CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION APPROVING A PURCHASE AND
INSTALLATION SERVICES AGREEMENT WITH IPS
GROUP, INC. OF SAN DIEGO, CALIFORNIA, FOR THE
SMART PARKING METERS, INSTALLATION, AND
RELATED SERVICES PILOT PROJECT IN AN AMOUNT
NOT TO EXCEED $176,869.55.
WHEREAS, on August 26, 2015, staff recommended approval of an agreement with IPS
Group, Inc. of San Diego, California ("IPS") for the purchase and installation of smart parking
meters and
WHEREAS, City Council directed staff to instead conduct a pilot program of smart
parking technologies within the specified downtown areas; and
WHEREAS, staff identified 208 meters within the specified downtown area to replace
with smart meters capable of accepting credit card and pay by phone payment applications; and
WHEREAS, staff and IPS have negotiated a revised agreement for the purchase and
installation of smart parking meters that reflects the change in scope, attached hereto and
incorporated herein as Attachment 1 ("Agreement"); and
WHEREAS, staff recommends awarding the Agreement to IPS in an amount not to
exceed $176,869.55; and
WHEREAS, funding for the Project is included in the City of South San Francisco's
2014-2015 Capital Improvement Program (CIP).
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San
Francisco hereby takes the following actions:
1. Approves Purchase and Installation Services Agreement with IPS Group, Inc. for
the purchase and installation of smart parking meters and related services.
2. Authorizes the City Manager to execute the Agreement, substantially in the form
of the Agreement attached hereto and incorporated herein as Attachment 1, on
behalf of the City of South San Francisco.
3. Authorizes the City Manager to take any other related actions consistent with the
intent of this resolution.

I hereby certify that the foregoing Resolution was regularly introduced and adopted by
the City Council of the City of South San Francisco at a regular meeting held on the 9th day of
September, 2015 by the following vote:
AYES: Councilmembers Pradeep Gupta, and Liza Normandy
Vice Mayor Mark N. Addiego and Mayor Richard A. Garbarino
NOES: Councilmembers Karyl Matsumoto
