEREAS, after careful evaluation of the 1999 Spartan Quint the Fire Department
wishes to replace the unit; and,
WHEREAS, Fire staff surveyed different options and determined that a 103 foot aerial
demonstrator unit would be the most expeditious manner of getting a Quint into service; and
after testing a demonstrator unit also determined that a similar Quint would operate and perform
similarly to the 1999 Spartan Quint; and,
WHEREAS, in accordance with South San Francisco Municipal Code Section 4.04.080,
staff conducted a thorough review of the three proposals received and selected Hi-Tech
Emergency Vehicle Services, Inc. (Hi-Tech), which has a demonstrator unit currently scheduled
for production and will reduce build time by 50%; and,
WHEREAS, a total of$1,100,000 has been approved as the full replacement cost of the
Quint in Fiscal Year 2015-2016 which includes the not to exceed amount of $1,033,218.66
purchase price of the Quint contract with Hi-Tech; and the remaining $66,781.34 will be used for
multiple vendor contracts that would not normally be reviewed by the City Council for the
purchase and installation of radios and other technology, tools, and hardware that will ensure the
Quint is ready for emergency response; and,
WHEREAS, staff wishes to use the approved funding amount of $1,100,000 from the
Equipment Replacement Fund for this purchase.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of
South San Francisco that the City of South San Francisco hereby:
1. Authorizes the purchase of a 103 foot Rear Mount Aerial Quint.
2. Authorizes the City Manager to enter into a purchase agreement with Hi-Tech
Emergency Vehicle Services, Inc., for the purchase of a 103 foot Rear Mount Aerial
Quint, not to exceed $1,033,218.66, subject to approval as to form by the City Attorney.
3. Authorizes the use of$66,781.34 for the post-delivery preparation to place the Quint into
service, including technology, tools and hardware, in a combined amount not to exceed
$1,100,000.
4. Authorizes the City Manager to take any additional action consistent with the intent of
this resolution.
