NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the
State of California, that the City Council of the City of South San Francisco will hold a
Special Meeting on Wednesday, the 27th day of November 1991, at 7:00 p.m., in the Municipal
Services Building Community Room, 33 Arroyo Drive, South San Francisco, California.
Purpose of the meeting:
Resolution authorizing award of construction contract to Kirkwood Bly, Inc.
and budget amendment to the Capital Improvement Budget for the Water Quality
Control Plant.

City Engineer Van Dohren explained that
the bidding process and selection on this
project had been contested, however, the
issues were resolved, and staff recom-
mended the resolution be adopted.

Rev. Bill Justice, All Soul's Church,
gave the invocation.

ADMINISTRATIVE BUSINESS
Mayor Drago stated that the City Council
meets tonight in compliance with Section
22932 of the Elections Code and Section
36801 of the Government Code of the State
of California. He continued, in accor-
dance with those sections, the Council
will (1) receive the certification from
the City Clerk regarding the Election
results; 2) adopt a resolution declaring
the Election results; and 3) choose one
of its members as Mayor and one of its
members as Mayor Pro Tempore.

AND DECLARING RESULTS OF THE
GENERAL MUNICIPAL ELECTION HELD
IN THE CITY OF SOUTH SAN
FRANCISCO ON NOVEMBER 5, 1991

Commending resolution for Richard
A. Haffey for his service to the
City as a Councilmember.
COMMENDING RESOLUTION FOR RICHARD
A. HAFFEY
ADMINISTRATIVE BUSINESS
Election: there were 21,623 registered
voters and 7,504 votes were cast; per-
centage of voter turnout was 34.7%; votes
cast for Council candidates - Andrew
Estigoy 989, Joe Fernekes 3,104, Roberta
Cerri Teglia 3,405, Eloise Kee 842,
Lawrence Ng 253, Lou Dell'Angela 2,597,
and Michael DeZordo 2,393. She stated
that campaign statements had been filed
with the Clerk's Office by all candidates
as required by Elections and Government
Codes, and as election official for the
City recommended the Council adopt the
resolution.
M/S Haffey/Penna - To adopt the
Resolution.
RESOLUTION NO. 139-91
Carried by unanimous voice vote.
Mayor Drago stated that there would be a
three minute recess wherein a Councilman
would give the oath of office to newly
elected Councilwoman Teglia, after which
there would be a ceremonial oath given,
and the Council recessed at 7:38 p.m.
Mayor Drago recalled the meeting to order
at 7:40 p.m., all Council present.
Mayor Drago read the Resolution aloud and
presented it and a plaque to Councilman
Haffey.
San Mateo County Supervisor Griffin read
a Resolution from the Board of
Supervisors on Councilman Haffey's
achievements and presented it to him.
Assemblywoman Speier presented a
Resolution from the State of California
to Councilman Haffey after complimenting
him for being an ethical, competent
leader.
Councilman Haffey thanked everyone for
their accolades. He stated that he had

and Joseph A. Fernekes.

learned a lot from Councilmembers Teglia
and Drago.
He thanked his wife and family for their
support and looked forward to spending
more time with his children Patrick and
Shawn.
Councilwoman Teglia stated that
Councilman Haffey would never be known for
his patience, however, the honesty,
integrity, and talent he brought to the
Council would long be remembered.
Vice Mayor Nicolopulos commended
Councilman Haffey, and stated that the
family was of primary importance.
Councilman Penna stated that he had
learned how to be more decisive from
Councilman Haffey, and proceeded to
congratulate him on his appointment as
Acting City Manager in the City of
Belmont.
Mayor Drago stated that the resolution
keenly detailed Councilman Haffey's
intelligence and knowledge of City
government far better than he could, and
wished him success in his endeavors.
Mr. Jim Claar proceeded to give the cere-
monial oath of office to Councilwoman
Elect Teglia, and commended her for being
in every sense a leader and for her many
endeavors on behalf of this community.
Councilwoman Teglia thanked Mr. Claar for
his remarks, and proceeded to pledge
renewed dedication: to moving forward;
continuing to take care of the people and
their quality of life; care of the
seniors; etc.
She thanked her husband, who she said did
not want her to run, to allow her to
finish those things started; and to her
son Steve for his understanding of her
lack of attendance at ballgames.

