NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government
Code of the State of California, that the City Council of the City of South San
Francisco will hold a Special Meeting on Tuesday, the 13th day of October, 1981,
at 7:00 p.m., in the Municipal Services Building, Community Room, 33 Arroyo Drive,
South San Francisco, California.
Purpose of the meeting:
1. RESOLUTION CANVASSING THE RETURNS AND DECLARING RESULTS OF THE
SPECIAL MUNICIPAL ELECTION HELD OCTOBER 6, 1981.
2. Discussion of the entrance of the BAC-111 at SFIA for possible
action.
Staff Report continued from 9/30/81 recommending by Motion
authorization to award the bid for the Public Address System
for the Municipal Services Building.
Staff Report continued from 9/30/81 recommending by Motion
authoriziation to award the bid for the Recording System for
the Municipal Services Building.
5. Request that a date be selected to interview applicants for
vacated seats on the Library Board and Recreation Commission.

of the Meeting.
City Clerk Battaya's Statement of
Election Results.
A RESOLUTION CANVASSING RETURNS AND
DECLARING THE RESULTS OF THE SPECIAL
MUNICIPAL ELECTION HELD IN THE CITY
OF SOUTH SAN FRANCISCO ON OCTOBER 6,
1981
Discussion of the entrance of
the BAC-111 at SFIA for possible
action.
"The City Council meets tonight in
compliance with Section 22932 and
22933 of the Elections Code of the
State of California. In accordance
with those Sections the Council will:
1) receive the certification from the
City Clerk regarding the election
results; 2) adopt a Resolution
declaring the election results."
"In accordance with Section 22933
of the Election Code the total number
of votes that were cast was 6,978
out of 20,143 registered voters.
2,906 yes votes and 4,023 no votes.
49 rejected votes were cast for the
South Slope Initiative Measure. A
manual count was made of 1/3 of the
precincts in accordance with Election
Code No. 17190."

Resolution.
RESOLUTION NO. 122-81
Carried by unanimous voice vote.
City Manager Birkelo stated that a
letter had been received from the
City's Airport/Aeronautics Consultant
Dr. Maurice A. Garbell stating his
recommendation regarding the use of
the BAC-111 at SFIA. He proceeded
to read the recommendation of Dr.
Garbell: "I would recommend that the
City of South San Francisco oppose
the admission of BAC One-Eleven air-
craft to the SFIA on the grounds of
its proven excessive noisiness. More-
over, I would recommend that the City
of South San Francisco oppose the
consideration of the 'estimated' noise
data contained in the Federal Aviation
Administration Advisory Circular No.
36-3A in the assessment of the possible
noise impact of the BAC One-Eleven air-
craft on the residents of the environs
of the San Francisco International Airport
on the grounds of the inadequate foundation
of the 'estimated' maximum noise levels
set forth therein. The need for oppos-
ing the use of FAA Advisory Circular
36-3A is heightened by our need to

Variance Hearing for the SFIA."
Vice Mayor Teglia asked if there
had been an application filed with
the Airport Commission by Pacific
Express for consideration of a
variance.
City Manager Birkelo replied that
there had not been an application
filed 10 days prior to this evening's
meeting for variance. He commented
that he believed that the airline
was taking the position that it
did not need a variance because the
plane had been operating at the
airport previously.
Discussion followed relative to the
action taken by ALUC regarding the
use of the BAC-lll at SFIA.
M/S Teglia/Acosta - To oppose the
the BAC-111 into San Francisco
International Airport on a regular
basis, with a direction that Staff
prepare a Resolution using the
material contained in Dr. Garbell's
letter.
Discussion followed regarding the
possibility of an application
being made to the Airport Commission
for the use of the BAC-lll at SFIA
and the importance of the City's
position being represented at the
time of the hearing on the application.
RESOLUTION NO. 123-81
Carried by unanimous voice vote.
City Manager Birkelo requested that
Items 3 and 4 be continued due to
the vendor being unable to receive
the materials from the manufacturer
in time to display the items for
Council this evening.

City Manager Birkelo informed Council
that the Police Department was holding
a meeting at 7:30 for commendations
and Council had been invited to
attend; also that SAMTRANS would be
holding a public input meeting on
October 30, 1981 concerning their
overall route changes.
Mayor Nicolopulos indicated that
an appointment to the Executive
Board of JPAC was necessary. He
then appointed Vice Mayor Teglia
as the City's representative and
Councilman Acosta as the alternate.
Vice Mayor Teglia requested review of
the status sheet concerning the
planning of the Thanksgiving program,
and notify her if there were any
questions.

be adjourned to Tuesday, October 20,
1981, at 4:45 p.m., at the Municipal
Services Building, Community Room
33 Arroyo Drive, South San Francisco.
