Penna - Roberta Cerri Teglia AGENDA ADJOURNED REGULAR MEETING CALL TO ORDER: (Cassette No. 1) ROLL CALL: 1. Study Session on the 1991-92 Operating Budget. Councilman Penna Arrived: MINUTES City Council City Council Conference Room City Hal 1 June 19, 1991 ACTION TAKEN ADJOURNED REGULAR MEETING 7:12 p.m. Mayor Drago presiding. Council present: Council absent: Haffey, Nicolopulos, Teglia, and Drago. Penna. City Manager Armas gave an overview of the Budget. Discussion followed: clarification for Councilman Nicolopulos on memos from the Director of Finance on the budget; saving money for a rainy day and Councilman Nicolopulos being uncomfortable when the money was spent; that in tight years a city could dip into reserves or take cutting measures. Councilman Penna arrived at 7:30 p.m. Discussion followed: if the projected revenues are low a city had to bite the bullet; that a measure was afoot by the Governor wherein if the City gives good salary increases they will hold back funds to cities; projected revenues and expenditures; assumptions used in the budget; having a $100.00 vehicle allowance for each Councilperson per month; funds for computer work station and chair for City Clerk; City Attorney to look at contracting out for an assistant if he wants; how much in unex- pended funds had been turned back in; overtime in the Fire Dept.; overtime amount was reflective of the staffing compliment; minimum manning in F.D.; per- sonal computers for Council; overtime in Police Dept.; that there was not a pat- tern to justify additional people to be hired in Police Dept.; overtime was minor in Park Dept.; area around State Theatre was filthy; not enough people cleaning 6/19/91 Page I AGENDA ACTION TAKEN Operating Budget - Continued. ADJOURNMENT: the area; additional custodian needed; vehicle replacement fund; no fund for equipment replacement; internal task force will report on employee performance standards; Council Subcommittee wants to augment senior nutritional program by $5,400; Library; Sewage Treatment Plant; Common Greens; CDBG; Conference Center; Councilman Penna against spending any money on the Conference site; Redevelopment; budget will be on the next agenda for adoption. M/S Teglia/Haffey - To adjourn the meeting to Wednesday, 6/26/91, at 6:30 p.m., at the Municipal Services Building Community Room for the purpose of a Closed Session for property negotiations.