ADMINISTRATIVE BUSINESS
Mayor Drago gave the Oath of Office to
Councilman Elect Joseph A. Fernekes.
Councilman Fernekes thanked his wife
Denise, his daughters, and his father-in-
law for their support during this elec-
tion. He stated that he was both proud
and humbled by the election and its
expectations, and promised to be visible
and accessible to the community.
City Clerk Battaya presented the cer-
tificates of election to Councilmembers
Joseph A. Fernekes, and Roberta Cerri
Teglia and commended them on their suc-
cessful efforts.

Councilman Penna as Mayor.
M/S Teglia/Fernekes - To close nomina-
tions for Mayor.
Both Motions and Seconds were carried by
majority roll call vote, Vice Mayor
Nicolopulos voted no.

Councilwoman Teglia as Vice Mayor.

Nicolopulos voted no.
Mayor Penna stated that being made
Mayor was an honor he cherished, but
what the title meant was that he chairs
the meetings, helps set the agenda, and
sets the tone for the year to come. He
stated that the tone he hoped to set
this year, with the cooperation of
the Council, was one that works in har-
mony to serve the community.
He stated that in this last election the
public voted, and issues that divided

this Council were now behind them; and
while each member of Council had their
own thoughts, they now should consolidate
and be conciliatory to each other so the
Council could go on. He stated that
there was a good cross section of indivi-
duals serving this Council: Roberta
Teglia should be congratulated on being
reelected to a fourth term with many
years of experience; Joe Fernekes should
be congratulated to being elected to his
first term and winning his second elec-
tion within a year - coming over from the
School Board; Jack Drago has years of
experience both on the Council and in the
Fire Department; Gus Nicolopulos has
years of experience on the Council and in
the Police Dept., and has a genuine
interest in our City including air
quality and transportation issues. He
stated that all this knowledge and
experience would be valuable in dealing
with future issues. He felt it was
important to keep an eye on the business
community, a strong business environment,
with the purpose of keeping what we have
and adding to it, as well as, affordable
housing.
Councilman Nicolopulos thanked his wife
and family for not giving up on him, and
stated that they were the most important
people in his life. He gave sincere
thanks to City staff and workers, and
advised them not to take themselves too
seriously, because one day they could be
a peacock, and the next a feather duster.
He concluded by quoting from Nadine
Stair, "If I could live it over again",
and a quotation by Gentleman Jim Corbett
on not taking life too seriously, which
he said were "afterwards" that he wanted
to live by.
Councilman Drago stated that it had been
a great year in having the opportunity to
serve this community for the betterment
of our City. He stated that it had also
been a great year because he had been

inducted into the the Balboa High School
Alumni Hall of Merit, and had made Herb
Caen's column.
He stated that the public thinks that the
Mayor can do anything and get anything
done, but they don't recognize that it is
a tag that holds no more power or
authority than any single Councilmember
and is ceremonial. He stated that if
there was a feeling that there should be
more power - then make the position of
Mayor an elected one with full authority.
He stated that being Chair was difficult
at times because sometimes it gets
controversial on decisions with a 3-2
vote, and only time will tell who was
right and who was wKong.
He thanked the public for their calls and
letters of support when things were dif-
ficult on a 3-2 vote.
Vice Mayor Teglia complimented Councilman
Drago for his great patience, dedication,
great sense of humor, gentlemenliness,
and leadership while serving as Mayor.
M/S Teglia/Drago - To adjourn the meeting
to Wednesday, 12/4/91, Council Chambers,
City Hall, for the purpose of a Closed
Session pursuant to Government Code.
Carried by unanimous voice vote.
