HomeMy WebLinkAboutReso 112-2015 RESOLUTION NO. 112-2015 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AUTHORIZING THE RENEWAL OF A SERVICES AGREEMENT WITH MERIT SERVICES INC. FOR TREATMENT PLANT AND SEWAGE PUMP STATION SUPERVISORY CONTROLS AND DATA ACQUISITION SYSTEMS (SCADA), AS WELL AS OTHER DATA GATHERING, INCLUDING PROGRAMMABLE LOGICAL CONTROLLERS (PLC), MEASURING AND CONTROL EQUIPMENT, AND RADIO TELEMETRY SYSTEMS FOR FISCAL YEAR 2015-2016 IN AN AMOUNT NOT TO EXCEED $140,000. WHEREAS, the Water Quality Control Plant (WQCP) and Pump Stations require Supervisory Control and Data Acquisition Systems (SCADA), as well as other data gathering, including programmable logic controllers (PLC's), measuring and control equipment, radio telemetry systems and other instrumentation to operate safely and efficiently; and WHEREAS, maintenance and operation of these systems are required to provide reliable data that must be reported for the WQCP to remain compliant with the National Pollution Discharge Elimination System permit; and WHEREAS, Merit Services Inc. (Merit Services) has maintained these systems in the past and continues to provide services at competitive rates; and WHEREAS, on August 17, 2015, City Staff issued a request for quotes to four qualified firms to provide SCADA services, and Merit Services was the only firm to provide the City with a response; and WHEREAS, City staff recommends authorizing execution of a Services Agreement between the City of South San Francisco and Merit Services Inc. (Merit Services) in an amount not to exceed $140,000 for services to optimize Treatment Plant and Pump Stations Supervisory Control and Data Acquisition Systems (SCADA), as well as other data gathering, including programmable logic controllers (PLC's), measuring and control equipment, radio telemetry systems and other instrumentation; and WHEREAS, funding for this project is included in the City of South San Francisco's Water Quality Control Plant operating budget; and NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San Francisco that the City Council hereby authorizes the execution of a services agreement with Merit Services to optimize Treatment Plant and Pump Stations Supervisory Control and Data Acquisition Systems (SCADA), as well as other data gathering, including programmable logic controllers (PLC's), measuring and control equipment, radio telemetry systems and other instrumentation for the fiscal year 2015-2016 in an amount not to exceed $140,000. BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the services agreement on behalf of the City of South San Francisco, subject to approval as to form by the City Attorney.
