NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the
State of California, that the City Council of the City of South San Francisco will hold a
Special Meeting on Tuesday, the 4th day of November, 1986, at 12:30 p.m., in the
City Council Conference Room, City Hall, 400 Grand Avenue, South San Francisco,
California.

CLOSED SESSION
Council adjourned to a Closed Session
at 12:31 p.m. to discuss the items
noticed.
Mayor Teglia recalled the meeting to
order at 1:10 p.m., all Council present,
no action taken. She stated that direc-
tion had been given to Staff on the
Serramonte Park Plaza and that action
would be taken on the Noise Variance.
She stated that there were copies of a
Draft No. 6 of a proposed order that was
hoped that the State of California would
impose on the Airport in granting the
variance to the Airport to operate. She
stated that the'City and County of San
Francisco Airport Commission had agreed
to this this morning by Resolution, and

would be forwarding their comments to the
Department of Transportation.
She stated that the Council was prepared
if the motion was made, to approve the
elements of this agreement, and having
done that, to notify the Department of
Transportation that when this agreement
is executed the City Council was pre-
pared to withdraw the request for a
variance hearing.
M/S Drago/Haffey - To approve the
elements as represented in proposed
order Draft No. 6 and submit it to the
Administrative Law Judge for his approval
and further authorize members of Council
and Staff to execute any documents
necessary for the implementation of that
order including the letter to not have
the variance hearing.
Carried by unanimous roll call vote.
Mayor Teglia stated that a letter would
be sent asking to withdraw from the
variance because of the agreement of
both parties represented by this docu-
ment, and pursuant to and on the con-
dition that it be executed.
City Attorney Armento stated that was
true, that in essence what would happen
was that the variance hearing would not
go forward on November 12th, pending the
completion of the paperwork by the court.
If for some reason the court does not
approve the proposed order, then another
time would be set.
Mayor Teglia stated that although this
City had asked for this hearing and
there were no other parties involved,
while the agreement was very good for
South San Francisco's interests, it was
also very good for every city in the
Airport environ area. She stated that
there were a number of things that ought
to be pointed out in this particular
order: The Airport commits for the first

time to reduction of 500 homes per year;
sets down on paper for the first time
that the Airport will be budgeting on an
annual basis for the next three years
a minimum of $200,000 to participate in
noise insulation programs in the affected
municipalities; makes provisions for
further examinations of either construc-
tion or relocation of noise suppression
facilities at the Airport; and for the
first time gives the Airport some further
ability to direct aircraft away from San
Francisco International Airport which do
not meet noise regulations as set forth
by the Airport Commission; allows Cal
Trans to come in and evaluate the entire
monitoring system and resultant maps,
etc.
